I know the rules fairly well, but in most cases I find them to be common sense. I've never been sanctioned myself, and I've sent in maybe three reports ever, and in those cases, they deserved it.
In most cases, talking to the person OOC afterward helps a lot. Often times, they don't know they're wrong, and educating them a little helps everyone. Another thing that helps is if you're not really all that busy, and you see a newbie flying around, take them under your wing for a bit. Bowex often does that with convoys. If there's an indie trader floating around, we'll invite them into the convoy.
