The most important thing when ill is to never lose heart.

[color=#000000]And now for the Sirius Coalition Revolutionary Army and herr Han Xu. Perhaps his speech can clear up the issue of the gold that was mentioned before.
A short Chinese man stands and moves towards the Podium, instantly feeling the slight burning sensation of the many eyes staring at him. Unwavered, he seems to be toying with two speeches which were written. He looks at the room and drops one piece of paper on the floor.

There is no real way of knowing the events of the lost past, however our own historians have depicted that from our sleeper agent descendants and saboteurs aboard the Hispania and other Colony ships, Revolution was sown and seeded amongst the stars.

Revolution.

This word is banded about by policy makers, politicians and perhaps even the delegates in this room too liberally. Such a word can only be enforced by stern resolve, unwavering commitment and the will to take arms to defeat oppressors.

We wage War against those who do not seek to change their Capitalistic and oppressive ways and in time, our victory will be absolute.

A cloud is descending upon Sirius from above, a new house that believes it is destined to conquer us all. However we will be there, fighting on the front-lines to defend the Freedom of the people.

A Revolution can only be sustained by force, delivered at the right time. The Molly’s have achieved this through their Founders Day Revolt. The Hessian’s did the same, many years earlier, through the Von Rohe’s Day uprising. A single spark ignited the fires of those revolutions, a single tinder amongst the dry hay.

We must not only conduct revolutionary propaganda. The people themselves must move naturally towards a revolution.

To move towards a revolution does not necessarily mean to fix a date for an insurrection and to prepare for that day. You never can fix a day and an hour for a revolution. The people have never made a revolution by command.

What can be done is to choose the most appropriate positions, to arm and inspire the masses with revolutionary slogans and to lead simultaneously all the reserves into the field of battle. We must make the people practice in the art of fighting, to keep them ready under arms and to send an alarm across the battle lines when the time for Revolution has arrived.

The Coalition has undertaken supplying the Molly and Hessian movements against Bretonia and Rheinland. We support, and will continue to support them till the day comes where the people rise up and overthrow their slave masters.

We have developed and perfected many means of creating the Civil Unrest which has brought us all here today. War may take many forms. Away from physical fighting, there is the war of minds. Wars of economics, and the very fear of going to War.

In this summit, I see faces of allies, those with whom we have no relations, and those with whom our relations are sour. Should this conference be used to patch up differences and to forge new bonds? Perhaps, however these are tentative talks at best and I will deliver this message, from the very heart of the Coalition, to you all.

A tremendous amount of revolutionary energy has been accumulated, here in this very room. It should not vanish with any avail. It should not be dissipated in scattered engagements and clashes, with no coherence and no definite plan. All our combined efforts should be on concentrating the bitterness, the anger, the protest, the rage and the hatred of the masses. We must give those emotions a common language and a common goal. We must unite and solidify the masses. We must make them feel and understand that they are not isolated. That simultaneously, with the same slogans on the banners and with the same goal in mind - innumerable people rise up. If this understanding is achieved, half of the revolution is done.

I make myself available for the inevitable questions you have following the end of this summit.
Picking up the second speech from the floor, the Commissar-Major makes his way back to his seat and filing both bits of paper amongst his documents and other notes.

We have invited and continue to invite the other Socialist-Revolutionaries to share power with us.

[color=#000000]The plenary program comes to an end, and before we close it, there is a time for questions and answers.

We will start it, and everybody else is free to follow.

First of all. Herr Sanzio, here is a question to the Concil. We have all heard rumors about the GRN fleets and technologies. Tell us, how, exactly, did you manage to defeat them in the systems currently under your control, how are you planning to deal with their rumored size of approximately 200 Valors, and that's just battleships, and would you like some help with GRN?

Bonjour again.
Make no mistakes monsieur, the Council are not just small band of thieves armed with few ships. The Council have a large navy capable of holding the Royal fores out of the Champagne system completely, and using new tactics and element of surprise ensured our strike on the Gallic border worlds to be successful.

We are not fools, we know that the Royal Navy will eventually break through Languedoc, we can only hope to hold them back as much as we can, and take out as many as possible while we are there, any help is welcomed of course.
[color=#CCFFFF]Esteemed gentleman of the Council, over here.

[font=System][color=#FFFFFF]Howard Taylor, raised his hand a bit and when the Council delegate saw him, he continued.

[font=Lucida Sans Unicode][color=#CCFFFF]Since Gallia's existence was revealed to the Sirius, I was always fascinated with the House you belong to... If I may ask... in regards to your latest statement...

Of course I understand that the Royalist forces are more numerous and well-equipped than the Council ones, however I don't see why you don't do what the revolutionary organisations of Sirius do. I mean... the common practice of using a desolate asteroid field to create a base of operations and continue the fight against your enemies.

Admitting and acknowledging that defeat will surely come does neither improve morale nor it helps you in any way. Mr delegate, many revolutions started with no chance of success. But in the end, they managed to prevail because people believed that they had chances. Don't you think that giving such vision to your fighters would also be important?

The Council is not just a very well armed navy and military force. The Council consist of a large civilian population that is giving a large support to the military. We can't stop the Royals for ever, we can't let our civilians to be in harm's way. Some of our associates have good staging points in Languedoc that might serve us in the future. Any further questions?

[font=Lucida Sans Unicode][color=#CCFFFF]This is indeed unfortunate, very unfortunate. Are you planning to fight in order to protect your families until the very end or do you believe that you can compromise with the Royalists and secure the future of your civilian population?

We have prepared evacuation programs, and already started to evacuate willing civilians and unessential warfare personal. The few civilians that are willing to sacrifice their freedom since they don't want to leave their homes might get hurt in the Royal assault, but that is a risk they are aware of.

Peter Tannor raised his hand and stood up calmly.

"Evacuation is well and all, however instead of simply leaving those poor civilians behind to be swallowed up by the Royalists have you considered taking those willing to remain behind aside and offering training in Partisan Warfare?" he asked calmly before pressing on.

"By training partisans to resist while the Council is away you will be able to keep the Royalist garrisons planetside in a constant state of harassment which makes it difficult for them to firmly entrench themselves into the population, you would be surprised by what a small organized group of citizens can do against a greater force of Troops, it would give them hope and the knowledge that they are not useless in the face of such terrifying power the enemy holds over them.." he stated with a small smile on his face.

One of our closest allies are a group that known in Gallia as the Maquis. They are what you mentioned, if the civilian population have wish in that, they could join their ranks.

Any further questions?
