My name is Richard Connors, President of the Colonial Republic. Our association in the past has always been a friendly one. The Religious Order of the TAZ, and the Colonial Republic, has worked side by side in many endeavours. While I myself cannot claim to understand everything about your Religion, I have found myself curious of it in the past.
In light of your past relationship with our nation, you should understand that the Colonial Republic has changed in the last month. Our government suffered a massive setback, and had to be reformed. To put simply, I now represent the presidency of a renewed democratic Republic.

In the past, we have traded supplies, even technology. Now we share the same home, this protective blue blanket called The Barrier Nebula. However, it seems we also share the same threat of death from the same entity. Gallia. The information is mostly through hearsay, but I am aware the Gallic monarchy has some particular dislike for your order. I can't say that I know for sure what it is. However, to put it in certain terms, were both being menaced by the same bully. It does not matter to us what the reason is, we'€™ll stand to your aid regardless.

It is my hope that we can come to an even closer arrangement. A full Partnership - an Alliance. While our military valiantly holds the line, we have reached a crisis for our people. One that requires trade and logistics. The old government spent deeply into the military and in the wake of this, we can barely afford to feed our people. The new democratic parliament, and myself, have agreed that supporting our populace is paramount.

This Alliance between us would encompass cooperation on trade, willingness to share technology and logistics. As well, should Gallia'€™s imperialistic machine finally breach into our homes, that we stand side by side, and fight together.

If such an alliance can be possible between us, respond on this secure frequency.

I am glad that my proposal has met with enthusiasm. If I may, I would like to explain in detail of what we would be suggesting, so as to better aid you in deliberating over the decision.

In terms of alliances between governmental entities, they range between different goals for both states. For the Colonial Republic, we wish to turn a friendship into a partnership. A joint cooperation for the prosperity of both states. Militarily, we would not ask you to involve yourself in such a way. Your order strikes me as one that would not hesitate to defend itself and those you consider friends, however, you do not go looking for a fight. In this case, as you said, the gallic royalists are a different story. Indeed, they have brought the fight to you. As they have to us.

A military alliance in this would only mean one thing. Mutual defense of the Barrier Nebula. Keyword being defense. We would only ask of you to fight with us to defend our homes, should it ever come to it.

The primary benefit to this alliance would be an economic and technological one. Our trade ships working together toward an economic boon to both of us. The trade of technological resources to better both parties. In the past, when we could produce them in large quantities, we gifted the TAZ with the most visible symbol of our Republic, the Nyx space superiority fighter. While our ability to produce military vessels now is not feasible, Sabah shipyard is still able to produce ships on demand. Really, it is the lack of material and prohibitive cost that is the barrier to doing so. We may allow the TAZ to commission Colonial Ships, given that you provide either the cost, or the material of the ship in question, same as you do now for the Nyx superiority fighter. This aspect of the alliance is still being discussed within the Parliament, but I of course mention this as an example of how this Alliance could benefit your order.

Economic trade between us could encompass many different options. Our trade ships, may, in time once we have the ability to travel openly, bring supply to your holdings. In return, until then, your ability of near unrestricted trade can bring aid to our populace, so strained as it is now. Again, another example of how this alliance could benefit both of us.

This incident has just recently crossed my desk. I hope were both speaking to each other with a full understanding of the facts. Here is my understanding.
My pilots responded to a distress call from a Destroyer sized exploration vessel, a "Fearless Class" I believe its called. What set off from there was the discovery of nomad and infected person's within the ship itself. Being as this was taking place in the Coronado system, the standard procedure by Colonial Military Personnel, is quarantine and treatment - to which the captain of the destroyer, a Dr Carlisle, repeatedly refused. During this entire time, my pilots were being forceful, but polite, given the diplomatic circumstances. In the communication logs, there were no threats, not by my pilots.

When the Destroyer entered the Baffin system, things became confusing. Two more ships arrived, a gunboat of Order make, and another Fearless class Destroyer. My pilots were then told to leave at gunpoint. While they should have, they began getting transmissions from Dr Carlisle's vessel, in fact, it was semi mixed with nomad mind control. The only thing that stopped the standard procedure of opening fire on an obvious nomad threat, was your gunboat, opening fire on them.

Before any apologizing is to be done, I need to understand the full issue. From what it seems, my pilots were threatened while you covered the retreat of a mad scientist, playing with powers beyond his control. It is very possible he's fully infected, and you may not be aware of it. In fact, considering the other vessels present became hostile the moment "Dr Carlisle" began projecting nomad mind control, seems obvious the other two vessels were in thrall.

I urge you, Mr. Triton, to put this "Dr. Carlisle" into quarantine as quickly as possible. There is no telling how many of you have been exposed.

I am uploading combat and communications data from the pilots involved - it should help you see things from our perspective.

For your sake, I hope you can route this infestation fast.
Until then, we will hold to your proclamation - No Colonial Vessel will transit the Baffin system.

I am pleased to hear that Professor Carlisle's experiments are kept under close eye. With no foreknowledge of the TAZ Religious Order's experimentation with nomads and infected specimens, nor your caution in those experiments, we were forced to react with alarm. It is an understandable mistake, and I wish to extend an apology on behalf of the Colonial Republic for any insult that was perceived by our actions.

The Colonial Science and Research Agency has a team that would be interested in making an inspection of your order, and its vessels, just to clarify your admonitions.

As for apologies from my pilots, I have a hand-written letter from the wing leader, Fleet Officer Jacob Graves, speaking on behalf of his wing.

I have friends that were zoners; friends that date back to my freelancer days and I know full well of what your people had to endure over time. I want nothing more then your safety, and for this, I am sorry about what I did."

I hope with these apologies, and our sincerity in this matter, you can see fit to allow us military and trade access through Baffin. At the moment, we are cut off from our Tau based units. I'm sure you can understand what strain that puts on both them, and us.
