Be smart enough to catch them outside of Kusari or have fun pirating in some other house?
Trust me I was discussing the looks of this ID, this is a very pleasant version of what was proposed. We were clearly said we can't expect pirating in Kusari anymore and to be honest I agree with it, even thou my preferred way would be dealing with KSP about us or any other indie pirating in house space there just isn't the manpower for it.
None of the semi-lawful factions (Unione Course, Junkers, Hogosha) are allowed to pirate within House space anymore (or at least not within THEIR House's space). If they did, then they wouldn't be semi-lawful, they'd be unlawful.
Hogosha were pirates in Kusari, now they are not (can 20k of Java station to Kyushu JH and 20k from Honshu JG to Gas Miner Naha (great)
They can not be ally with lawfuls but can protect traders (great)
Can hunt Junkers and Gallic Junkers (what is difference) in Kusari space (Jesus)
what is the point of this ID
The ID says they can't pirate in Kusari house space. I don't see a problem, as they can still pirate in four other houses. Hogosha have more freedom when it comes to piracy than their Junker counterparts.
Want to pirate as Hogosha? Sure. Just don't do it in Kusari. Why would you want to pirate in Kusari anyway when it's usually empty?

what is the point of this ID
If you really can't find anything what to do with that ID except mindless pirating in Kusari I am not sure I can help you, the only thing I see on that ID is a small hickup considering Kishiro should be in the except part.
