Providing for the People of the Coalition since 819A.S.

Background:

Grand Admiral McIntosh's policy of War Communism had left a deep scar in the Coalition's economy. The standard of living was low; the workers were not motivated to work. Upon rising to office, Premier Alvin Katz began to guide the State Duma's attempts to create a New Economic Policy. History had a tendency to repeat itself - following the Russian Civil War of 1918 - 21 A.D. on Earth, where a ruthless policy of War Communism had been in effect, Lenin's New Economic Policy revitalised a country on the verge of collapse. Katz's NEP had much the same effect as Lenin's - small privately owned businesses were allowed to open and make private profit.

The NEP attracted the attention of foreign peoples as well '€“ for those of war-torn Bretonia, the possibility of living in a thriving and safe environment for many overrode the fears of communism. Immigration to JiangXi began to rise, most of which was coming from planet Leeds. The refugees originally arrived on Gran Canaria, but were offered a choice at the space port about whether to continue to JiangXi or remain on the Zoner colony. This was where for some fears of communism began to spring up again, and they remained with the Zoners.

Those who were able to leave Leeds to start a new life beyond Bretonia'€™s borders were mostly young, inexperienced but ambitious high-skilled workers with the capability and the initiative to begin a new life elsewhere. But patterns always have anomalies '€“ an anomaly aboard one of the refugee transports was Arthur Fletching. Formerly the director of a small delivery business on Leeds, his business'€™s headquarters had been destroyed in a Kusarian bombing raid. In times of war, especially when the situation is so desperate, there is no time to help a small-time businessman rebuild his life. Moving away from Bretonia entirely had been partially out of frustration, but also out of curiosity.

A man in his early sixties, he was fast-approaching middle age, and yet he'€™d never even left his home planet, let alone explored another people'€™s way of life. He had been attracted to settling on JiangXi for the prospect of a challenge '€“ the New Economic Policy had just been implemented and with so few people in the population having business experience (at least from what he reckoned, after all, they'€™d been living in a pure-communist system for quite a long time) he believed he could successfully create a new business and expand it as far as the State would allow a small business to.

His transport arrived on JiangXi in early 818 A.S. just as the former head of Coalition Engineering, Yue Fei, attempted a coup against the Coalition Government. During this time the refugee distribution system was in chaos, so Fletching had weeks to consider his course of action. He was on JiangXi; now what? He decided to change his name - Arthur Fletching sounded so upper class and bourgeois. He eventually decided on Jeremy Porter, and that was the name he told the clerk when the refugee distribution system returned to operational status once the coup was put down.

He was moved to the Bretonian refugee city of New Hong Kong. He soon decided that this was a good starting place to develop an understanding of the Coalition'€™s culture without being violently forced into experiencing it all at once. The few words of Russian and Chinese that he'€™d picked up during his wait in the refugee distribution centre would prove useful '€“ he knew enough to ask for lessons to learn more. While he spent his spare time studying these two languages he established his delivery business. Many refugees were eager to have the work, so finding employees was not a problem. Competition, however, was.

The people of the Coalition had been eager to experiment once the NEP was established '€“ hundreds of different types of businesses were established all across JiangXi '€“ but the one that saw the most popularity were courier services. All of the other businesses depended upon the work of couriers and deliverymen to transport their goods across JiangXi '€“ and competition for contracts was intense. Porter'€™s competition was rapidly gaining business experience, and although his company, Hong Kong Delivery, was ahead of the competition he knew it was only a matter of time until the others caught up.

The Phantom attack on JiangXi changed everything for everybody. Suddenly business owners felt insecure about the future of their businesses '€“ many cut their losses and returned to their previous lives, content with having experienced a small portion of the business world and escaping from it without losing everything. With the closure of many businesses, delivery companies suddenly found the pickings to be very scarce.

Hong Kong Delivery was not immune to this plight. Porter'€™s reaction to the situation was quick and logical '€“ when business is failing, switch to a new business. He immediately established his new company '€“ Salvaging for Credit. SC absorbed the staff and resources of HKD and put it to work in its new territory: the remains of the Coalition'€™s cities. The employees mounted limited recovery missions into nearby cities to salvage anything that could be of use to the people. He established similar companies in the remaining cities, and the ruined cities across JiangXi began to be picked apart for supplies. The restrictions of the NEP were harder to maintain in all of the chaos, and soon Porter controlled what resembled a business empire in the salvaging industry.

For many in the remaining three cities untouched by the attacks '€“ New Hong Kong, Santiago del la Omega, and L'€™Acadie '€“ Porter'€™s efforts were seen as life-saving. For all supplies recovered the Coalition didn'€™t have to build replacements, meaning that the level of social credit the people were given from the State remained relatively high. People still lived comfortable lives, and Porter was seen by many as one of the most important men in the JiangXi recovery operation.

Premier Alvin Katz came to the conclusion that the people needed to have their heroes. He turned a blind eye to Porter'€™s rising influence amongst the people, until after his return to power following the Volkahn'€™s reign. The Volkhan had needed the supplies from the abandoned cities to keep coming in to try in vain to gather support from the people who weren'€™t nerve-stapled, so had left the operations of the salvaging companies untouched. Leading figures were implanted with nerve staples however, and it wasn'€™t until the push into Omega-52 by the Rebels that they were freed from following the will of the Volkhan.

When Katz returned to power, he saw the devastating effect on moral the Volkhan had had on the people of the Coalition. He needed a hero in the limelight; scoring successes which would help restore national pride and moral. Jeremy Porter was still for many a hero '€“ a hero whose popularity could be exploited by the State Duma.

Porter was given a choice '€“ continue running SC and his various other companies until the rules of the NEP returned to their normal restrictions and beat him back to New Hong Kong, or become the Chairman of Volgograd Industrial which would see him become an even more influential figure in the Coalition. For Porter, it was a no brainer. SC and the other companies were the first to be absorbed into Volgograd Industrial.

In late 818/819 the leadership once again changed with the retirement of the beloved Premier Katz, a new leader took power and proclaimed herself the Commandant-Premier, Katya Vaschenko thus became the new Head of State and the Commander-in-Chief of all Coalition Forces. Volgograd Industrial was permitted to carry on under the Revolutionary Army's leadership due to the crisis with Gallia, the Revolutionary Army took control of the corporation directly to better utilize it's resources and ties to further the Coalition's war-machine and to keep allied forces supplied in preparation for any Gallic incursions into the Omegas should Bretonia be unsuccessful in repelling the foreign invaders. To acquire raw resources for themselves and their allies at a much faster rate, the Volgograd Industrial Mining Division was activated. The Mining Division was charged with drawing upon the resources of the Omegas and returning them to either Coalition hands or the hands of their allies such as the Red Hessians to better fuel the revolution's efforts in preparation for facing the Gallic Threat.

Goals:

Primary Goals:
* To serve the people by building up the wealth of the Coalition '€“ this would increase the standard social credit allowance provided by the State for every citizen and improve the standards of living for all.
* To portray the Coalition as a stable, safe nation to the other peoples of Sirius. This would lead to an increase in immigration into Coalition space of high-skilled workers and serve as a political blow against the capitalist Houses.

Secondary Goals:
* To gather any intelligence which could be used by the Sirius Coalition Revolutionary Army, whenever the opportunity to gather such intelligence presents itself without jeopardising Volgograd Industrial'€™s reputation or business dealings.
* To monitor the activities of other corporations in Sirius.
* To establish profitable trade routes amongst the Coalition'€™s allies, making the alliances more stable and less likely to collapse. The most notable case of a collapsing alliance is the one between the Coalition and the Order.

Volgograd Industrial prefers to use as few different transports as possible '€“ the Coalition has yet to produce its own transport, and maintaining a large trader fleet composed of every different model ship in the galaxy would be extremely expensive.

Volgograd Industrial ships will never deliberately engage in combat '€“ any combat would be fought defensively and with the objective of escaping being the top priority. An exception to this would be if the Premier or another high-ranking official were to order Volgograd Industrial ships to perform a task other than their primary one, that being cargo transportation.

Recruitment:

Volgograd Industrial recruits from the SCRA member base primarily, however it also recruits those from outside SCRA membership as well provided the form is completed in an orderly fashion.. All applicants will have set guidelines to follow:

* Characters must be Coalition citizens. No recruiting people from the farthest reaches of space for Volgograd Industrial. Your character must be a citizen of the Coalition living on JiangXi or Volgograd.
* Applicants must prove their basic understanding of Coalition politics and what life is like within the Coalition. Examples of what applicants must know about include the New Economic Policy, Social Credit & the current Leader of the Coalition.
* Applicants must understand the Server Rules.
* Applicants must be able to role-play to a standard acceptable to whoever is managing your recruitment.
