I've always seen Hogosha as basically the Kusari equivalent of the Yakuza.

In japan, the Yakuza are ever present - the police and the government know what they do, and no one does anything, because the prevailing since is, as long as no one see's it, its not happening. Basically, as long as no illegal acts plainly point to the fact the Yakuza did it, then they can continue unabated.

Truth being, the Hogosha should be "pirating" everyone. From Kishiro, to all the inides, GMG, and anyone who enters kusari. But it should always be "subtle" - It should never seem like piracy, and it should never be so egregious as to force people away.

The whole "ask for 20mil a tradelane from the drop point" was absolutely ridiculous, and worse, was clearly griefing.

As for FA - they are a militia. The whole point being to stop synthpaste from put kusari farmers out of business.

However, I just saw something today that puts the whole FA out of business.

Synth Foods also owns several biodomes on Deshima Station. Not at all a favor. It's like Mexicans opening up an automobile factory in Grand Rapids, MI.

This is precisely my problem with this change. Hogosha are supposed to be the real hardcore kusari conservatives, (who in vanilla, pirated in kusari BTW) and now we are going to be seeing them only outside of kusari, as that is the only place they can pirate?! Madness!

No, they're a pirate/terrorist organization which is sometimes ignored by the KNF/KSP because a lot of people in Kusari agree with their cause. Like the Gaians, if they were more popular.

As far as Hogosha and not being able to be Yakuza-like...

So, they can smuggle, they can hunt down unlawfuls who intrude on their turf, they can ally with the lawful military and police forces of Kusari (presumably to take on a threat to Kusari), and they can pirate when well away from the prying eyes of lawful forces which may otherwise be duty-bound to report the piracy (i.e. outside Kusari house space). I really don't see them missing a whole lot, other than the ability to play policeman and/or Kusari pirate.

Here is a simple solution
If you want to pirate with Hogosha char put Pirate ID (ninja rep)
If you don't want to pirate leave a clean Hogosha ID
Make to player choice

I made a few little fixes in your comment. Altough that was 4.85. Now the Farmers Alliance is unlawful because the new Goverment is not Samura anymore but Kishiro. The Goals are almost the same though.

Just because they don't pirate in Kusari doesn't make it any less their turf, their territory. There's an old saying, "Don't sh** where you eat". And the Hogosha don't want outsiders sh***ing there either.
