LSF Intelligence Synopsis:

A normal, sheltered life on Erie marked the first fifteen years of a curious personality. Raised by his mother Eveline after his father passed away when he was five, Richard finished a PhD in Politicology at his 22nd birthday. His father, Janosz, had been a lieutenant in the Liberty Navy, and as such he had provided for his son to be selected for a special lottery for privileged upper middle class youths. The lottery was designed to acquire slightly more intelligent fighter pilots, who could eventually evolve into loyal leadership positions. Richard won the lottery, and was transported with four others to West Point in order to begin their flight training. Berkely was no natural, but good enough to get his wings. As a politicologist however, Richard had an immense aversion towards the oft ineffecient processes of the Naval hierarchy. He was, however, smart enough to realize the benefit of formal Navy training, and decided to play along as long as he could before formally retiring through several loopholes in the Navy code. His 'retirement' came with a complementary starflier and the ire of the Navy officers who had trained Richard. Those officers had not counted on one of their recruits both utterly ignoring their discipline-brainwashing, *and* formally one-upping them.

Berkely then set out to improve the lot of his family, as his mother and two sisters were rather dependent on Richard's salary to keep up their standard of living. Janosz Berkely's pension was drying up, and the Liberty Navy was suddenly rather unhelpful towards the Berkely family. Richard did what most independent pilots do in Pennsylvania; he harvested helium and sold it for a premium. On his way to Kusari with a fresh shipment, Richard was interdicted. For the first time in his life, he might actually need his combat training, but the pirate appeared to be something more.. an Outcast? Yes, but beyond that the pirate identified himself as 'Fozbuoy, prophet of Jiub'.

At first, Richard was confused and wanted to burn the lunatic out of the sky. But the 'Prophet' was on to something here. Not the religion; Berkely couldn't care less about people who needed 'spirituality' to make their lives fulfilling. No, what this man offered was an organisation that could appeal to masses of disenfranchised people, but even better; This 'Jiub' character could be pitched as a god of the hunt. And what, pray tell, are many pilots of many affiliations doing? They hunt. In space, granted, but the principle remains the same. Combine this basic spirituality with a plausible divinity and.. well.. copious amounts of Cardamine and there might just be a use for this crazy Prophet.

So, Richard did what he did best: He feigned interest and joined the Prophet's cardamine-riddled followers. Berkely hade some experience with the stuff; he was able to dose it just right to avoid catastrophically losing his mind under the influence. It was a genetic thing he supposed; although Richard would flip out and hallucinate just like the others, he was still able to fly straight under its influence. But cardamine is not a combat enhancer, and Berkely knew that most people would simply become addicted and lose themselves. Richard shrugged at this notion, and concluded that such addiction could also be twisted into an addiction to the 'church'.

The Brother Burke persona was born, and Richard started to preach in the Liberty systems, from his Firefly-class Transport. Soon enough, he started to attract refugees, addicts, and disgruntled pilots from across Liberty and Bretonia, and the church of Jiub now had a form of a cathedral ship in the Brother Burke. The Prophet and his Cardinal, a man known only as 'Maverick', started to cater to the convert's religious needs and kept them well supplied. As citizens of Malta, they had access to Cardamine, which Berkely wholly embraced as a 'divine' substance.

In recent months, the Church of Jiub has become more and more active, annoying the LPI, but especially the Liberty Rogues as they see their territory 'violated' by the churchmen asking for donations. The Prophet and Maverick had managed to seriously agitate the renowned warlord Moka of the rogues, calling him a false prophet and whatnot. Berkely had a fit when he heard about this, but was careful to conceal his motives from his nominal superiors in the church. Instead, there would be another plan. Richard knew what needed to be done. This damnable organization has a *lot* of financial potential, but beyond that, it allows Berkely to exercise his manipulative skills to their fullest extent.

**LSF Conclusion and Advisory**

In conclusion, if encountered, the dangerous terrorist known as 'Brother Burke' is to be arrested on sight. He has valuable intelligence concerning cardamine smuggling to select groups of disenfranchised Libertonians on Pittsburgh and Houston, as well as smaller 'cells' spread throughout Liberty. We also have speculative intelligence that Berkely will attempt to spread the church, and thus cardamine dependancy, into Bretonia proper. Thwarting that threat would be a major diplomatic boon for Liberty. Fortunately, the Rogues seem to have already targeted the Church of Jiub for termination; Moka seems to hate this Prophet so much that information about it has reached the Neural Net. We have deployed an agent to Pennsylvania to watch Burke's family to be used as leverage in the future. Liberty needs this one alive, people.
