For I believe a month now, I've been attempting to construct the Gas Miners Guild faction. I would like to thank my good friends for Blodo for his hard work and assistance. We've decided to get the publics opinion on what we have thus far.

Gas Mining Guild

Background:

- The first steps of the guild
The Gas Mining Guild is currently in control of the largest deposit of H-Fuel in the Sirius sector. Before the Guild was formed, the fuel was individually mined by civilians from Honshu utilising primitive gas collection technology. With the demand rising very quickly and supplies in other areas of Sirius limited, the first organised group of miners set out to Sigma-13 to conduct effective operations, establishing their first base in the Crow Nebula in 280 A.S. The base was a stationary gas miner (Naha) necessary to continuing operations in the system. Highly sought after, the mined H-Fuel soon attracted plenty of Kusarians hit by the great fishing crisis in Kusari to the nebula. To protect the miners from both political and corporate influence a council was constructed, and the guild was formed a few years later at the same time making the Sigma systems it's primary area of operation. By A.S. 300 the Gas Mining Guild was in full operation, with most of the gas fields firmly under it's control.

- The Eighty Years War
Due to it's significant grip on what could be considered one of the most important resources in Sirius the GMG had constantly been under political assault by the major houses bordering the Sigma quadrant. The Gas Miners Guild struggled to keep criminals from leeching off its shipments of H-Fuel to the houses, and it soon became apparent that a strong security force was required. As such many mercenaries and freelancers were offered work as the guardians of the GMG, expanding the Guild's military hold on the Crow Nebula. This recruitment of experienced pilots had also shown to the Guild the importance of tactics, as the stratagems employed by the security force were extremely effective in eradicating pirates. One of the better known tactics used convoys as bait on their routes towards Frankfurt and Honshu. The security vessels, hiding in sensor obscuring gas clouds would charge at the complacent pirates and destroy them during a single pass. Thanks to this work Sigma-13 remained relatively safe and secure for the mining business.

During this heyday of the GMG, Rheinland held the largest war machine of the four houses containing vast amounts of all types of vessels considered to be easily capable of overrunning any one declared their enemy. The upkeep of such a fleet however was more than their economy could handle. With the Gas Mining Guild constantly strengthening it's stranglehold on the resources required to run the massive fleets of Sirius, the Rheinland Chancellor had believed that it was time for him to act. Before the fleet could be completely immobilised, the Rheinland Military had launched their first strikes into Sigma-13 thus starting what would later be known as the Eighty Years War. As battlefleet after battlefleet were being sent into the heart of the Guild operations, the GMG security force with it's knowledge of the terrain had effectively continued to cripple their foes using extensive guerilla warfare and hit and run attacks.

This kept up for much of the war, with little to no success being achieved by the Rheinland forces. The Gas Mining Guild had managed to hold the largest military force in Sirius at bay using superior tactics. As the Rheinland economy faded, the house itself soon faced greater problems at home than in the Sigma quadrant with the GMG, and the Chancellor was forced to sign a pact of non-aggression with the Guild. The truce prevented Rheinland ships from entering the Sigma quadrant lest the war be restarted, and the trade route to Kusari blocked. With the house leaving most of it's proud military power in wrecks in Sigma-13 and suffering from economic decline, the war came to a final end with the Rheinland nation on the verge of open revolt.


- Present time
The GMG victory against Rheinland only solidified it's position as a force (both political and military) to be reckoned with. With the constant expansion of the colonisation of Sirius, the demand for fuel was on a steady rise. The Guild soon began their contact with other established factions, including the Corsairs and their famous artifact run offering. After the Corsair and Hogosha betrayal however, the Guild deemed the faction as unfit for business and all Corsair and Hogosha ships were declared as hostile. The GMG quickly began dealing in other commodities as well, with their vast trading fleet providing transport for many goods on their way back to the gas miners.

Both sides suffered great losses during the Eighty Years War however. To add to the problems the H-Fuel from the nebula in Sigma-13 began to grow dangerously scarce, and the high demand constantly placed on the guild had required it to expand it's operations into Sigma-19, further enlarging it's area of operation. Gas Miner Naha was still a primary base for H-Fuel storage and distribution, however the second stationary gas miner control base emerging in Sigma-19 had began to lure trade in that direction also. As more and more shipping vessels moved back and forth through the Sigma quadrant and the GMG being in a spot of weakness in terms of security, chaos slowly started ruling the systems. A few decades later the newly appointed council of the Guild had decided now was the perfect time to restart coordinating efforts with the remaining guild personnel, and to attempt to restore the GMG to it's former glory and power.

General Rules
1. Roleplay in both system & group chat.
2. Do not engage an enemy that has not fired upon you, unless instructed so.
3. Request permission before purchasing a ship not listed below even if in roleplay.
4. Be friendly to all members of the community both in game and out.
5. Do not handle diplomatic relations unless approved by the council.
6. Do not assist or participate in any hostile attacks on a faction, unless instructed so.
7. All ships must carry atleast 20 (fighter/bomber class) or 100 (transport, cruiser class) of H-Fuel at all times.
8. Have the most fun you can possibly have (suggest to us new methods of roleplay).
9. Stay active in the faction and on forums.


Equipment
Remember all vessels must have routes which brings them back to GMG controlled space.


Ships used by the Guild:

Stinger: The Stinger is a GMG constructed vessel. This is open to security forces which have achieved the proper rank to fly it. Once everyone gets the hang of their Taiidens. I doubt anyone otner than a few will fly this ship. It is primarly used to be the head of all GMG patrols.

Viper: The GMG & Zoners still put the Viper MK II into production. Just as it is a high priced fighter, it is a special fighter given only to the council and skilled security members. These ships will not be seen in high numbers or even in the same place except in Sigma-19. This is where most trade convoys will be sent out.

Taiidan ships: The Taiiden class ships were built by the GMG. It will be the ships you most see being flown by our security forces. New recruits just keep in mind to get certain ships you must be a certain rank.

Gas Miner: The Gas Miner is given to any and all new recruits. This ship will primarly be used for bringing H-Fuel around from stationed gas miners.

Whale: The GMG Whale will be good work for escorting forces. It has more than enough cargo and really no defenses. This will be another ship shipping mainly goods between houses in the interest of GMG credits.

Container Transport: The Container Transport, will be primarly a ship of trading goods. Ranked members of the clan will be awarded this transport for its defenses and cargo.

Kusari Transport: We've adopted this ship due to its design. Located on the left side of its hub is large cargo bays with the words "H-Fuel" in blue.

Kusari Explorer: Used for diplomacy roleplay and deep space exploration. As operations carry on deeper into the border systems.

Note: All people who want to outfit a Kusari Explorer or Cruiser are not only required to attain the proper rank but also to post an RP story surrounding said vessels. They will also need to be approved by the council. This is in place to make sure that only the good RPers get to fly the big ships and that there won't be an excessive number of said ships.

Duties & Rules of Engagement
GMG security ships outside of the Guild's area of operation (Sigma systems, Honshu) and not assigned to convoy duty should avoid engagement as much as possible. Unless on convoy duty, obtaining equipment, completing special missions assigned by the GMG council (RP events) or scouting Omicron systems adjacent to the Sigma quadrant, no GMG security should venture out of our home systems at all. GMG trade ships are allowed (but discouraged due to dangers involved) to proceed on trade missions without any security vessels accompanying them.

Transportation: The Gas Mining Guild works to protect and enforce it's interests and to provide the houses with a vast supply of H-Fuel and Plutonium - provided they can pay for it. We will be organising convoys of H-Fuel and/or Plutonium into Kusari, Liberty and Bretonia. Rheinland is off limits to all GMG ships no matter the circumstances, we won't be doing any convoys there. Convoys should ideally consist of transports and a few fighters/bombers. The convoy will be moving through tradelanes usually without the use of any major jump hole shortcuts. Make no mistake however, this is going to be far from boring. It is easy to hit such a rather slow moving convoy, and a lot of pirate attacks and general action is to be expected.

Protection of operations: We will not go out of our way to engage criminals unless they directly threaten our operations. Sigma-13 is a very frequented system, and as a result, plagued by pirates and privateers. Our job however is not to police Sigma-13, but to make sure that the Gas Miners are not harmed. This means that any sort of robbers, pirates, criminals and terrorists nearby the Gas Miners that are refusing to leave the area and are threatening our operations can be engaged by GMG security at their discretion - unless ordered otherwise by a superior officer of the Guild. Gas Miner Naha, Gas Miner Ogashawa and Aomori Station are to be directly protected at all times as long as possible.
Those especially proving a thorn in our side can be put on a "target of opportunity" list to be pursued and eliminated whenever sighted in the Sigma systems or Honshu. The Guild may also employ the services of mercenaries and freelance bounty hunters.

Protection of interests: The Gas Mining Guild does not have many allies, however the ones that it does have are strong and always ready to help. All Kishiro and Zoner ships are to be assisted on request if passing through GMG controlled territory or area of influence. This includes Sigma-13, Sigma-17, Sigma-19 and Honshu.


H-Fuel
Is and will always be required to be on your ship as a large chunk of your cargo! Drop it off (but not all of it) at random locations through out the houses or border systems. Commanders will always carry a combination of goods and H-Fuel. We're the "GAS Miners Guild" and we want to keep those ships working with fuel. If you're stopped to be asked for H-Fuel, sell it to the person for a little bit more than what you bought it for. Why? Because this person is putting us in danger while interrupting our trading routes. When you stop at your route, ask if anyone wants to buy some H-Fuel. Bigger ships are actually going to need it.
Sometimes when we return to the Sigma systems, we will stop in the field with the gas miners. We will roleplay picking up the H-Fuel and bringing it back to the station where you actually will be buying more H-Fuel for trading runs.

Every character in the faction will belong to either the transport or security department. Everyone joining is encouraged to have two characters, one in each department. The Guild will sponsor the first ship (Gas Miner) with all it's associated equipment for the character.

Guild Council will notice body as an official status once all requirements have been met and all council members have agreed for new official status to be authorized.

Newcomers of the guild are here to pledge both loyalty and service. Their prime objective is the shipment of H-Fuel to the local houses.

2. Guild Associate
Guild Associates are proven to be friendly. Their assistance in delivering H-Fuel and other goods to the houses has been extremely valuable to the Guild. The associate is well on his way to becoming a full-time member of the GMG.
Requirement: 30 million credit donation, participation in at least 3 convoys
Ships unlocked: Kusari "Big Dragon" Transport
3. Guild Member
He who has achieved this title has earned his right to be called a member of the Gas Mining Guild.
Requirement: 50 million credit donation, participation in at least 8 convoys
Ships unlocked: Whale Transport
4. Senior Guild Member
People of great service to the Guild earn this title and all the perks associated with it.
Requirement: 150 million credit donation, participation in at least 15 convoys, approved by Council
Ships unlocked: Container Transport

Guild Council
Council members are the core positions of the guild. These positions handle diplomacy, mining and trading operations directives and promotions. Council members are selected by the council and approved by the Commander. Guild members in both the shipping and security department can be assigned council positions.
Guild Diplomatic Officer (DO)
This member of the council is in charge of diplomatic relations with other factions. This includes active communications with factions of interest to the Guild and general public relations.
Guild Security Officer (SO)
The SO coordinates security forces, setups patrols, is in charge of promotions and demotions, and has the right to assign security commanders.
Guild Mining & Trade Officer (MTO)
The duties of the MTO include assigning trade routes and commanding the transport division of the Guild.
Guild Master (CEO)
The Chief Executive Officer is the highest authority in the Gas Miners Guild. All official decisions are made only through the commander. All withdrawals and deposits into the GMG Bank is only made by the commander.

I would be a tiny bit more loose on the weapons...

- no reason to limit civilian weapons to two per ship

- maybe allow 2 Nomads.. sine you have them right in front of Naha.


EDIT: Also the Rules of Engagement should be published a bit more..and a bit longer... maybe even specifically saying what you do with allies/neutrals/enemies..
Proposoal looks really good however I would like you see your diplomacy list reflect actual factions and not just t he NPC's please. Also as Mjolnir pointed out you need to expand your explanation on the rules of engagement and finally could you clarify your ZOI as well? Is it just Sigma 19, 13, and 17?
We have the nomads in front of Naha? 0_o

I think it's more like two or three systems to even reach the Nomads in the Omicrons cause they are nowhere to be seen in the Sigmas, that's for sure.


EDIT: ZoI is all Sigmas and Honshu basically. We also protect our convoys travelling across houses.

1. Ask enemy/pirating vessels to clear area around GMG installations and pirate elsewhere.
2. If they concur leave them be.
3. Defend GMG property (NPCs)

Kusari does not have control over GMG, unless they travel through Kusari territory. If they do, then yes. But if GMG would travel through Omega's, Kusari couldnt do anything about it.

I think they can trade with both of the houses.

I've haven't noticed the Talacra was still in there. Good eyes on it. Also to go ahead and throw it int there. Anything that says "cruiser" completely ignore it. We're focusing on others right now.
I love it. Get some members, find 500 mil, and start dying beneath my Bundschuh! Erm, I mean, being active. Yeah.
