Disclaimer: I have thought about this since yesterday, and think I'm right (also, previewed <strike>five</strike> <strike>seven </strike> more than ten times now). That being said, I am at my parents in law's place, it's past midnight, and I'm quite a bit past slightly drunk. Caution adviced. Advised? Meh, whadda I know - I'm Swedish. Why och why is there no Kusari State Police player-run faction?

I was looking to create a character that was not involved in the Omicrons/Omegas and not a Zoner (I will keep playing Seb, I _do_ love the Zoners and TAZ for bringing together ontological anarchy (took me a while to spell) with the Zoners. But there are too many Zoners. Bah!).

I was thinking about creating a merc, but that seemed a tad... koboldaktigt? (translated from tabletop rp swedish: behaving the way someone new to rp/perpetaul noob/powergamer does. powergamer noobish?)
I asked an [Angel] what (legal or semi-legal) factions were missing PC representation, and the immediate answer was (were?) the KSP (I also asked what tag a merc should have, and got a good (if not definite) answer. I dropped it for the overwhelming obviousness of the KSP(a lot of parenthesis here!)).

Anyway... Kusari is not a military state. It is an autocratic state, and the war is bound to militarize(sp?) any state, but it is not a military state. Right now, internal security is handled almost exclusively by the KNF and that is not right. Guarding borders, meeting major terrorist/pirate threats (squads, capships) and so on, yes. Monitoring traffic, smuggling, and taking care of the odd gc/corsair/whatever pirate fighter or two, not so much navy bussiness IM(NS)HO. (As a side note, I think KSP ID should be limited to fighters/bombers and gunboats. OPFOR bring capships == navy bussiness (how many essess are there in that word anyway?))

I have created the 'Tachikaze', a KSP Gunboat, to protect the honor of the Kusari state in a small and lonesome way. I would really love it if there was a KSP player faction. I can in no way start a faction of my own, considering I have a wife, a daytime job and, as a sailor, am prone to prolonged gaming absence (this year at least July+1/2 of August).

Nevertheless, I would join such a faction on a moments notice, and I am adult if not grown up, a long time role-player (though mostly offline, but online MMOGS since -94/95 (for you youngsters - that _is_ early)), and on a year-to-year basis, I am at least somewhat dependable. The last sentence was me saying that I could be valuable support to anyone willing to take the main load. How do you spell prepostorous? And why does not IE have built in spell checking? FF has!


So, a lot of rant above but: there is a need for a Kusari State Police player faction!
The navy is fine and all, glory boys and all that, but the KSP needs dependable, stable, experienced (perhaps ex-navy?) officers who know how to handle the delicate internal political situation. I know the KNF does this now, but it ought to be the State Police!
As it is, there is no KSP, and by extension, no KSP policy. So how can the rare KSP pilot that is not a crazy maverick assert his authority against the KNF regarding internal or commercial matters? I happen to think that, for example, allowing the swearword Synth Foods to haul optronics to Bretonia is... weird. As well as letting GMG tagged freighter move into the Tau:s with optronics with no survilleance, just an assurance that they will drop it at the freeport (yeah, RIGHT!). But with no State Police faction, the crazy [deregoratory term implying impure breeding]'s over at KNF set policy and there is noone to tell them otherwise.


So, again, a lot of rant above but: WAAAAAA! ME WANNA!
I am all for making sure all the house police have their own player faction as I feel it opens up a nice and leisurely form of role play. We've got BPA, LPI and RFP. Seems to me the KSP is the the next step.
OK, I'm all for it if you do one thing. Add this to your goals:

"We aim to stop the import of diamonds from Rheinland to our already bloated diamond market, and the export of our waning niobium to Rheinland's bloated niobium market. In an effort to do this, we will require a license to move both materials. If you do not hold a license and are found moving said materials, you will be subject to a fine, loss of cargo, and if you refuse, loss of ship."

But yeah, every house needs a police PC faction.
A KSP faction was brought up by myself not to long ago. Let me for warn you that right now most people turned down the idea simply because Kusari is still a little slim in population and two most of the community wanted to see the KNF build it's ranks up first.

The ranks are building, and while I agree with you on the points of what the Navy should be doing vs the police; I do not think Kusari is ready just yet for another house law enforcement faction. The reason being is out population is still quite low. Maybe if we can build the population up first then KSP would be an awesome idea and I might even help:)
If they were made, I'd like to see complex corruption thanks to Hogosha threats, bribes, etc.

I'd be glad to head up this faction (being KSf ate crap not too long ago) If you'd like, ill take in any requirements or issues that need to be met from this thread, and turn it into RP. Wala! useful faction!

also, i like that the need was adressed for KSP. If we could get a thread stickied to update the need or open spaces for factions that would be great. (already a page showing which factions are taken, but nothing about which ones are needed)




To Zapp: if we were to do that, it would help, but not solve. we need more areas of trade throughout the game in order to balance. if we just make a lisence, it will either crash the trade or everyone will get one. plus, we don't have a way to make a lisence for it at this time. (unless they were required to have samura, kishiro, or daumann affiliation in order to possess it, hmm...)
I like the idea of limiting NT-NB run. Why not license diamond imports to Samura, and Nimobium export to Kishiro? Additional licenses may be purchased by corporations, but no corporation will be allowed both.

The Kusari should be protectionist, after all (if not protectionist enough for some).

About the Kusari population - it is growing. People run Honshu-Bertonia, diamond-nib, Canaria-Honshu, and there seems to always be some GC or other criminals around. KSP does not need to be large - I'd be fine with just the bare minimum of active players, but it needs to be there to set policy. Also, it would give the Hogosha a rp partner.

I would suggest this for a starter charter:

1. Uphold the Honor of the Emperor
This includes hefty fines or escort to the border to anyone defaming the Emperor or the state in system channels. Really.

2. Trade control
Even if FA and Hogosha may think Kusari is too open, it still is protectionist at heart - and the FA are bound to get concessions every now and then. Make it so. Prohibit or license... stuff. Allow Hogosha to work around the system, as long as they RP it.

3. Contraband
You know, drugs and stuff.

3.1. Embargo
Enforce embargo against Bretonia. The KNF does not seem to do it.

5. Internal security
Take care of pirates, escort traders delivering goods to the KSP/KNF, Samura, Kishiro. Escort Samura and Kishiro for free inside the ZoI.



Something like that. Also, what IS the ZOI?
ZOI is Zone of Interest (Where they will operate) Wrathkin. Also I see three good candidates here really interested in the KSP, maybe we should discuss things some more here, I believe we may have something going. My first tip however would be for who ever charters up the KSP and it's command to Contact the KNF Command (Admiral Sulu) and work hand in hand with them. A great working relation would equal success not only for the KSP but for all of Kusari as well.
Um... yes. But what is _the_ ZoI? As in, which systems?
Hokkaido to Sapporo station, Fukuoka, New Tokyo, Sigma-13 up to Naha, Kyushu, Shikoku as far as the prison, Tau-29... more Tau:s? Sigma-19 to Ogashawa?

More and more convinced that the KSP is needed, I went and had a look at shogunate and imperial police, simplified, butchered and probably misunderstood it, and this is my draft for the KSP PC faction:

Internal organization
The Kusari State Police are headed by two 'machi-bugyoh', who serve as judges, magistrates and chief of police.
They are seconded by a small number of assistant magistrates, the 'yoriki'.
The 'regular' police officers are the 'doshin'.

This, I think, is enough of a hierarchy.

The Machi-bugyoh would be directly responsible to the Imperial Court, and high-ranking samurai that apart from judging could also actually set state policy.
Machi-bugyoh should never be seen outside the core systems, and should probably fly a destroyer or cruiser. For RP reasons, they should only be brought out in-game for special events or when pirate or terrorist captial ships penetrate to the interior - so, mainly a forum presence and a threat. The rationale for giving them capships is that a Machi-bugyoh are next to the Imperial court and should command absolute authority and an army of samurai bodyguards of his own. A cruiser is a handy substitute.

The Yoriki are assistants to the Machi-bugyoh and are responsible to take care and command of day-to-day affairs. The Yoriki are also the executioners of the KSP, and because of this, while being high-ranked samurai, are banned from the royal court for social stigma. They would be the highest ranking KSP seen regularly in space, flying gunboats, heavy fighters, or bombers.

The Doshin are the coppers. They patrol the lanes, enforce the law, and deal with the delicacies of implementing Kusari politics in real life. They fly fighters, and can recruit any Kusari citizen for temporary duty. Although lowest in rank among the KSP, they are samurai and so outranks any corporate - at least in theory - and any gaijin in theory and in practice.

Relations to the KNF

With the war, resources as well as authority passes to the military, whether the KSP wants it or not. Still, internal security is a State Police matter, not a military one.
The Navy is, of course, in charge of the frontier systems - Hokkaido beyond the gate and Sapporo, Taus beyond 29, Sigma-13/19 beyond the trade lanes. There they control contraband, meet threats to the state, set policy, and do whatever glory boys do.

In the interior, though, the KSP should set policy, control trade, and do whatever coppers do. For navy to do police work in the interior - turn it over to police if possible, otherwise handle it according to police policies and file a report at the KSP. The KSP meets military threats - turn it over to the military if possible, otherwise... well, you get the point.

I think the major point here is that trade control must be a KSF matter. That is their work.
For example, there is talk about allowing Synth Foods to traffic Optronics to New London in the KNF High Command thread.
To be blunt, the KNF has nothing to do with that, although I understand why the only state PC faction does handle stuff like this.


Initial relations
Allied to Samura and KNF.

Friendly with other Kusari corporations and traders.

Neutral to foreign traders. Friendly with any trader supplying Deutrium (but see below).
Neutral to Hogosha and Farmers Alliance

Unfriendly to Corsairs, Bretonian companies

Hostile to QC*, Outcasts, Blood Dragons, GC

Initial policies
Bretonia companies forced out of the country, shot if not complying. (supplying deutrium? might be ok)
No Engine Components, H-Fuel, Optronics, light arms or military vehicles may enter the Taus beyond 29 except for with military or police escort to make sure it will not end up in Bretonia.
Military vehicles and light arms may only be hauled by Samura, Kishiro and GMG (PC faction or ID+IFF).
No foreign capital ships (destroyer and above) within the core systems (Tokyo, Honshu, Kuyshu, guard systems).
Artifact trade forbidden. Hogosha artifact smugglers are politely ignored as long as they don't flaunt it.
Cardamine trafficking forbidden. Smugglers are fined and turned back.
Counterfeit software forbidden, Hogosha, again, ignored.
Synthetic pot forbidden, Hogosha... you guessed it - ignored.
Defaming the State or the Emperor forbidden and fined.
Succeeding in resisting arrest leads to KoS list. Removed from there only if original fine is paid, fine for resisting arrest is paid, and RP while doing it is at least ok-ish.

Plans:
Intention of licensing export of niobium and import of diamonds to disrupt the dual-way NT-NB route (only allow license one way to same corp/faction).
Nomad licenses?

Funding
Funding of individual pilots, missions and percentage of fines. Funding of (exactly two) Machi-bugyohsho capitals and eventual sign-on bonus for recruits,
the remaining percentage of fines and licenses.

Equipment
Strictly Kusari equipment. A couple of gunboats, mainly fighters/bombers as the KSP gain numbers.
