The scrap metal field in Omicron Gamma is turned off, so that would be a moot point. Junkers can be neutral to Sairs, but the Sair NPC will demand to drop scrap on occasion. Closest scrapfield active to Omicron Gamma is the scrapfield in New Berlin.

Correct. Stokes field is active. But do be aware that Kusari patrols won't be very happy with non-Samuran mining there.

Looking at the Mineable Commodities in the Wiki I noticed that some bonuses are set to "None" and others are set to "x1", what's the difference?

"None" means everyone gets the default *0.5 modifier while mining it. *1 means those specific factions get a mild bonus to it.
