I apologise in advance if this message is misdirected. I was unable to locate the centralized registration that in the past was present. However, the Independent Miners Guild would like to request permission to, as an organization, be licensed to carry certain restricted materials to our bases in the upper Tau region. Specifically, the fuel source MOX, produced in Rheinland by our partner ALG, is used to power fission power generators in some of our smaller and newer bases in the upper Taus. While these facilities do not consume a whole lot of the fuel, and supplies are sufficient, we prefer to keep fuel stocks topped off for safety purposes.

Johnathan Sanders of the independent Miners Guild, since M.O.X is a restricted commodity, your group may register for a license permitting restricted export to the Taus. The Legal Codex states:
Quote:License for restricted export to the Taus, handled by the Kusari Naval Forces and the State Police.
Single license to export restricted products to the Tau Sector require 25 millions of cash deposit.
Single license is applicable on-spot by any [KNF] Officer (Daii rank and above) and [KSP] Officer (Doshin and above).
Multi license (tag) to export restricted products to the Tau Sector require 125 millions of cash deposit.
To ask for a multi license send a formal request here providing detailed flight plans (flight plans may be sent using PM).
Multi license will not be active until the request has been approved.
In this case you may send the fee for a license to [KNF]Heikiko.Maru . We also require that you submit your intended flight plan.
Please have your people make themselves familiar with our laws and customs.

Miss Mochizuki,

Thank you for the information on Kusari customs and society. I think this will be beneficial to many of our trade vessel crews, in learning how to better interact with your people.
A fixed flight plan is sadly not possible due to the varying state of safety within the lanes. However, Guild convoys use scout escorts to ensure a high risk cargo does not fall into undesirable hands.

A typical flightpath would be:
- Enter Kusari space at Honshu via the Sigma 13/Honshu gate. The fuel is produced by our partner ALG in Rheinland.
- Travel by tradelane (via Akita and Osaka) to the New Tokyo system. If hostiles are encountered, hold at Akita, divert via Honshu planet and Yukawa shipyard to avoid.
- Travel by tradelane (via Shinegawa, New Tokyo Planet, and Shinyuku) to the Kyushu jumpgate. If hostiles are encountered divert to nearest base and contact Kusari standing forces for assistance. New Tokyo being the house capital is usually secure enough.
- Travel by tradelane (via Kyushu Planet, Tsushima) to the Tau 29 gate. If hostiles are encountered, divert from the lane and enter a long burn cruise, keeping the transports well out of the lane's sensor range.
- Travel by tradelane (via Nago and Freeport 6) to the Tau 31 gate. If hostiles are encountered, hold at nearest base and contact local IMG or KNF assets for assistance to punch through.
- Travel by tradelane (via Holman) to the Tau 23 gate. If hostiles are encountered, hold at nearest base and contact local IMG or KNF assets for assistance to punch through.
- From Tau 23 the fuel is distributed to the various small mining bases in the Tau region as needed. There are a number of them in the region, and the operations tend to relocate over time. The distribution however will be mainly handled out of Java Station, Tau 23.

However, circumstances may require us to divert from this on occasion. Corsairs and Outcasts are those who have mostly held up our transports at gunpoint on this route, although of late we've also found that Hogosha "Raba" class assault transports seem to enjoy taking some of our cargo by force. As a result, we are viewing these with suspicion and shall divert for those as well.

Please let us know if this flight plan is acceptable to the Kusari lawkeepers, or if additional information is needed. If acceptable, we shall transfer the required funds to finalise the registration.

Miss Mochizuki,

Our apologies for the delay in finalizing the registration. Recent events in Tau space directed our attention to Orkney. Gallic warships have recently been sighted using the Tau 23 system to strike into Outcast infested space. Some of these vessels were quite large, boasting, by their commanders words, at least 60 strikecraft each. In other words, a carrier fleet. Thus far they have not been hostile to us miners or our guests. It may be in the best interests of Kusari to monitor this situation as well.

I doublechecked with the Kusari law codex. If I understand correctly, taking into account general restrictions to hazardous and military cargo, the license for the Guild would allow us to carry the following additional cargo types legally into and out of Tau space:
* Deuterium
* MOX
* Ship Hull Panels
* Engine Components
* Optronics

While our request was primarily for the MOX fuel, to be able to acquire ship hull panels, optronics and engine components from your shipyards and factories, would make maintaining our vessels a lot easier. Is my understanding in this correct?

Johnathan Sanders of the independent Miners Guild, arigatou: your warning about Gallic forces confirms other intelligence; the situation in the Taus is dangerously fragile.
Your deductions are correct: your pilots will be acknowledged as legally allowed to transport the listed items through Kusari to supply your bases in the Taus. The legal codex has been updated to reflect this.
I am sure that representatives of Samura and Kishiro would be happy to talk to you about any corporate issues regarding Engine components and Optronics. May the Emperors luck be upon you,

Jonathan sanders of the independent miners guild, there has been a noteworthy incident recently involving your forces.
I refer to the incident near Shinjuku station in New Tokyo involving Mutusha of the Hogosha families,
Scorpion & Lieutenant Wingates of the Colonial remnant, Starwalker, Bridgid O'Shaunessey and tony Halik of the Independant Miners Guild.
Though it may be that Mutusha has wronged you in the past, we will not tolerate this kind of pre-emptive strike within station limits against kusari citizens. Any offenders of Kusari origin will be dealt with by Kusari forces.
Protocol must be maintained, Kusari state Police should be notified of any grievance: the process of law will ensure justice is done.
We request that you inform your subordinates to restrain themselves from enacting their own form of justice whilst in kusari space, in proximity of Kusari facilities.
You may recall how the colonial remnants last campaign of 'justice' was not well-received: we would hate to see a repetition of such a strain on relations.

Miss Mochizuki,

Could you perhaps send the particulars of the incident in question? I only have a vague report on our end that marks the Hogosha vessel in question as one of a pair of Kusari gunboats involved in the destruction of one of our silver convoys in the New Tokyo system. It is the unfortunate reality that the Independent Miners Guild has had a significant amount of such "incidents", most of which have been dismissed by the Kusari authorities. The sad reality is that at least a portion of those you call the Hogosha are not the honorable defenders they make themselves out to be, but are no more then common pirates, not unlike Junkers in how they treat visitors to Kusari - even in it's heartland.

We try and be respectful of Kusari law and custom, but our patience with these rogue Kusari civilians has dwindled of late. I will try to do what I can from my end to quell further hostilities, but I strongly recommend that Kusari lawkeepers do more to restrain unscrupulous civilians within your own society. If there are means in which we can assist in this, please let us know.
If our guildmembers percieve your own lawkeepers to look the other way, then yes, they will defend themselves. Which includes sending a force recon ahead of our convoys to clear the lanes from known threats. Which includes this gunboat. The Independent Miners Guild does not look for fights, but when challenged, we protect our own, especially if noone else will. And this is the general sentiment our members share in regards to the Hogosha, that they have free reign to do as they please in Kusari, regardless of it's law.

I do not condone this incident, but I can understand the motivations of the pilots involved. I will do what I can to prevent further incidents, and respectfully request that you do the same from your end. For instance, if a Kusari Police escort could accompany our larger convoys once they enter Kusari space, you can witness the Hogosha's actions firsthand. I have little doubt it'll be a real eye-opener.

You need to be able to move through Kusari space without the fear of being robbed, and I need to obtain hard evidence of a few Hogosha vessels breaking Kusari's laws. I believe I have a possible solution to both of our problems, but this isn't the channel for it. I'll open a new one, where we can speak more candidly.
