How do,

A lot of people have some great ideas on new Factions and Groups here on Discoverygc.

A piece of advice:

Look here in the Discovery RP faction sections, check out the faction statuses and group threads. Give the Wiki (Link is on Home page) a looking over also.

Also do searches and see if someone else is doing something similar before you post your ideas.

It will save you a lot of grief later.

I actually already did that with my idea.. seeing as mine was a smaller picture to be honest and decided that I would work with a larger group to give my own faction concept a larger picture to work on along with the smaller main mission
