LIBERTY SECURITY FORCE - BASIC BEHAVIOR GUIDELINES
Welcome, AIT's. So you now have your Liberty Security Force ID card, your brand new ship, a good weapons set-up, and a huge ego, right? Fine. Now drop that ego, and listen.

There are many things we face in the LSF to even dream about detailing them all. But our job forces us to face many different situations that can become dangerous, or simply inconvenient. In these scenarios, our behavior will be watched by everyone, and it is in these moments when we must show our worth. There are a few things we must consider at all times above anything else:

Respect: We offer our respect towards our comrades. Towards our leadership. Towards the lawful workers we meet every day. But we must never forget to show that very same respect to our enemies too. Yes, we may look for their destruction, but we have to maintain our image. This means, we all must show respect to those that do not show it to us. They may insult you. They may try to offend you. But you must never get down to their level, neither let their harsh words affect you.

Discretion: We see daily how broadcast channels are crowded by completely unnecessary communications. Civilians keeping private communications open to the public, unexperienced pilots accidentally dropping private comments in the broadcast channels, etc. We, as an Intelligence Agency, must keep a low profile. This does not mean we do not have to be seen at all, but it does mean we must keep chatter in public at minimum.

Of course, we always talk in our private channels, as it is essential for coordination. But under no circumstance will those communications reach the public. Local chat should be used when possible, if dealing with a local problem. System channel should only be used in emergencies, and if switching to another channel would put at risk the agent survival.

Responsibility: We have a duty. Our duty is to gather information and protect the Republic of Liberty using our resources. That means, our basic job is the one of any Intelligence Agency. But if we find a pirate attacking a trader, we must try to protect him unless something more important claims our attention. That means if we have to assist the navy in a Rheinland incursion, we will do it. And if we have to fine someone because they're violating our laws, we will do it.

But never forget one thing: the Liberty Security Force is not Liberty Navy. They have their agenda, and we have ours. Do not forget: you are responsible towards the whole LSF of anything you do while on duty. Try to always keep a high standard in your work, be it field work (assistance, scouting, spying, etc.) or desk work (combat action reports, patrol reports, etc.).

Also, be careful with the decisions you take. Try to contact a superior agent if in doubt of what to do. The ideal would be to contact Director Anna Brown, Deputy Director Christian Deus or Associate Director Norman O'Connor. But for not-so-sensitive, daily situations that you're in doubt of, contacting any Senior Agent or Supervisory Agent will get your doubt cleared.

Do not be afraid of asking anything you're in doubt about while on duty. We all had to learn how to do our jobs, and we still learn daily. If nobody is available, try to take a decision taking into consideration Sirius Laws, Liberty Laws, Liberty Security Force general criteria, and your own judgement, in this order.

This is the first message of a series that will explain the basics on how to deal with being a Liberty Security Force agent successfully. Remember: you are here for a reason, and that reason is we think you are worth wearing this uniform. Make us proud of taking such a decision, and make yourself a good reputation wearing it.


ALASKA:
This is our most delicate topic, and one that is not usually explained in detail to new agents. Activities conducted by the Navy and the LSF and the general purpose of the system, it's details are far from being public. Only the Liberty Navy and the Liberty Security Force ships are allowed in there.

Unfortunately, sometimes others try to get into there, too. The reasons may vary. The Order enemies may try to reach our homeland. Traders, having bribed some naval officer, will discover they might save some time in a route by traveling through that system. You also may run across explorers wishing to see the "wonders" of our secret testing areas...

Your reaction should always be the same. No trespassers are allowed to stay in Alaska. The basic course of action in the case of traders/explorers is this:

1) If they are closing in towards the minefield, warn them to turn back immediately. If they get into the safe passage in the minefield, give them a final warning, threatening to open fire. If, after all the warnings, they get into the minefield, or even jump to Alaska, give a short notice, and eliminate them. They have been warned, they know the law, and they decided to ignore a LSF Agent on duty. It was their choice, your conscience must be clean.

2) If you find them already in Alaska, give them a brief notice about the illegal action they are doing. After that, arrest them. If they resist, use the force.

3) If it is an Order member, and he is closer to New York Gate than Fairbanks, the guideline does not change very much. Just take a good look on where he was, weapons configs, and anything you can find useful. But use extreme caution. He might not be alone: If he is luring you into the Omicron Minor jumphole, get ready to call for assistance. If you just find him near the Omicron Minor Jumphole, doing nothing aggressive, let him alone.

Always write down the names of the trespassers. If they survive, or escape, they will most likely try to get access again. We can take preventive measures if we know who will try to violate our restricted space. And, related to the previous message description on discretion:
The existence of Alaska will never be commented in public.


PIRATES AND TERRORISTS:
At any given moment, there is at least one pirate ship working in Liberty. That is a fact we must all accept. Unfortunately, sometimes the Naval or Police presence is not enough to cope with the amount of criminals disrupting civilian and military operations across our space.

In such moments, the presence of a LSF agent may be required, be it for combat support, as a disuasory element, or simply as someone to get rid of things before they get out of hand. These will be a basic guidelines about how to deal with the pirate and terrorist threat in liberty, with and without naval support available.

1) With naval support available

· You find a pirate group or individual not doing anything illegal

This is the most frequent scenario, so it will be shown the first. On it, you find a pirate or pirate group near a trade lane or commercial area, but without engaging in any hostile actions in that moment. The ideal movement would be to drive them away from the trade lanes as much as possible with words. Remember, we are not the Navy.

We have other priorities, so we should not waste time with petty pirates. Of course, should that course of action prove unuseful, or the situation turns into something dangerous at all, contact any available Naval forces or the Police. It is their job to keep Liberty safe from such nuisances, and they will feel happy to do it for you. Feel free to join them in battle if they request it, as you denounced the pirate activity. If you have something else, more important to do for LSF, let them hunt down the pirates.

· You find a pirate engaged in piracy or extortion:


Your first objective would be to safeguard the life of the trader. That may imply you should negotiate with the pirate, to give the trader time to escape, or slowly move away to a better escape position (e.g., near a trade lane). If required, you should engage the pirate(s), at least until the trader manages to escape. As soon as you see this situation, relay it to any naval, police or LSF units online, so they come to assist you. After the trader is safe, and if you consider your own life is at risk if you continue fighting, you should retreat.

· You find Liberty Navy / Liberty Police units engaged with pirates:

At this point, you must evaluate the situation. Are the LN/LPI lives at risk? Do they have the situation under control? If they seem to have the situation controlled, carry on with your own tasks. If they seem to have problems, but the combat is more or less equilibrated, ask them if they require further assistance from you. If the situation is heavily unbalanced towards the allied units, ask for backup to any available naval or LSF units that you can find until the battle tide can be turned slightly towards our side.

Do not call for more support than necessary: With the current war with Rheinland, the military assets used to fight piracy have to be limited, to avoid the need to widraw front line units.


2) Without naval support available


In this scenario, you must realize one thing: you will most likely fight without any kind of support. This leaves up to you the decision to either try to drive the hostiles away from populated areas with words, engaging them to arrest them or disable their ships, or carry on your own businesses while keeping an eye on the pirates location, to give a warning to any potential Naval ship that comes by you.

As a personal note, I always recommend to only engage in combat in the situations when there is a slight advantage towards the Agent, or there are lives at immediate risk. Otherwise, establishing combat without any kind of support will most likely end with the Agent in an escape pod (if he's lucky enough), or as dust.

In any of these cases, immediately relaying the situation towards the LSF channel is encouraged, as that may mean the difference between living and dying, in case more hostiles show up during your intervention.


SPECIAL CASES: TERRORISTS:
In this section, we are not talking about Xeno terrorists or similar, but to one kind of "pirate", or "mercenary" which only has an idea on his mind: to hunt down lawful forces. These are easy to find, as many times, they will relay their location, and openly attack traders to attract the attention of police forces. Your task would be clear, eliminating such threat.

But there is another course of action rather effective. These terrorists only want to fight, so why don't we satisfy their bloodthirst? Fortunately, Liberty has the biggest capital fleet of all Sirius. So it should be rather easy to find a gunboat or cruiser to drive away these terrorist with their wish to die.
