My name is Charles Xanthias, an Administrator for the group you know as Legion. It took some time to process several plans for your group as well as others, which is why this transmission may seem as if it came out of nowhere.

Several days back, perhaps you can recall an engagement within Puerto Rico, specifically a base under your own banner, La Fortaleza. Well I'd like to open up on that offer, it might seem a bit direct but at least it'll get us off at a start. But before anything, I'll give you an insider on what Legion exactly is. We're a group -even corporation- of people working closely with and for, technology.
