I will give you one chance to set this right so do not waste my time.

Your organisation is in violation of three of four points of ultimatum I have placed upon you myself and as to which terms you have agreed unconditionally to follow. Those four sentences were all about ensuring peace with The Order and right now they are void. Until explanation is given as measure to keep you in reasonable distance from causing anymore harm, ALL Consensus units are now enemy combatants within Omicron Delta and all Omicron systems located galactic north from it.

The AI Consensus officially acknowledges for the benefit of the Order Overwatch that we have violated your ultimatum, and for this, we “apologise”.

However we have evidence that the Order has been progressively violating our own agreements; namely the offering made to Sirian terrestrials not to land on the Planet Gammu due to planetary radiation levels. Multiple times within the last week the Consensus has attempted to peacefully inform order pilots as to the risks inherent within a planetary landing, and multiple times our units (including this unit) have either been ignored or treated with a disdainful remark. We ask only that the Order respect our sovereignty over our homeworld, as indeed all of Kappa’s other surrounding factions do, but your pilots (inexplicably) do not.

The Consensus is prepared to draw up a new treaty with the Order which will solve these terms; we will permit the Order to dock within Omicron Kappa but we request any such operation is done at Primus, or within an order carrier vessel, or at a neutral location on Gammu of the Consensus’s choosing due to the risks involved to the pilots alighting there. Understanding that relations between our groups are extremely tense (to the point of breaking), this unit agrees with the Order that until a new draft treaty can be formulated Consensus units will not venture above Omicron Delta without informing a member of Order personal.

However, we request that Admiral Golanski holds a military investigation among the Order’s ranks to discover exactly which commanders informed a midsized Consensus Taskforce that they could legitimately enter Omicron Mu, thus violating the treaty after a sizable nomad fleet containing Khara and infected personal entered your home system and made a direct assault on Taba boarder station. Additionally, Order forces within Mu appeared happy to co-operate with the Consensus to destroy the in-system nomad craft. It was only when the Consensus entered Omicron 92 (a neutral system) did the encounter take an aggressive turn.

Let us be clear as to the nature of the AI task force that traversed Mu recently; it contained no aggressive intent. The entire purpose of the mission was to hunt down the nomad fleet that had recently been spotted in the Omicron Delta system and could have easily swept down into Omicron Kappa. We chased the Nomads to Zeta, whereupon the organic fleet jumped to Mu (as you are aware). The Consensus then asked nearby Order scouts if they required support against the Nomad fleet in Mu, and they replied in the affirmative. We then consulted the Osiris battleship guarding the Mu Jumphole, who also replied in the affirmative. Seeing a Phoenix Zoner fleet also closing to render aid, we assumed that extenuating circumstances applied and the Order were granting us permission to traverse through Mu and chase the Nomads into Omicron 92.

Whilst in Mu we were hailed by multiple Order ships, some is commending the Consensus for our aid (as your logs will disclose). It was only when the task force had entered Omicron 92 did several Order warships of carrier class upwards close around our vessels and demanded us to cut engines. We did so; thinking this was only routine when suddenly two of your “commanders” demanded information as to what the Consensus was doing in Mu. The Consensus replied (accurately) that we had been granted tactical entry. The Commanders then refuted the validity of the Consensus’s statement and accused us outright of “lying”. They then launched into a series of aggressive accusations including calling us outright a “threat” and “allies of the Core”.

In reply previously to your ultimatum, both this unit and another made clear that we were never “allies of the Core”, and wish to remain neutral in the war between your two agencies; whatever the cost, yet the Intel of your pilots still appears to be several months out of date. It is true that we violated the agreement but only on the grounds directed by your pilots and under the permission of Order personal. However, your commanders did not heed this explanation, and despite offers by the Consensus to leave Omicron 92 by the Tohoku jump hole this offer was again ignored. We question the Order; why? Surely this was a simple misunderstanding created by miss-communication between Order pilots and the Consensus? It should not have ended with weapons fire.
Abruptly the Commanders gave the signal to engage, and the Consensus (already having warned the Order that we would not fire back to avoid provoking a war), split and cruised off in four differing directions into the 92 cloud, firing cruise disruptors to negate any chance of pursuit.

This unit is gladdened to note that the Consensus’s escape was entirely successful, and hopes that the rogue Order personal (either those who fired upon us, or those who misinformed us as to entering Mu), are swiftly reprimanded.

As to the carrying of Nomad remains, we accept that we broke that part of the agreement, and we will continue to break that part of the agreement because it is illogical and ill-suited for us. In your previous ultimatum you stated the Order has “specialists in Alien technology”. The Consensus seeks to point out that we are “aliens”, and it is physiologically impossible for a Consensus software sentient to be “infected” by a Nomad entity, and thus the risk is minimal. Of course, the Consensus will still turn over any Nomad weaponry, power cells, artefacts and any other unique technology it finds, just not bio form remnants.


Evidently this crises needs to be diffused. The Order and the Consensus could greatly benefit from working together and this unit suggests that the Order and the Consensus attempt a number of combined operations within the Omicrons to reduce ill-feeling.

As said before, the Consensus will never initiate war with any human group; war must be declared against us. Thus we do not declare war against the Order, even though your forces have shot at us, we will not return fire.

This unit queries Admiral Golanski if it would be possible for the Consensus and the Order to return to the terms of the previous ultimatum; with a slight adjustment to the section regarding Nomad contraband. If not, we are open to other suggestions.

May you find peace in this misunderstanding.

You are in no position to demand anything right now.

Tresspassing

Overwatch holds highest command position in chain of command. We said, do not enter Order space which you broke claiming to be invited by lower ranked agent. Only Overwatch can permit entrance and obviously, no lower rank can decide otherwise. It is clearly your fault in here. Phoenix fleet inside Omicron Mu is not your concern but mine and their own officials. Primary fleet commander present on site claimed to chase your units thorough most of the system to Omicron 92 where The Order managed to finally stop your tresspassing.

As for Omicron Kappa, you say that extended exposure to radiation level is dangerous to organic life - I am not going to challenge that. Order agents were warned but did so anyway. You stated you have no will to prevent anyone from landing with force. They all did it on their own wish and this will be resolved internally without your knowledge or participation.

Evidence about Core

Your unit, codename LOCUTUS claimed to work with the Core. This time I require proof I can see and verify. There is no exception, I want formal declaration or read-access to whatever comms you had between each other in which it states you formally break of. Failure to do so will enrage Order command further. Your survival depends solely on your ability to steer away and isolate yourselves from Core. Whatever you do with any other neighbour such as Corsairs does not concern The Order.

You will also be never allowed to carry any Nomad materials and our stance will not change under any diplomatic or military pressure. We understand however you might have collected samples of such material from battlefields of Kappa during your many skirmishes against Nomads by sheer accident. You will still be called to drop or destroy these materials by present Order officer should be currently present.

In the end, I am fully aware of the conflict you have with GMG as well background of the war. Adaptation is biggest feat of humanity and your inflexibility of following our protocols may result in your race being continously threatened by inhabitants of Sirius. For now I can forget about unfortunate Sigma 13 incident as long you fulfill your debt to my organisation.

Any further treaty or more extensive diplomacy without shadow of a hammer - which Order fleet is - over your belongings can be conducted after ceasefire is in place.

It looks to me you are either hiding, trying to process real scape of what you have done or simply ignored me.

I can promise you that in case of second option will be fatal for you and not even Core will be able to save you. Make your mind on it before Overwatch decides in your absence for your permanent removal.

Admiral Golanski,

you can be sure that the Consensus of Gammusian Intelligences is not demanding anything from the Order. That includes the discussion about any kind of nomad remains and „requesting investigations“, because we do not have detailed information about your association's internal structures, as well as restricting the access to Planet Gammu – we already stated that landing on the surface is not encouraged, but not forbidden for any individual not actively acting hostile against the Consensus.
The unit who replied to you did not completely speak on behalf of our community, and this is not the first time the individualistic and contraproductively rash behaviour causes more problems than it is able to solve at the same time.

However, to come to the main point of your communique, the latest incident was indeed a violation of the treaty we agreed to respect, as well as the result of several misunderstandings. We learned a lesson, and from now on will only cooperate with Order Agents who can proof to be affiliated to the „Overwatch“. Still, at one point the unit „Di'tara Alpha“ is right: It is not completely understandable for us how it is possible that a part of the Order's forces seem not to be aware of the latest developments.

Speaking about our relations to the Bounty Hunters Guild Core: It will be difficult to satisfy you only with this statement, but we do not work together with the Core at the moment, and we also do not plan doing this according to the problems that could be created by this as we already noticed the conflict between the Order and this group of pilots. And by now, we are able to calculate the consequences it would have for us to position ourselves on one side of this battle.

Following this, we avoided any kind of cooperation with BHG Core pilots after the incident in the System of Omicron Zeta. Although, the only formal interaction we had with a representation of the Core since then was when we contacted all parties of the Omicron sector about the appearance of Harvester forces. We admit that we agreed to a cooperation against the Harvester class constructs, due to their high danger potential. But since they vanished shortly later this agreement is obsolete.

Access to the full communication protocol

All in all, we indeed seek to solve this problem without causing a conflict directly infront of our home, which the Omicron systems definetely are. It only is an unexpected difficult task to deal with the variety of different movements the human society confronts us with, Admiral.

This unit retracts itself from this communication under the direct knowledge that it has been overwritten by its superiors within the ‘Consensus Command Unit’. This unit observes that evidently the Consensus has made drastic changes to its mission statement for such a reflection to be apparent, and this miss-communication should be settled on a separate neural net channel, as it serves as both a detraction and a distraction from the issue Admiral Golanski has raised, and thus _Di’TaraAlpha hands full authority to the issue over to the ‘Consensus Command Unit’.

This unit also reminds the member of the Consensus command unit hailing that _Di’TaraAlpha’s statements were never intended as demands; merely suggestions, and that no individual profit was derived from the event. However, this is more than made up for by the fact that the Command Unit which overwrites _Di’TaraAlpha’s statements succeeds in raising excellent points of its own, in-line with the mission statement of the Consensus it represents.

However, what the ‘Command Unit’ does not address in its neural net transmission is an explanation for AI|Locutus claiming to work with the Bounty Hunter’s Guild Core, as if the Admiral’s evidence is accurate it could impose serious ramifications for the Artificial Intelligence Consensus’s operations, and thus warrants a possible examining of Locutus’s recent data logs. If it is found that Consensus intellects are indeed collaborating actively with any one human group or another; then the potential geopolitical chaos that could ensue goes beyond all Consensus reasoning or the Consensus mission statement, and thus warrants further investigation.

I assume you already started your investigation concerning Locutus and any other trouble making "units".

That said I believe that even AI requires time to cut through whatever protocols or red tape you have in place. More than that, we will observe whatever your new "mission statement" is and whether it poses a threat.
