The shadowy organization popularly referred to as "The Consortium" is an unlawful paramilitary force operating primarily in Kusari, but with wider influence abroad and significant foreign support.

They are a small but professionally organized and well trained fighting force operating both openly and within the Kusari political and intelligence spheres. The following database contains all currently de-classified information which can be disseminated and confirmed publicly...

Goals & Strategy

The Consortium's stated goals can be summarized as thus:

  1. 1: Purge the Kishiro-backed Government and replace it with their own.
  2. 2: Nationalize and Seize all strategic resources, including Samura and Kishiro. Destroy any opposing political or military groups.
  3. 3: Unify the people under the Banner of "Kokutai", The National Body and State. Strip all political power from 'subversive' or 'corporate' groups.
  4. 4: Rebuild the Kusari Military in their image and prepare to open hostilities against the Kingdom of Gallia.
  5. 5: If none of the above goals can be completed; Deny Kusari's use to Gallia by any means.

Their overall goal seems to be to break or prevent Gallic control over Kusari, while ensuring their own. Consortium attacks on Gallic corporations and citizens are increasingly common, as well, the Armada are overtly hostile to Samura and especially Kishiro (far more likely to attack the Latter).

The Armada, for all it's namesake, is a fairly small organization. It consists of First Era ships laid up since the collapse, remnants of the Golden Chrysanthemum fleet, and an increasing number of ships bought, captured, or defected since then. Therefore, it primarily relies on guerrilla raids, intelligence superiority, and political subversion to get it's goals.

However, their fleet is still in an ongoing build-up phase, and they seem to be planning for much more direct martial approach toward gaining their goals or contingencies in case events do not go their way.

Ideology and Mindset

The Consortium are significantly unlike most other Kusari organizations, such as the Farmers' Alliance and Blood Dragons; they do not hold traditionalism and honor in the same regards, and have none of the obvious morals and scruples beyond what their political fronts suggest for the benefit of the public.

They are both Neo-Imperialist and Transhumanist; In earlier times, the Consortium were predominantly Cyborg shock troops working for a shadowy individual known as "Ironwatsas". While the legacy of that era remains, and the Armada still makes heavy use of advanced and invasive cybernetics and military robots, these are merely means to an end for the time being.

Organizationally, the Armada functions like a professional military, having dedicated research staff, intelligence personnel and spies, internal security forces, and transport & logistics personnel. They have a well-organized chain of command and most of their troops are uniformed soldiers with battlefield experience.

The Consortium's political ideology can best be summarized as a brand of "Kokutai" imperialism with strong militarist overtones, bordering on Techno-Faschism. The Consortium desire an Emperor (other then Kogen, who is seen as a Samura puppet), Eradication of the "Kishiro Democracy" and an end to sectionalism in the Kusari Politics and Economics, as well as the nationalization and stripping of power of the Keiretsu and all "Subversive" political elements, such as the Hogosha.

All of this is aimed at making Kusari more "Manageable" and "Efficient" in preparation for a state of total war against Gallia. The end goal being the destruction of the Gallic State and capture of as much territory as possible. Goals beyond that are unclear, but it is appears the Consortium have long term plans beyond the subversion of Kusari and Gallia.

Finally, the Consortium are known to be actively working with many foreign elements. Many domestic organizations and political groups within Kusari see them as a threat to their own goals, thus the majority of their support is believed to come from sources as varied as Malta, Bretonia, and possibly Liberty. The only groups the Consortium have high-level alliances with are the Golden Chrysanthemums and Kamida Assembly.

Tactics and Methods

If one thing can be said about the Consortium, is they are Subversive, Persistent, and Methodical. They are also amoral and cruel, more than willing to shoot civilians, conduct acts of terrorism, and torture captured prisoners. However, that is not to say they are not pragmatic; they will generally attempt to gauge the potential consequences and put contingencies in place before taking any given action.

Militarily, the Armada's operations are aimed at disrupting Kusari supply lines, weakening the Naval Forces, and furthering their political goals. They are generally pragmatic, and will rarely risk an engagement without either cause or strategic goals, be they to probe defenses, destroy cargo, try to convert enemy personnel, or spy-check for potential agitators. Their main fleets are light raiding forces consisting of strike craft, gunboats, and armed transports.

Standard operations include "Search and Destroy" sweeps for trade ships (typically for useful cargoes), point-intercepts on 'interesting' looking individuals, and disseminating propaganda in an attempt to entice defections to their cause. Fleet forces appear to prioritize Gallic Commerce, Kishiro, and Samura in that order.

The Consortium seem willing to work with groups like the Blood Dragons and Outcasts; occasionally hiring out larger warships to deal with targets like installations and warships. They will rarely but occasionally use Freelancers or Mercenaries for special tasks, but there is a general aura of distrust of anyone without a distinct political motivation within Kusari.

Perhaps more important than this is the Armada's strategy of Intelligence Superiority. The Consortium's INTELSPIKE agency has an extended covert network, both in Kusari and outside. Often these agents work under false identities, and move within Kusari's military and intelligence spheres with near impunity. It is also possible that even high-ranking members in the Naval Forces and State Police are in active contact with INTELSPIKE agents, though this cannot be confirmed.

History & Origins

There have historically been a few conflicting tales of how the Consortium began. Fanciful tails of alien saboteurs or Phantom sleeper cells have long since been soundly disproven. All that is known for sure is they were created by an individual known only as "Ironwatsas".

The Consortium are largely considered to have been symbiotic with the Golden Chrysanthemums movement, as several prominent GC members, including one Zetsumai Keisotsu, were heavily involved. As well, the Blue Lotus Syndicate and other Malta-based groups invested heavily in the Consortium's early development. Watsas is believed to have had his own contacts within Rheinland and possibly Liberty to help provide both funding and technology.

The First Era Consortium began, essentially, as a Science Experiment. Recently discovered transmission records indicate a "Project Olympus" was going on in the Sigma-13 system, which seemed to involve advanced cybernetics. This is consistent with First-Generation Consortium pilots who were killed or captured during the early battles, most of whom showed heavy Cybernetic Augmentation and a form of neurochip based on previously unknown techno-organic linking.

The Consortium fleet, referred to then as "Airwatch", gradually grew and their vessels were seen fighting alongside GC and NovaPG vessels during the height of the Tau War. Their goals were not entirely known then, even to their allies, which lead to several diplomatic fallings-out with the GC, though the two groups would remain symbiotic to the present day, despite a persistent air of distrust.

Their goals of that era were stated to end the Kusari Invasion of Bretonia, and their strategies were much more focused on Kusari's war effort. Their attacks became increasingly sophisticated as time went on, including at-least one raid on Fuchu prison, and the near-destruction of Ohashi Border Station.

All that changed some time in 817 A.S, when the Consortium launched a campaign to defeat the being known as "Ame-chan"; a powerful creature and servant of Emperor Kogen. This campaign culminated in the 'Battle of Grid-66', in which much of the fleet was destroyed, but Ame-chan was captured. Immediately thereafter, Ironwatsas abruptly disappeared, along with Ame, and the Organization fell into disarray.

From that point forward, the Consortium was essentially a militarily broken organization. Token raids and a few large strikes continued, but they were gradually overshadowed by a resurgent Blood Dragon presence an the appearance of Gallia. A "contingency plan" was activated, in which an AI known as OVERLORD was placed in Watsas' stead as leader.

However, OVERLORD was unable to fully reverse the situation, and the Consortium's power faded. Most of it's ships were eventually de-commissioned and hidden in various locations throughout sirius. Many of the more heavily cybernetically augmented pilots of the Consortium went insane and were killed. Only a bare minimum presence remained.

A few years passed before murmurs of a resurgent Consortium began to circle. A few vessels, later found to be engineering drones, were shot down. A contingency known as "CASE ORANGE" had apparently been activated using an old KNF relay, which had awoken the AIs and Robots which had been tending the now-derelict fleet. The old Airwatch was redubbed 'The Armada', and the few surviving veterans of the Old Consortium were placed in a position of leadership, taking the role of fleet admirals and generals.

Several sleeper cells of INTELSPIKE agents, remaining in Kusari since the war, were activated and quickly re-established a network. With Kusari still reeling from it's then-recent defeat by the Gallic Navy, they easily maneuvered through the chaos and took as many positions of power as they could get. The Imperialist Purge undertaken by the Kishiro-backed government removed many of the former military and political leaders that recalled the old Consortium, allowing the Armada cover of relative obscurity as it re-built it's forces.

Currently, the Armada has returned to roughly 45% (by some estimates) of it's pre-collapse strength, and has changed it's earlier tactics and invasive cybernetics program to a more open policy of political indoctrination and encouraging defection from Kusari Military and Law Enforcement groups.

Organization, Command Structure, and Equipment

The Consortium's paramilitary troops are divided into four divisions. Most fleet forces have an identification suffix assigning them to one of these divisions. These sub-groups are;
  • Armada ([A]): The main guerrilla and fleet contingent.
  • Blackwatch ([B]): An internal security force and de-facto marine corps.
  • Intelspike ([I]): An intelligence network specializing in field operations.
  • Logistics ([L]): Responsible for managing supplies, research, equipment, etc

"Overwatch" is the term used for the Consortium's high command, overseeing all other operations, it is believed to consist of a cabal of admirals and commanders, and combined network of AIs which act as coordinators for all other forces. Despite deharmonization of the old Neurocyte Network, AI-Managed networking still provides the armada a series of key advantages.

Below this rank, there exist a number of "Enlisted" ranks, Officers, Slave-troops, and Specialized military robots. Known ranks are as follows:
  • Overwatch: Supreme Leader of the Consortium. Presumed to be an AI.
  • Adjutant: Overseer of an individual Consortium Department. E.g. Blackwatch, Intelspike, etc
  • Fleet Coordinator: Analogous to Admirals of other navies
  • Coordinator: Analogous to Captian, typical ship commander
  • Director: equivalent to 'Commander'
  • Ship Director: Broadly equivalent to Lieutenant/Lieutenant Commander
  • Myrmidon: rough equivalent to 'Ensign'
  • Spahi 1st/2nd/3rd class: Slave Troops and Recruits

Machines such as AIs, Robots, or any artificial constructs are typically given a different set of "Ranks", based primarily on intelligence and assignment.
  • Sentients: Fully self-aware thinking intelligences.
  • Autonoms: Limited awareness, Self-operation within defined parameters.
  • Drones: Non-intelligient, pre-programmed or remote operated equipment.
  • Blanks: Human specimens whom have been harshly reprogramming into living robots, or otherwise lobotomized or mind-controlled.

The Consortium make use of a wide variety of spacecraft, consisting of leftovers from the first era of operations (primarily 1st and 2nd generation Outcast designs), Golden Chrysanthemum ships, Kusari Civilian vessels which have been bought or captured, and a few imported classes such as Spatials and rarely Eagles.

The Armada prefers to use higher-end equipment whenever it can be acquired, GC weapons are common, but their relatively poor efficiency means that, more often than not, Armada ships will be seen using Foreign Prototypes, Purchased weapons from the Outcasts, or occasionally GMG and Blood Dragon weaponry. Many of these weapons come from old GC stocks, while some are the result of more recent arms contracts.

Occasionally, other weapon and shiptypes deviating from these can be seen undergoing field tests, as the Armada has been in a transitional period as the prospects of permanent arms deals and diplomatic ties with Malta are potentially shaky in the long run.

Diplomacy

The Consortium are generally considered to be Symbiotic with the former Golden Chrysanthemums, and have expanded some of their former ties, namely with the Outcasts. An alliance of connivance exists with the Blood Dragons, though neither party trusts the other. A general stance of non-aggression also exists between the Consortium and Gas Miners' Guild, as hostilities would likely do more harm then good.

1: The Consortium is currently in control of most former GC resources and bases. However, some independent groups and pilots generally dislike the the Consortium.
2: The alliance with the Blood Dragons, at the time of this writing, is one of convenience/ID rules.
3: Standard Procedure is to ignore Nomad/Wild ships, but attempt to determine their intentions from a distance.
4: The SCRA, being communists, are at odds with the Consortium's political goals. Rheinland unlawfuls (RHA,LWB,Unioners,Bundschuh) are still seen as part of the old "Revolutionary Alliance", as the Consortium would perfer the status quo in Rheinland at this time...
5: The Consortium will generally attempt to recruit trustworthy freelancers/pilots for doing dirty work now and then, so they will be dealt with on a case-by-case basis.
