Mr. McKay,

Here are a few details about the plan we have established and started an hour ago.
We are going to attempt to set up a secret deal with a bretonian company, our current choice is [Convoy]. These guys proved to be reliable multiple times and we are confident they will accept our proposition considering... well... the BAF would kill them if they learned about a refusal.

Our plan has two interesting points :
1 - Obtain H-Fuel
2 - Annoy Rheinland

We are going to ask [Convoy] to obtain H-fuel in Rheinland. We are quite confident Kusari is still supplying Rheinland and we can turn this to our advantage. I doubt they'll ever guess the H-fuel Rheinland companies ship from Kusari will serve their enemies. The h-fuel we'll receive is some H-fuel that rheinland won't be able to use against Liberty, and to balance they will have to bring more H-fuel from Kusari.

On the other hand, the USI will, with your permission to do so, trade Military Vehicles obtained at Fort Severn in Ontario at a rendez-vous point located in Cambridge or Newcastle, we still have to decide, against the said H-fuel that we will bring back in USI transports to the location of your choice.

The reason we said they will likely not deny the proposal is because we are aware Rheinland restricted the export of Military Vehicles to Bretonia, and they are in need of them to fight on Leeds. I also think they will be cautious and will, just like us, try to keep this arrangement that benefit the two houses, secret as long as possible.

As you can see, with this plan we aim further than just resupplying Liberty, we will manage to create some disturbances in the Rheinland economy.

That your plan helps us as well as our allies, Bretonia, strikes me as the most satisfactory result possible given the circumstances. I am not sure if this will cause disturbances in the Rheinland economy; the cost of extra purchases that they incur from the GMG will be offset by the price that the Convoy pay for their cargo. Given the fact that this plan also bypasses Kusari completely, there is even less risk to this operation than I thought there might be.

I don't have any objections; it is in fact a very good plan. As long as the secrecy of the initiative is maintained, there wont be any issues.

I was asked by my superiors to reply, because of my experience with the Kusarian society and the Naval Forces. We are aware that Liberty is in grave danger because the quantities of the imported H-fuel have been dramatically reduced. Universal Shipping Incorporated has answered the call as we always do, to support the State of Liberty with all the power we have.

Unfortunately, sir, the initial plan that Karen Miller has described to you, has failed.
[Convoy] surprisingly refused our proposal, showing that Bretonia doesn't care when their allies need them. Since we are unable to purchase H-fuel in a direct manner, we have decided to break the Kusari embargo and supply our House with the much-needed fuel.

Today we launched our first embargo-breaking convoy and we mostly aimed to monitor Kusari's abilities with interception and identification of our illegal cargo. So besides the usual escorts, we also used some ships with freelancer identification papers to stay in the proximity of the USI vessels and monitor the reaction of the Kusarian lawful forces... and we have evidence which supports our assumptions; The Throne is extensively using it's notorious Special Forces to stop and scan all the incoming Libertorian vessels. Fortunately, we were faster than them and succeeded in delivering our cargo without having anyone scan/stop us.

Mr.Mckay, I will be honest with you. We don't have the experience and resources in order to go deep inside the hostile territory and return without casualties and a shipment full of fuel. We both know that sooner or later Kusari will find it out and make our efforts much more difficult. We also know that when they will find it out, USI will be banned by Kusari. The 600 credits bonus per unit of H-fuel is hardly a relief. Therefore, the Universal Shipping Incorporated asks you to re-assign a Liberty Navy squad which will help us inside Kusari. Their experience and abilities will be a great help for our shipments.

Of course, they will use some spare ships we have, with Universal Shipping transmitters. We can give you the cockpit keys later on closer to the mission date. Furthermore, we already re-assigned many freightersght transports and the best of our escorts for these convoys. They are all patriots and loyal to Liberty.


We will be honoured to receive an answer in a timely fashion, sir.

I am very troubled by the Convoy corporation's lack of commitment to their allies, as you've unfortunately encountered. I would like to conduct a dialogue with their board of directors in order to convince them of their folly, especially if we do not set out a road-map to solve these problems soon.

However, in consultation with my colleagues in government, I've made an excellent discovery. Apparently, the planet Pecos in the Coronado system has ample deuterium, a well known source of fuel. I sought the opinion of a professor of Chemistry, and I've been told that the conversion from fusing H-fuel to Deuterium is a relatively easy one.

Of course, Pecos is quite a distance from the borders of Liberty, though thankfully remains unclaimed by Bretonia due to their concentration on their war with Kusari. This is a long term solution, that almost appears too good to be true.

As such, I would like to propose a new plan of action. DSE operations in terms of H-fuel convoys should be limited to agile freighter captains who know the back-road of Kusari well. Hopefully, this will extend the life of our H-fuel stockpiles. The main focus should now be on securing the longer term fuel supply for Liberty, and consequently purchasing large amounts of deuterium from the IMG, as well as economic exploitation of the largely unclaimed other parts of the system.

In fact, concerning future operations in Kusari, it leaves a bad taste in my mouth to encourage civilians to put themselves in unnecessary danger in exchange for credits. I had assumed that large scale blockade running would not have been necessary, but this has turned out not to be the case. As I said before, I would like those larger scale operations to cease in favour of using smaller, less conspicuous ships. Hopefully, as this diminishes risk, the current subsidy will prove more than adequate, without the risk of open war with Kusari should they discover any supporting operations by military personnel.

As I alluded to before, I've also been told that the Independent Miners Guild currently have some sort of claim to Pecos. I hope that this small issue can be resolved, with Deep Space Engineering obtaining relevant permission from Liberty to obtain large amounts of deuterium. Development of the rest of the system by Deep Space Engineering will of course be sponsored by the Republic in return for a government stake in those operations.

Though this situation seems like a golden opportunity for Liberty to access to ample supplies of fuel and other raw materials, I would like the opinion of Deep Space Engineering. You are, of course, best placed to assess the costs attributed with the buildup required far from our national borders.

Hello,
Our thoughts over the embargo have been many, and when it occurred, I declared a state of no-trade with Kusari. Merely thinking this a short term angry burst from Kusari, I deemed this appropriate. Now seeing that they somehow have resources to continue without the aid of Libertonian supplies I have reversed my decision. Trade has (and will) resume with Kusari, in the aims of restoring our relations to their former glory.

We have also deemed that a wing of devoted traders be created, to supplement the reserves of H-fuel. As you have requested, the traders are well versed, and will indeed be lead by our very capable ex-Kusari pilot Misaki Satō. She has knowledge of places in Kusari I had not dreamed about. These ships are small, amounting to nothing on long range scanners. To increase the amount of fuel received from this wing, I have had a large storage depot constructed, and it shall remain stationed in Kepler to receive this fuel. Which will then be delivered to a place of your choosing.
As stated in your earlier transmission we will also be claiming the bonus placed on top the normal prices, so for that we request a place to send the proof.

I hope the source of alternative fuel is obtained, I do not much like sending out my own men to a risky fate, but I have absolute faith in these pilots. And I know that the future of Libertys war effort will be much furthered if we can stretch out the fuel supplies we currently possess. When that new source of fuel is obtained, USI will be on the scene to haul the goods.
