We have had previous encounters with GRN forces there before and they educated us about your laws a bit.
However we trying to be provident in any cases, to hereby asking about some clarification. We are planning to support one of our tribe at Planet Harris and we need to ensure the safe passage across the system. As one of the GRN officers told us before, there is a chance to "buy" a license what could grant us free passage across gallian space.
