Apparantly not true as the french are coming in 4.85.
Either way: This could be an interesting rp story for the Corsair Elders and Outcast Dons to make up together. A story on how they became enemies, it could also be a good read.

Outcasts-> Shores of Iberian peninsula, western Mediterran islands(Balearic islands...), Italy, Adriatic coast (yus, Croatia, B&H, Montenegro, Slovenia...)
Corsairs-> Inner Iberian peninsula, southern and eastern Mediterran coast (with islands), Greece, shores of Palestine (yes, Tripoli a.k.a. Trebizond is there)...
I hope I've helped with this one... Oh and on a side note, I feel inspired for some epic event... It will be hard-core RP <strike>between</strike> with Corsairs and Outcasts and someone... Well, I won't spoil it for you.
