Guten tag members of the Rheinland Military High Command and the representatives of the Bundestag; My name is Konrad Steffen, Director of Daumann Heavy Construction Development department, and memeber of the DHC Board of Directors. I was placed in charge of the retrofitting operations of Krupp Munitions into a civilian industrial facility. I am pleased to announce we are almost finished with the operation. Right now we are preparing for the next phase; engineers and starbase construction technicians have begun dismantling several modules which won't be used any more to use the module hardpoints for further development of the base.
That said, the board has decided to present the military High Command, and the Bundestag with the form to officially authorize the transfer of property to Daumann Heavy Construction.

Upon signing this document, The Rheinland Bundestag agrees to sell the military operated base known as Krupp Munitions, located XK above the Daumann owned base "The Ring", In New Berlin system; to Daumann Heavy Construction, for the price of 1.500.000.000 Credits.
Krupp Munitions will function as a private industrial facility; owned, operated and maintained by Daumann Heavy Construction.
Military and Police forces will be granted regular access and docking permissions as stated in the Laws of Rheinland.
If everything is in order, we request the Military High Command to sign the request, and the Bundestag to endorse the document, so we can finish the acquisition of Krupp and prepare for the next phase of the project.

The Oberkommando of the Rheinwehr has heavily debated upon your proposal for the last couple of days and I am glad to announce that a decision has finally been made about the matter. Krupp Munitions, a testimony to the strength and will of Rheinland's people, is gladly given into the competent hands of Daumann Heavy Construction for the purpose of administration. However, also being a joint project of more than just the Rheinwehr and Daumann Heavy Construction, the Oberkommando deems it unfitting that full possession of the station is transferred. Therefore the Oberkommando, recognizing the tremendous effort that has been put into Krupp Munition's construction - in which Daumann Heavy Construction indisputably played a major part, has tasked me with sending you the following proposal:

Terms of Administration
1. The Rheinwehr Oberkommando recognizes the effort put into the construction of the station in question by Daumann Heavy Construction and therefore transfers full administration rights to Daumann officials.
2. The Rheinwehr Oberkommando recognizes that, being in possession of these rights, Daumann Heavy Construction may use the station as they deem fit with the following exceptions:
2.1. Daumann Heavy Construction recognizes and guarantees the docking rights of both the Rheinwehr and the Bundespolizei at all times and without any exceptions.
2.2. Daumann Heavy Construction assures that every action taken is made for the greater profit of the Vaterland as a whole.
3. Daumann Heavy Construction recognizes that these administration rights are only rented from the people of Rheinland, represented by the Bundestag, the Rheinwehr and our beloved Kanzler, and therefore agrees to the following:
3.1 The first period will start on the day this contract is put into effect and last for half a year.
3.2 All subsequent periods will last for one year.
3.3 The Rheinwehr Oberkommando reserves the right to not renew this contract at the end of a period.
A decision about the sum to be paid for each rent period has not yet been made by the Oberkommando and the Herren und Damen Admiräle are open for any proposals from your end. I am looking forwards to hear from you again.
