Dear Senors.

I am talking to you all for a possibility of a reason. They may end up effecting you, or be beneficial to you. I wish to discuss these matter's with as soon as possible just in case.

You see as you may well know the King of Gallia is moving his Navy to the Tau's and too which has appionted a repersentative to myself in which to discuss with myself Gallia's Offers and terms. Though I was I in the belief that I would have a large say in those terms, and bring terms and conditions them. However it seems very clear that they are unwilling to make agreements diplomatically as it has taken such a long time for it to even get to this stage and it is hard to even to be able to get the Terms that Freeport 10 wish's to have. Right now I feel it is more of a mandate to sign or to be counted as an enemy of Gallia. And this is troubling me for they share no respect for the policies of Freeport 10 nor the standard policies of the Zoners.

Firstly If in the event I do sign this mandate you will not be able to continue operating from Freeport 10. Though I am looking for both events and this is why I have come to you first before I go to any other organization nearby.

If in the event that I do not sign it, I fear that they will begin freely attacking Zoners travelling in the Tau's, and even come to Freeport 10 itself and attempt to destory it. As part of this and the knowledge that you are the most friendly group in the region that we hope you will be able to assist in the defence of Freeport 10 from the Gallic Royal Naval Forces that may be sent. I assume you would wish that a contract to be signed incase this does happen. I believe I will be able to get the rights to contract you for defending Zoners in the region against Gallic Forces as well as defence of Freeport 10 itself. The terms I wish to bring forward if they do respond in a un-diplomatic way to that if I do not sign the treaty can be found below.

Valid Targets

1. Any Gallic Vessel caught attacking a Zoner Vessel in the area of Effect.
   
2. Gallic Royal Navy found in Tau-37 or actively Heading towards Tau-37
   
3. Gallic Royal Police found in Tau-37 or actively Heading towards Tau-37
   

Permissions allowed

1. To help enforce the NFZ of Freeport 10 on my behalf
   
2. Stray shots coming from your vessels that hit a Zoner or Freeport 10 will not be dealt with. As long it is as of a result from combat with a Valid Target
   
3. You will not allowed to be attacked with in a 5 Kilometre sphere around the Freeport. If attacked you are free to pirate, destory the attacker as you wish.
   

Term's and Condition's

1. You are not to pirate any Vessel with in Tau-37, except a valid target or under attack where covered by permission 3
   
2. To welcome all visitors to Freeport 10 in a good manner
   
3. To attempt to keep combat away from Freeport 10 itself
   
4. To Promote Trade with Freeport 10 via escorting any transport to and from Freeport 10 that is travelling through the Tau systems
   
5. To record all target deaths
   
6. To continue to respect our Neutrality as well as the normal No Fire Zone
   
7. To record all other events regarding this contract
   

For the sum of Credits that will be paid monthly will be 30 Million Credits.

All Term's and agreement's may be open to be discussed. I hope that you will be help to support us if they do commit an unprovoked attack if I do not sign there mandate. In the mean time please find this to be usefull in having knowledge.

Greetings.

The Maltese Revolution agrees to most of your conditions. We do however have a small modification.
Any ship we see carrying slaves anywhere will be asked to release them on the Freeport or a nearby station.
We will also Commandeer some Cardamine from any ships we see carrying it as our supplies are constantly low. You understand that these are purely on a survival/principal basis.

Now should you agree to these terms we also have a request
To better defend the station and lead a revolution we will need better guns. The request being may we use Zoner guns?

I have looked over the modifications that you have stated to me. I can see that it may not be perfect, however may i be inclined to say no to the second modification to the one being of Cardamine. However in It's place I can be able to propose that Freeport resident Traders to bring you Cardamine to be stored on Freeport 10 for your peoples so that you can have it much more easily. However it may be a risky affair for us but I am sure it could work depending on how much you need.

So to conclude I need the requirements of how much Cardamine that you need per month.

Secondly I cannot be able to provide weaponry Suppliment's as I do not hold the rights to Zoner Technology. I advice you to contact either one of the following [TAZ], Omicroners or Omicron Supply Industries to gain such weaponry.

I hope you can be able to appriecate the above.

The Maltese Revolution Agrees to these terms. And we will be contacting the Larger Zoner Factions.
We will only need a shipment of 1000 tanks of cardamine a month. That should keep the soldiers set. I will notify you when more tanks are needed than each shipment provides.
We look forward to doing business and we will communicate the finer points the the S.K.Y.P.3 Protocol.

8. That Freeport 10 occupants to transfer 1000 units of Cardamine to Freeport 10 for Maltese Revolution purposes (Subject to changes in requirements)

I have signed it myself, with a few edits for which you are aware of.

If Gallic Forces do begin attacking Freeport 10 or myself or those with in the Council of Freeport 10 this will become in effect. Any evidence that you see please sumbit it here of offensive actions towards Zoners.

When it is in effect all proof's must be sumbitted by both parties for there repersentative duties.
For Freeport 10 that is:

• Providing proof of shipments to Freeport 10 for Consuption by Maltese Revolution
  

For Maltese Revolution that is:

• Proof of any Zoner under attack from Gallic Forces and with in stated systems
  
• Proof of any Gallic forces Death
  
• Report about all self defense incident's that are permitted to you under permission 3
  
• Report all incidents involving Slave's
  
• Report any action taken in enforcing the 10 kilometre NFZ
  

If the time comes, all reports and evidence must be posted in this channel securely.
