Bases aren't secret. We're not talking about criminal groups in a city, that the police can just clean out, we're talking about cities. The Houses (and everyone else) know where most every base, every planet, is. It doesn't make sense otherwise. BHG are often ex criminals, who join the BHG because its an easy way to make money, turning in their ex comrades, and are found most everywhere, places like 49 and Gamma and Malta and Minor, which are supposedly 'secret' and one would expect the guild to have extensive maps. These maps would get traded. Everyone's maps would get trades, and eventually, a criminal from Kusari would be trading the outcast block's maps to Bretonia (and the outcasts know where the corsairs are).

Brand new bases can stay secret, for a while. Gran Carinina was discovered, and colonized, in secret. But if anyone's watching a group the size of the zoners moving nearly a third of its population somewhere...you can't keep that secret. It cannot be done.


As for long range scanners, We've a couple ways to do things: Actual spies, Hackers, and base logs. Base logs, yes. Again, information gets traded. Who sold what where gets passed around so economists can predict the markets. It gets mentioned in the news, it gets videotaped, and then it gets shipped along the lanes as post and bulk data. For that matter, in Kusari, Bretonia has an active wing of privateers. BMM and Bowex Division 9 are active in the taus. The IMG? Not horribly mad at us, they'll probably sell their base records. Maybe even do it realtime.

Hemmed and hawwed over it for a bit, but we've an old fashioned way of catching smugglers. It worked for ma and pa and I imagine it'll work for us as well.
