Moving cargo across the Bretonian border into Tau space to Kusari is illegal, and will be treated as an act of war, making the transporter of said goods an enemy combatant. Approved Bretonian corporations supplying allied bases in the Tau systems are exempted from this provision.
IMG and Zoner ships may carry cargo through Bretonia and as far as their holdings in the Tau systems. IMG and Zoner ships found moving goods through the Taus into Kusari will be fined 5 million credits.
BAF and BPA pilots have the right to demand the destination of the traders and confirm it via intel. Traders found to be trading with Kusari must drop their cargo or sell it at Bretonian bases. Traders found to have lied about their destination will be treated as enemies of the Crown.
That is all.

Trader's Answer "No" = warn him again, then pew pew. Trader Complies, say "Thank You"
Third Example
Trader : "I'm hauling this Lux Food to Gallia (or supplies to Malta or whatever)"
BAF/BPA : "Very well sir, carry on."
Trader in fact is seen to go to Kusari, then report the trader in the message dump.

And yeah, we want to make it less stressful for people to trade "up North" with Gallia and the OC, etc. Just not Kusari.

And the only other option is to say no trade north of Leeds by non-Bretonian traders, period. And no one wants that.

But, as long as I can still trade to gallia, I'll ignore the rest for now. I cant even go into kusari with my junker anymore so it's not a big deal for me.
