I have to contact you about smuggling and a not permitted presence in Rheinland of [TAZ]-tagged ships. After the last time, I contacted you, I was hoping I haven't to this again. Unfortunately it seems my hope doesn't apply in this case...

The incident I'm referring to concerns the captain of the [TAZ]-liner [TAZ]GoldenDawn
as well as the captain of the cruiser [TAZ]Original.Snub.

The liner captain was carrying gallic artifacts within Rheinland space. The captain was ordered by law-enforcement authorities to drop said contraband. But the captain refused, not only because the liner had a not permitted capital ship escort (see above).
The log can be found in the attachment.

After my superiors told me, they wish to keep the goods relation to the [TAZ], I held the respective criminal database administrator, before putting both entries on the criminal list. But this will be only temporary.

So I've to ask you, if the [TAZ]-leadership wishes a peaceful solution or if we've to enforce necessary steps.

I do hope you will accept my apology for this incident. The parties involved have no excuse and you can rest assured that I will have them in my office as soon as possible. I will also be updating my many new captains, as it seems that I have many, of House laws. Having been away awhile myself, I can see that I have some updating to do.

I will also pay whatever fine is assessed for these infractions. If needed, I will order the pilots present for court proceedings and order them to apologize to you. I wish to maintain good relations with Rheinland and will do my best to keep this. I thank you for not opening fire on those vessels. It shows some professionalism for your people and it is most appreciated.

I'm glad to hear, that I don't have to sign (preventable) measures. But I'm a bit distracted, none of the new captains, you're speaking about, did command one of these ships, right? I would think weird things if the [TAZ] is giving new captains access to heavier capital ships.

Anyway, back to business:

You may forward a warning from my side to the captain of the [TAZ]Original.Snub. Not all Rheinland officers have that patience I have. And if the cruiser will be next time in Rheinland, without the respective permission, well ... I'm sure you can imagine the consequences.

Now to the liner captain: possession of contraband, violation of direct orders, fleeing from confiscation and questioning the Nachrichtendienst´s authority within their zone of operation; not a trivial offense. I'm also sure the respective liner captain would not have informed you about it, if we had not taken action.

The fine for the smuggling would be [color=#FF9900]8.000.000 sc and have to be forwarded to the [color=#33CC00]Rheinland.Criminal.DB.

Furthermore an addional fine for <strike>disregarding</strike> neglecting the Rheinland protocols regarding the capital ship paragraph has to be levied; 20% for the cruiser´s construction cost would be enough.

It also seems that the liner captain has still to hand out the artifacts to the Rheinland law-enforcement authorities or the Nachrichtendienst´s subdivision, the MND-agency.

Summa summarum: The [TAZ]-leadership has to forward 38.016.450 sc to the Rheinland.Criminal.DB.
The captain of the [TAZ]GoldenDawn has to handout the 10 gallic artifacts to the law-enforcement authorities (RFP|, [RM], BDM| or MND|). The captain has 72h for this requirement or his entry permit for Rheinland will be revoked.

Ohh, and an apology from both captains, as well as the assurance, this won't happen again, would also be nice.

I think this will be the best solution for both parties.

While I have your attention I would also like to point out what may be considered a small
oversight in the presentation of your laws to the public. While it does say clearly that
artifacts are banned from being freighted across Rheinland, it is not unreasonable to think
that a trader or otherwise would misinterpret this statement to reflect only the extraterrestrial
artifacts that most Sirians are aware of. Gallic artifacts are few and quite new to the current
collectors purview and it would be the benefit for yourselves to make the effort of specifically
clarifying this in your laws.

While I cannot and will not defend the captains of the vessels that disrespected Rheinland authority
in their own space, I can put forward that it isn't inconceivable that what you consider contraband was
unable to be clearly known by our pilots. In order to protect your borders from these, apparently, disruptive
trinkets, I do hope you take what I have said under consideration

As Herr Triton stated right, the Rheinland laws considered at the time, the incident happened, artifacts as contraband. This includes all kind of artifacts. It's not written in the laws "all but gallic ones". It's also not written in the laws "only corsair ones" (because to our knowledge the most of the "sirian artifacts" come from the corsair home world). It does say artifacts. This includes all types of them.

Example:
The same way you could argue, that liquid cardamine is not considered as contraband, because it's not explicit mentioned in the laws. This would also be wrong. The law says cardamine is contraband. It doesn't matter if liquid or not.

I admit that the laws of Rheinland are sometimes complicated to the publicity. That's not intented but it necessary to prevent loopholes within the paragraphs.
I don't see a problem, if someone asks to get the exact legal status of a commodity, before he's entering Rheinland, if he isn't sure whether his cargo is allowed or not.

That's why we also have to fly patrols. The misinterpreting of the laws from wannabe-lawyer is a problem. I'm sure Rheinland isn't the only place with that problem. That's why you've always to follow the orders, the (tagged) law-enforcement is given you.

It's not really my intention to investigate this incident further as it would be necessary, but let's continue talking about laws. Both Zoner ships have left Rheinland in Bretonia direction - with the artifacts, so while our influence ends at the Omega-7/Omega-3 gate, the law-enforcer within me would be a bit suspect - artifacts (including gallia artifacts) are to my knowledge fully restricted in Bretonia, so said ships moved from one zone, where the cargo is considered as contraband, to another. (Before this will again end in a misunderstanding, Omega-3/Snowdown-system is considered as Bretonia space after the Omega-Treaty was signed.)
You see in which problems a possible misinterpretion of laws could result?!
(I'm thankfully my duty ends with the borders.)

Please note, if you're the captain of the TAZ-liner, there is still an open point for you.

PS: Ambassador Triton, I understand the point with the laws. And I'll forward your throw-in to the respective person´s ears. Maybe the Rheinland Bundestag will change the laws according to it, if they find it's necessary.

I am assuming you are seeking the Gallic Artifacts. I'll see if he even still has them but even if he does, getting them to you might be a problem. If they're illegal in Rheinland space then they will be elsewhere and those types of items would be risky going through the Omegas and Omicrons.

Can we work something on that? I'll be en route to Freeport 1 soon for a meeting and some medical work. I can buzz over to meet you if the need be.
