Once again, the Imperial Court has enacted laws that will prevent Kishiro Technologies from maintaining its contractual obligations with the GMG. This won't be the last time the Kusari Courts rule in favor of Samura, Mitsuo-sama. Kishiro would have no place in a Samura-controlled Sigma system, or Okinawa for that matter. Think about your allegiances. Can you afford to hand over the entire HFuel and Plutonium market to Samura?

For some time now we have stood still and in silence when it came to this situation revolving around planet Kurile, following the path of noble silence, as it has been long known that if you do not have anything worth contributing - you should not say anything at all.
The situation is dire and from what I have seen at Honshu and from what I have seen in Kusari, the GMG and Kusari will always have this dance of ego that seems to be destroying all the hard work GMG did.
You speak of sides as you forget that Kishiro originates from Kusari, and you speak as the future is something real, something you can feel and touch. Future is and will always be uncertain and at this moment it would be better to focus on the present. In present times there is a Liberty blockade we have to handle, and there is a dire situation between our Emperor and our closest allies. And worst of it all, people are losing lives.
Perhaps a moment of deep breath should be taken by both sides to realize how much destruction is happening at this very moment instead of looking at long term goals as they are something that will happen for sure.

By placing us in the middle of this and expecting research keiretsu to take part in a war is asking us to destroy ourselves.

What can be done to aid GMG in this moment except offering you words of wisdom and compassion?

With all respect, words of compassion and wisdom will not save lives and certainly not save Kishiro. I implore you to search yourself for wisdom and see the reality of this situation.

The Gas Miners Guild has overlooked Samura operations on Planet Kurile since 630 A.S., ten years after the Guild originally surveyed the planet and the surrounding nebula outcropping for usable resources. In those times, during the 80-year war, our relationship with Samura was founded on good faith.

After Rheinland forces were removed from Sigma-13 and the Treaty of Honshu was signed, Samura pressured the Kusari government into extorting the GMG for reparations so they could fund gas mining operations in Hokkaido. For centuries we were partners, and yet they exploited our agreement and betrayed our trust.

Very recently, GMG patrols have intercepted Samura transports hauling artifacts into Kusari, causing us to question the nature of Samura's operations in the Sigmas and beyond. We have received evidence from multiple sources all but confirming Samura's cooperation with the Corsairs, who, in addition to the Hogosha, have long caused us grief. The Board of Executives unanimously decided to take action by evicting Samura from Planet Kurile.

Samura once again wielded its mighty blade, the Imperial Court, to back its claim on Kurile. In a communication channel between Samura and the GMG, Emperor Jien Kogen erroneously declared the planet as part of Kusari despite its exclusion from the recently defined "territories of the Kusari Empire" in the Treaty of Aomori. Needless to say, the GMG felt no obligation to respect the Emperor's judgement. Samura would have to commit an act of desperation to justify military action vis-à-vis the sacrifice of three KNF passengers traveling aboard a Samura transport in Sigma-17. Its destruction at the hands of GMG Paramilitary enforcing a blockade of Kurile allowed the Imperial Court to claim the GMG had violated article 2.6 of the Treaty of Aomori and take military action.

A rational and responsible government would not seek an excuse to enter into war on a second front in defense of a small operation of a domestic corporation on the surface of a distant planet outside its territory, especially if aforementioned corporation is cooperating with pirate groups such as the Corsairs. One can conclude that the Imperial Court is at the disposal of Samura Industries, whether through blind nepotism or coercion.

My friend, Samura has not been provoking the GMG for centuries without reason. The keiretsu has finally succeeded in its ultimate goal: War with the GMG. If successful, the Naval Forces will seize our mutual investments in the Sigmas and Okinawa and it will be upon the Kusari courts to decide the fate of their newly claimed territory. Do you think it will be Kishiro who is rewarded with control of the Sigmas and Okinawa and inherently the HFuel and Plutonium market? Our fates are bound; the twilight of the Guild will spell the twilight of Kishiro.

The future can be defined, Hokani-san; it is in your hands to shape. The most detrimental course of action Kishiro can follow is to idle in silence while the Imperial Council repeatedly succumbs to the bidding of Samura.

Friend Nozaki, the fate of GMG seems dire and these are troubling words you give when you say Samura has made a pact with Corsairs. Could you elaborate on this further with some evidence? The Kurile planet is not something Kishiro can interfere with as we haven't been involved in that matter ever.

The deaths of many pilots are on hands of Samura and GMG as this should be resolved peacefully.
What is this thing that you expect Kishiro to do in this moment? Provide us with the evidence of Samura dealing with Corsairs and we might have some ground to stand on.

Arigato for your patience in waiting for my reply. The delay can be attributed to protection of GMG assets from Kusari Naval Forces enforcing the blockade of our stations. We do not expect Kishiro to interfere with Planet Kurile, as your company has no influence in the system. In fact, there is little Kishiro can do, as this predicament has made it impossible for your transports to trade with GMG stations without serious repercussions from the Kusari government. Negotiations have amended our problems in the past, but those days seem to have passed. It saddens my heart, but I doubt Samura's council will agree to any armistice that allows the GMG to survive.

A majority of the Board of Executives has agreed to release our evidence of Samura's dealings with Corsairs to select parties. I have been granted permission to share with you the pre-release version of the compiled documents, which we have entitled the Fakuto Records, with only minor redaction of information performed during the declassification.

This is no single, grainy guncam telemetry, nor garbled long-range transmission. This is a series of incidents over a significant period of time. Since the release of any single one of these documents would be dismissed out of hand by the Kusari government, External Affairs retained all evidence of Samura's cooperation with Corsairs for Kimitsu (top-secret) clearance only.

We believe the evidence contained within the Fakuto Records fully justifies our actions in Sigma-17.

Please take time to review the evidence we have presented to you, but do not make any statements regarding the records until after the Kusari government has made a public statement. Kishiro should avoid speaking out against actions that may be Kusari public policy.
