The People's Voice

Introduction
For years, many of us have fought alone. Unsure of who could be trusted, afraid of having our identities revealed, never truly knowing how many shared our cause. Well no more. Men and women, from mere children to those so old and arthritic they cannot leave their homes, they have fought on many fronts to see the through the true potential of Liberty. My brothers... My sisters... My friends, many of you who hear this will have tried to take a more active stance at one point or another to defend our ideal that is Liberty, but for whatever reason were not able to work towards that goal. I offer you now a chance once more, to defend the innocent people of Liberty from the evil that befalls it.
Liberty is plagued with injustice. Deluded fools who've misconceived wrongs against themselves and blamed the very House that is their own, turning to terrorism for personal gain, slaughtering innocents to end 'Corporate corruption'. There are underground drug lords, the Rogues, peddling the filthy drug 'Cardamine' to our young and naive, spreading its corruptive influence throughout our home. Behind their backs sit the Outcasts, who sit in their lavish palaces on Malta, laughing at our inaction and reaping the benefits of their ill-gain, sending raiding parties and pirates to Liberty as what one can only imagine is some kind of perverted 'Right of Passage'.
Liberty itself is defended by many fine men and women, but while the Navy works hard to keep the fascist Rheinland invaders at bay, and the Police are taxing their prisons to bursting point, bringing the near innumerable criminals to justice, they cannot always be near to catch them in the act. Sometimes, there is simply too much to be done. Sometimes there are simply too many obstacles. This is where we, the People of Liberty have the advantage. We are the very foundations of Liberty, we are more numerous and more powerful than any petty crime lord. We do not need to fear the media, as our self-sacrifice in the defence of the people will be glorified and make us martyrs for our very cause.
Brothers, sisters, my family, I say this. To win back the House that is rightfully ours, to see the fugitives brought to light, placed in a position where they can do no more harm, we must take up arms and bring the fight where the law cannot.

People of Liberty, we need not be alone.


Identification
All pilots within People's Voice must have a 'Liberty Police, Incorporated' IFF reading, and a Vigilante ID.
Naming conventions will ideally follow a nature more like call signs, precluded by the tag 'TPV|', for example:
TPV|The.Watchman
TPV|The.Warden
TPV|The.Reverend

(And damn, it may make you feel cheesy, but vigilantes ain't always known for thinking straight, are they?)

We have at this point opted not to use the tag, as the meta-gaming that stems from them is often ridiculous and would destroy any anonymity we would otherwise have. Once we're in a position to fight back when/if hounded across entire systems by roving gank-squads, we'll most likely put it into use.

Zone of Influence
The public systems of Liberty, i.e. New York, Colorado, Texas, California etc.
The Independent Worlds (e.g. Bering, Galileo etc.). Military options will only be performed in these systems in the case of:
Requested escort by a civilian or member of a friendly corporation.
Incursion by a hostile battle-group intending to harm civilians.
Events The People have been invited to or are the host of.
Interception of Slave/Cardamine/Synthetic Marijuana traffickers.

Hierarchy
The Voice of the People - The top man, known only by the title. (Passed on between generations in a 'Princess Bride' style.)
The Speaker - The Voice's appointed right hand amongst the people. Deals with the daily running, task distribution and less important affairs. Chairs the meetings of the 'Heart' in the absence of the Voice.
The Heart of the People - The second highest tier, composed of only those most dedicated to the People. Major decisions are decided by the members of this tier in a democratic style.
The Head of the People - Those who have proven themselves capable of thinking for the better good of Liberty and its people.
The Hands of the People - Capable of correct action, the average member falls here. Often they will be following the directives of those above them, using their own skilful means to achieve the goal.
The Blood of the People - Untagged members who must first prove themselves trustworthy and capable to earn their place amongst the Hands.

Due to the nature of the Vigilante ID, we are currently restricted to the following:

Starblazer

Roc

With the good grace of whoever may have control over such things and a little diplomacy, we would like to have access to the following, even if we don't necessarily use them:
Havok Mk II Corporation produced, sold on open market. A minority ship to be used as an alternative to the Roc.
Kingfisher Like all other allowed ships, a member of the CTE series. Believed to be an oversight from the change to 4.86.
Arrow Civilian ship for masochists. Hardly in a position to be used for an extra boost in dogfights, it is to give extra, logical variation amongst an incredibly limited line.

Faction Tips & Tricks
0. Use common sense.
1. Obey the server rules. Know them, and know your ID.
2. Refrain from combat activities that would offend yourself if you were the victim.
3. All criminals are innocent until such evidence that would prove them guilty in a court of law is obtained.
4. We are citizens of Liberty, not a Sirius Police. Restrict your operations to Liberty and the Independent Worlds in aforementioned cases.
5. We are 'Concerned Civilians', when we're not talking business acting as such is advised.
6. Pick your fights wisely. If you lack the common sense to do so, it's probably best to just not mount any guns.

Description/Objectives
The People's Voice is intended to be a group of organised vigilantes operating within Liberty. In RP, its ranks are composed both by those who were rejected from the standard Navy/Police/Security Force, and by those who simply found our style of operations to be preferable to that of the standard Lawful. Out of RP, it is intended to show that Vigilantes -do- have a place in Sirius and -can- work out as something other than disgruntled civilians running around Sirius lynching criminals for no other reason than simply being there. That isn't to say that it won't happen, but we hope to have us achieve a higher status, even working to prevent 'greater' crimes, those of an internal and political nature. We will confiscate/intercept/demand only contraband that we deem harmful to the people, i.e. Cardamine, Synthetic Marijuana and Slaves.
The Vigilante ID itself follows a rather bland, dictative style, laying down with near permanency the relationships one can have with other factions. Preferably we will stretch this, as we intend to have a somewhat neutral status towards the unlawful factions which fight for the People (Example: the Xeno, who already have a clause where the Liberty Lawfuls are concerned), and preferably a slightly friendlier, if disgruntled, attitude towards the lawfuls. (Hopefully our work will eventually see a reforming of the Vigilante ID, that thing is a mess :/)
Vigilantes offer a near unexplored avenue of role-play. To this point, the various restrictions seem to have scared most people off, but through diplomacy, boundaries can be pushed.
