On consideration of your request to expand DHC-Aluminium-Giesserei, and following an on-site inspection of the proposed construction area by Heereslogistikamt personnel, the proposed location and nature of the work is considered acceptable. Our Kollegen of the Rheinland Bundespolizei have confirmed receipt of your fee, and will see it transfered to the appropriate authorities.

Therefore, your Permit for the construction of DHC-Aluminium-Storage is APPROVED; you may begin construction at the site, subject to all usual Laws and Regulations. In particular I call your attention to:

• §3.2. The affiliation of the station administrator has to be hostile to the Rheinland unlawful groups.
  
• §8.1. The station administrators have to ensure that official law-enforcement authorities ([RM] and BDM|) have docking rights all the time.
  
• §8.2. The station administrators have to ensure that trading on the base is not in any violation of the Rheinland laws including not supporting any illegal, criminal or terrorist groups or individuals.
  
• §8.3. Construction of weapon platforms must be approved by at least one of official law-enforcement authorities ([RM] or BDM|) before construction begins.
  
• §8.4. Construction of manufacturing facilities which produce cloaking devices, hyperspace jump drives or hyperspace survey modules must be approved by at least one of official law-enforcement authorities ([RM] or BDM|) before construction begins. Law-enforcement authority has right to specify conditions for distribution or sale of manufactured equipment which must be adhered.

Further expansion or construction beyond the limitations of this Permit will require further registration and authorisation.

On consideration of your request to begin construction of Trade Center Lubeck in Saigon Orbit, and finding it in accordance with the objectives of the Kriegsfuhrungsplan Kusari, proposed location and nature of the work is considered acceptable. As this station is contracted under the Entwicklungsprogramme NP, the usual registration is indeed waived - on the provisions stipulated within the original contract. That is to say, providing a minimum of 3 defensive installations are constructed within a reasonable timeframe, the fee is waived.

Therefore, your Permit for the construction of Trade Center Lubeck is APPROVED; you may begin construction at the site, subject to all usual Laws and Regulations.

In addition, you are hereby granted the relevant Permits for the upgrading of the station, and the construction of up to 3 weapon platforms. Further expansion or construction beyond the limitations of this Permit will require further registration and authorisation.

On consideration of your request to begin construction of one (1) additional weapons platform at the Handelsdepot facility, and in recognition of the increased risks that come to all traders during times of war, the Oberkommando therefore has accepted your request, and your request is: APPROVED; you may begin construction at the site, subject to all usual Laws and Regulations.

Therefore, Handelsdepot is permitted up to three (3) Weapon Platforms in association with that facility.

On consideration of your request to begin construction the aforementioned facilities, and full review of the Classified documents you have submitted to the Oberkommando, we APPROVE your request. Furthermore, your requests for additional permits are both GRANTED. We remind you, however, that the Contract must be upheld in every detail - any failure to do so will not be tolerated, and may lead to a revision of provided permits.
