To the esteemed leadership of the Armed forces, Government, and Corperations of Bretonia. We speak on behalf of the Transhuman arm of the Consortium Overwatch. And we are here to formalize and streamline our current mutual opposition of the -Kusari- structure into a full fledged Alliance.

This transmission is internal and placed on secure channels to each relevent entity.

To those that may not be aware, Consortium forces have had mutual agreements prior to this and have both fought against Kusarian entities on several occasions past.. but not as a full blown, official alliance. At this point, however, there is no reason to hide our intent. We will help to see that Bretonia Wins the war in Leeds and the Taus, and the Kusari government submits to Consortium control.

Citing it's extreme xenoaggression (as seen by it's sudden hostility toward the Bounty Hunters' guild regarding Deshima, and the actions of one 'AmeChan'), the necessity for Kusari's replacement is clear. However, our strategy of defeating Kusari from within cannot succeed unless Bretonia can hold out, and take the upper hand.

To that end, we have put forth the following purposal.

The following articles are written from the Consortium's diplomatic perspective.

ART1CL3 ON3: GENERAL TERMS OF ALLIANCE

1a: The Consortium Overwatch will take no aggressive, hostile, or malicious action against members of the Bretonian Armed Forces, Bretonian Police Authority, Bretonia Mining and Metals, Planetform Incorperated, Borderworlds Exports, and Gateway Shipping (Henceforth shortened to 'Bretonia') Unless otherwise provoked.

1b: Bretonia will take no aggressive, hostile, or malicious action against elements of the Consortium Overwatch, or property therof, unless otherwise provoked.

1c: Consortium Forces will assist Bretonian Interests against the mutual threat of the Kusari Empire, as well as mutual threats such as the Corsair Empire.

1d: Consortium forces will, however, not intervene in Bretonian Internal conflict such as with the Molly Republic (unless one faction engages a Consortium vessel).

1e: If Consortium or Bretonian vessels ARE attached by the opposing party, both sides will launch a joint investigation to ensure preservation of alliance, and identify the root cause of the incident. (Citing possible sources such as Exogens or Kusari Saboteurs as potential corruptors of an alliance).

1f: Consortium forces will not attack nations, factions, or entities with which we have diplomatic agreements if Bretonian Forces do so, and will attempt to mediate a peaceful solution.

1g: The entities identified as 'Bretonian Buccaneers' and 'Gaians' have shown overt hostility to Consortium forces, and will be engaged defensively or offensively as we see fit.

ART1CL3 TWO: TERRITORIAL CONCERNS


2a: For the terms of this agreement, The star systems systems of New London, Manchester, Cambridge, Leeds, Dublin, Edinburgh, Salisbury, Poole, Omega-3, Inverness, Newcastle, and Dundee are to be considered sovereign Bretonian territory.

2b: For the terms of this agreement, The star systems of New Tokyo, Kyushu, Honshu, Hokkaido, Shikoku, Tohoku, Tau-42, Tottori, Hiroshima, Fukuoka, Oita, Sigma-13, Sigma-17, Sigma-19, Okinawa, Nagano, and Tau-44 are to be considered Consortium military control zone, pending removal/assimilation of resident Virals.

2c: For the terms of this agreement, The systems of Tau-31, Tau-23, Tau-29, Tau-37, Baffin, Coronado, and Orkney, are to be considered 'neutral/joint control zone', and their official ownership will be worked out once the conflict has concluded.

2d: For the terms of this agreement, the systems of Londonderry, Chugoku, Tau-63, and Tau-65 are to be considered controlled by Consortium-friendly entities, which we cannot conduct operations in without permission of the systems' respective owners.

2e: When Consortium vessels are in Bretonian space, they will operate under the guidance and stewardship of the Bretonian Armed forces, and Bretonian Police authority. They will follow standing Bretonian laws, and will be subject to the same penalties and regulations as normal Bretonian citizens, except those directly pertaining to the Military Situation

2f: When Bretonian vessels are in Consortium operations Zones, they are advised to follow the instructions of ranking Consortium Coordinators present. Violations will result in official inquiry from both parties.

2g: When Consortium or Bretonian vessels are in territories occupied by 3rd party factions, the vessels in question are subject to said factions' regulations and policies, unless said faction is otherwise hostile.

ART1CL3 THREE: SUPPLY ARRANGEMENTS


Due to the stressed nature of Bretonian industry, as well as the Consortium's industrial priorities, supply agreements are not-obligatory. However, both parties should attempt to assist the other to the ends of necessity, and availability of supplies and hardware.

Consortium vessels will be permitted to enter Bretonia and trade with any stations or vessels permitted by their IFF (*NOTE: Some installations and defenses will register most Consortium ships' IFF as hostile, therefore trade with the owners' of this station will have to be done via ships of that faction). Consortium vessels will not however, be subject to the normal blockade of Kusari due to our overt opposition to the Kusari empire, and intended use of military supplies (e.g. Nuclear Weapons, War Machines, Materials, etc).

Consortium vessels will also not be subject to normal Cardamine-Legality, due to the fact that Many Consortium vessels and hardware use Cardamine-based chemical allotrope in their fuel, engine, and coolant systems. However, these levels should always be less then 30 standard Units. Consortium vessels will NOT however, be permitted to sell or distribute Cardamine or substances containing Cardamine to any Non-Consortium entity.

Due to the fact that the Consortium operates no fixed bases in Kusari proper, supply agreements will have to go through the Golden Chrysanthemums and/or Blood Dragons pertaining to docking rights on their bases. However, Consortium vessels will protect any official Bretonian shippers (bearing official Bowex), Gateway), Planetform., or BMM) transponder tags). Vessels which have IFF and/or ID of these factions, but no official transponders, will be dealt with on a case-by-case basis, and protected only if their captains can provide concrete evidence of their intent.

Consortium and Bretonian trade should primarily be Military Hardware, Raw Materials, Humanitarian Supplies, and Fuel. The Consortium will deliver surplus' of the latter which are unnecessary for our function to the Bretonians. Consortium use of Bretonian space technology (e.g. Starships, Shipboard Weapons, or Equipment, will be handled on a case-by-case basis).

ART1CL3 FOUR: ADVISORS & DIRECT TACTICAL SUPPORT


Given the current situation in Leeds, and expansion of the conflict into Dublin, Consortium forces are authorized to intervene. If in Bretonian space, Consortium Airwatch forces (starships bearing \CS\ transponder codes) will respect Bretonian authority and assist in any way feasable.

As well, Consortium forces may be temporarily or permanently based in Bretonia proper. However, due to afformentioned IFF issues, as well as to prevent intelligence leaks to possible Kusari Intelligence gathering, Airwatch vessels will only be able to land on bases of Junker, Outcast, or Molly control. Actual BAF bases will be off limits unless agreed upon by the Bretonian Defense Ministry and the Autonomous Dept. of Management and Interstellar Navigation.

Secondly, To help re-inforce Leeds, as well as test some of our equipment and personnel in active combat, we are formerly requesting permission to deploy several divisions of Consortium Blackwatch units to Leeds' surface to assist in the defense. These forces consist of Humanoid, Synthetic, and Robotic units and support hardware, and will be placed under the command of the Bretonian Army as long as they are in-country. However, should you deny us permission to deploy these forces, they are non-obligatory.

As well, we also request permission to deploy several Consortium Military Advisors to the Bretonian Space Fleet. These crews and their vessels will function technically as Bretonian Reserve ships, with proper Identification and modified transponder codes to represent themselves as such. Most of these vessels are likely to be Bretonian-built ships recovered and repaired by the Consortium, and funded/operated entirely by ourselves.

Finally, Airwatch forces in Kusari will support, in any way possible, BAF fleet forces, as well as covert operations executives (should this be required) against the Kusari Naval forces and Paramilitaries. We will also provide relevant intelligence from our own local forces to the Armed Forces as best as possible.

ART1CL3 FIV3: MISC


The Consortium extends the above to all entities sanctioned by the Bretonian government, as well as the Bounty Hunters' Guild, based on Sheffield station. In reference to the Guild: Consortium vessels will not attack, harass, or impede Guild or Guild Core activity or ships inside Bretonia so long as our own vessels and operations, or those under our protection or stewardship, are not threatened.

Consortium vessels WILL retaliate if attacked, but will respond on an individual basis, unless the Guild unilaterally declares hostilities toward the Consortium.

Further talks between the Guild and Consortium will be dealt with separately and at a later time.

ADD3NDUM

The Leadership of Bretonia is advised to and encouraged to overlook the treaty as purposed, and suggest modification to, or purpose their own arrangements. The terms of this agreement are not finalized until all parties agree otherwise. We are willing to come to a compromise on most elements of this treaty, should circumstances dictate such.

We request this message be distributed to the relevant parties and individuals inside Bretonia Proper, however, we do not wish to draw 'too much' unnecessary attention to ourselves unless it is otherwise necessary.

Questions, Clarifications, and Changes to the above are again, expected and accepted.
