Players are meant to fill that void, not NPCs. You log it to see players, not to see NPCs.

NPCs don't spawn in other systems when players are not around in said system(s).

the amount of systems is irrelevant to the issue at hand

that was a choice made by the developers and should not be accounted for when the issue of npcs in populated systems is presented

Reduce the amount of NPC's too. They spawn to often and eat server performance.

Good luck trying to pirate anywhere near a populated system. Sit still for 2 seconds and 3 police/navy NPCs have dropped your shield to nill

I don't understand why it should be "interesting" to get killed by swarms of NPC's in the middle of a RP interaction. This is a RP server. And since you can't RP or interact with NPC's somehow, they should be kept weak and in low numbers. (Only exception: Infront of capital planets).
