The brave men and women of the Liberty Police, Inc. are the only ones standing between honest Libertonian citizens and chaos. In a House like Liberty, it takes more than a government police force to keep order - it takes a multi-level, far-reaching, privately-owned, well-connected organization with an enormous budget, tough cops, smart detectives and a Commissioner who won't be bullied by the corporations and the organized crime. Liberty Police is such an organization: one that keeps its citizens safe and the crime levels down.

The Liberty Police, Inc. is responsible for enforcing the law throughout the sprawling republic - namely the systems New York, Alaska, California, Colorado, Ontario, Pennsylvania, Texas, Virginia.. The officers of the LPI must deal with everything: gang warfare, riots, organized crime and corruption. And all to often, armies of corporate lawyers see to it that even the LPI's best efforts result in no more than a slap on the wrist.


Timeline

1 A.S.
The Liberty Peacekeepers are formed to help maintain the peace and provide assistance those in need. The Liberty Peacekeepers were a combination of Police and Rescue and Assistance squads.

10 A.S.
Liberty Police Department founded.

16 A.S.
Liberty Police Department's space arm is founded.

653 A.S.
Liberty Police Inc. takes over control of the old government-funded Liberty Police Department.

800 to 801 A.S.
Liberty Police Inc. participates in the Nomad war.

815 A.S.
"The Great Shake Out", as it was known, rids the LPI of dozens of incompetent and corrupt officers. This is after a year of investigations led and supervised by Chief of Police Matt Myers.

815 A.S.
Chief Of Police Matt Myers retires and moves to Curacao.

816 A.S.
Chief Of Police Roger Williams dies in an Assassination Plot.

816 A.S.
Matt Myers is brought back as Chief of Police.

816 A.S.
Terrorist attack on Fort Bush kills 150 officers. Leads to the largest manhunt in all of the LPI's history. It was discovered that the bomb parts used in the bombing were Rheinlandic in origin. Liberties President Powell lays blame for the bombing at Rheinland's feet.

817 A.S.
War is declared on Rheinland. The LPI distinguishes itself by assisting the Liberty Navy and Liberty Security Forces in several battles in the opening of the war that turn out to be complete losses for Rheinland.

818 A.S.
Failed assassination attempt is made upon Matt Myers. By a miracle, he survives.

818 A.S.
Matt Myers sells his shares to the IND and retires, Hull O'Brian is made Chief of Police.

821 A.S.
Unrest begins to spread within the LPI's higher ranks as Hull O'Brian still hasn't showed up to his office after three years. Some say that he has been observed enjoying life alongside Mr. Myers at Planet Gran Canaria, but these rumors are as of yet unconfirmed. Due to his prolonged disappearance the LPI Board of Directors meets and promotes Jonas Valent to Chief of Police.

822 A.S.
Jonas Valent steps down from the position and J.D. Masket is promoted to Chief.

822 A.S.
Chief Masket finds out about his roots and is now known as Zenon. After accused of being involved with artifact smuggling but with no real evidence, he decides to step down for the greater good and passes the Chief torch onto Jax Rogers.

824 A.S.
The position of Chief is moved between several people - Patricia Lyons, Mariko Mori, Morten Hellberg and finally Chun-Mai Dawn. Dawn conducts a significant restructuring in the Liberty Police.

826 A.S.
Commissioner Patricia Lyons retires and Jean Holiday is appointed the new Chief of Police. She has started to restructure the Liberty Police in her image.

828 A.S.
Chief of Police Jean Holiday retires and Nick Harrison is appointed the new Chief of Police. A few months afterwards, Harrison appoints Otonashi Yuzuru as the Chief of Police who later on passes his position to ex-Deputy Chief Isla Nazumaki.

The ranks of the Chief of Police and Deputy Chief are renamed to Commissioner and Assistant Commissioner respectively and vast changes are made to the ranking structure of the LPI along with it's departments, fleet and precincts.

The former independent squad previously named "Liberty Vice" gets absorbed into the ranks of the Liberty Police, Inc.

High Command

Commissioner - [C]
The Commissioner is the leader of all LPI officers and her work is focused on the organizational and administrative part of the LPI. Commissioner Isla Nazumaki is the current head of the Liberty Police, working diligently to ensure security and safety of all Libertonians. In addition to being the ultimate authority within the LPI, the Commissioner is also its public face. Every day is a new battle to reconcile the realities of the LPI's workforce with the expectations of the government, the corporations, special interest groups, the public and the LPI itself.

Assistant Commissioner - [AC]
The Assistant Commissioner serves as the Commissioner's right hand, tending to the special tasks and projects, and has to be able to complete the duties of the Commissioner should the need arise. The Assistant Commissioner is not considering to be under the rank of Commissioner as their duties are the exact same.

Can own personal ships up to the size of a battlecruiser, transports included. Can access all vessels of the shared fleet.

Detective Commissioner - [DC] [Rank is only applicable for officers that are part of the Investigative Department]
The Detective Commissioner serves as the lead of the Investigative department and is a rank equal to that of the Inspector. Detective Commissioners have full authority over their department and they report to the Commissioner, directly cooperating with her at all times.

Mid Command

Marshal - [Mar]
The head of a single LPI precinct, with only one being allowed per precinct/system. Has authority over all lower ranking officers, though will generally only operate in their own system.

Sherriff - [Sr]
What Assistant Commissioner is to the Commissioner. With only one being allowed per precinct/system as well, a Sherriff has the same responsibilities as the Marshal in command of the precinct and is expected to be able to fully run the place without the latter's help.

Deputy Sherriff - [DSr]
The Deputy Sherriff is a Sherriff-in-training. A Deputy Sherriff on a precinct/system which does not have any active Marshal is overseen by High Command and immediately promoted to the rank of Marshal when a promotion is in order. Otherwise, they are overseen by their precinct's Marshal and are promoted to the rank of Sherriff when deemed worthy of the promotion.

Low Command

Detective Captain - [DCpt] [Rank is only applicable for officers that are part of the Investigative Department]
The Detective Captain is the highest non-High Command rank that members of the Investigative department can reach. Similar to its Captain counterpart, acquiring this rank comes with great understanding of the work involved in the Investigative department. Only the finest of Detectives make it to this rank, and only the best of the best make it above this rank.

Captain - [Cpt]
The Captain is the highest non-High Command rank that members of the LPI can reach. Acquiring this rank comes with great understanding of most ships available to LPI's arsenal.

Detective Lieutenant - [DLt] [Rank is only applicable for officers that are part of the Investigative Department]
Similarly to its Lieutenant counterpart, the Detective Lieutenant rank serves as the middle ground between Detective Sergeants and Detective Captains. Those with this rank are expected to show the ability to fulfill the duties of a Detective Captain in order to be promoted to that rank.

Can own personal ships up to the size of a cruiser, transports included. Can access up to battlecruiser-sized shared vessels, including any transports.

Lieutenant - [Lt]
The rank of the Lieutenant is the middle rank of the Supervisors and serves as an introductory rank to members of the LPI wishing to acquire the rank of Captain and climb higher up in the ranks.

Can own personal ships up to the size of a cruiser, transports included. Can access up to battlecruiser-sized shared vessels, including any transports.

Detective Sergeant - [DSgt] [Rank is only applicable for officers that are part of the Investigative Department]
Detectives who have proven themselves to be capable in the investigative department are promoted to the Detective Sergeant rank. This rank consists of the expert Detectives and it is not a mandatory rank for normal officers who go through the rank of Sergeant. Detective Sergeants can be promoted to Lieutenant, leaving the investigative branch, should they choose to do so.

Sergeant - [Sgt]
The lowest rank of Supervisors, the middle-command of the LPI.

Officers

Detective - [Det] [Rank is only applicable for officers that are part of the Investigative Department]
The Detectives are members of the LPI who have chosen the investigative department and wish to partake in various forms of intelligence gathering work. The rank of Detective is similar in power to the rank of Corporal and is not a mandatory rank to go through. Officers go through the rank of Detective only if they wish to enter the investigative department after their promotion from Police Officer.

Corporal - [Cpl]
The Corporals make up the lower command of the Liberty Police Incorporated. They are trusted to work alone and have supervisory authority over all ranks below them.

Police Officer - [PO]
The regular ranks of the LPI, with no supervisory authority or power.

Police Cadet - [Cdt]
The lowest rank of the LPI.

Can own personal ships up to the size of snubcraft. Can access up to snubcraft-sized shared vessels.

Recruit - [R]
The lowest of the low, these flatfoots are required to prove themselves by completing certain menial tasks, logging time in space, and other things as well as passing a written exam. They are not considered ranking officers, nor are they considered members of the Liberty Police, Inc.

Can own a limited amount of snubcraft. Has no access to the shared fleet.


Fleet

The Liberty Police Incorporated has received a further boost in it's fleet of shared vessels within our ranks, as per the recent changes in leadership. Our new fleet of shared vessels consists of various ships that are designed and outfitted to fill any role that the LPI is needed to cover, from prisoner or good transportation, to handling Outcast or Insurgency capital-sized threats.

Departments

There are several departments within the LPI. Traditionally, officers have only been assigned to one of the departments at a time, however with the recent rise in crimes committed within Liberty more flexibility was needed. As such, it was seen fit to assign an officer as a department head for each of the five departments in order to relieve some work from the Commissioner, who's job would be to now oversee the department heads. Additionally, officers can now be part of more than one department.

Blackwatch, BW- designator
The Blackwatch is the department responsible in administering large operations that involve the LPI's Blackwatch fleet and is expected to directly cooperate with the First, Fifth and Forty-Sixth Liberty Navy Fleets. Joining the department is not possible. Officers at or above the rank of Lieutenant are given access to various assets of the Blackwatch fleet.

Any officer commanding a Blackwatch fleet vessel is considered a member of the Blackwatch department for the time of commanding the vessel.

SWAT, SWAT- designator
The SWAT is a unique department within the ranks of the Liberty Police Incorporated consisting of operatives that are selected, trained, equipped and assigned to resolve critical incidents involving a threat to public safety which would otherwise exceed the capabilities of traditional law enforcement first responders and/or investigative units. Their knowledge ranges from combat to diplomacy and they are expected to be able to handle any situation they might come across. For the above reasons, the SWAT department is unreachable through normal recruiting procedures - instead, worthy officers are chosen by High Command itself to enter trials which upon completing will grant them the status of 'operative' within the department. Due to the absurdly high expectations, it is possible for an officer to be granted the status of operative through excellence in one field, rather than multiple, but all operatives are expected to only operate on the field(s) they were selected for.

Officers that become part of the SWAT department will receive a unique codename upon introduction to said department and they will not be allowed to participate in other departments.

Any information regarding the operatives within the SWAT department - including but not limited to their name, age and rank - will be strictly classified and any reference to them will be considered an act of treason, including between communications of different operatives within the department. Exclusions to this may only be made on High Command's direct approval.

Rangers, -R designator
The Rangers is a department specializing in snubcraft combat and consists of pilots that are considered aces in their crafts, able to come on top of odds that would normally be deemed impossible. The Rangers department is open to all officers to join and it has no rank system of it's own. Rangers are often former military officers.

All officers above or at the rank of Police Officer can join the Rangers. Those that are part of the Rangers are required to keep a -R indicator near their normal rank. Examples are; LPI-Nick.Mathews[Det-R] or LPI-Nick.Mathews[PO-R].

The slogan for the Rangers school (coined by the Texas Rangers of old) is 'One riot, One Ranger.'

Needless to say, the Rangers along with the SWAT are the two hardest departments for an officer to enter.

PRISM, PRISM- designator
The LPI's Capital Division "PRISM" is the department which handles the proper and effective usage of all capital ships belonging to the LPI's fleet and personally owned by various officers. The department does not have a rank system of it's own, nor does it have a requirement of joining. Any officer who owns a capital ship along with any officer commanding a capital ship from the LPI shared fleet is automatically part of the department.

Investigative
The Investigative is the department responsible for proper and effective analysis of intelligence data gathered by the LPI. Officers choosing that department go through the ranks of Detective and Detective Sergeant and are then given the choice to either be promoted into Lieutenant and out of the Investigative department, or remain as Detective Sergeant.

Vice, Vice. designator
The Vice department consists of officers that have no interest in killing or harming criminals outside of their factories. To their eyes, Rogues, Xenos and others are vital suppliers of profits and money. They prefer to issue fines, using any extent of the law to force people to pay them. Vice seek to grab money even out of Governmental agencies by letting them handle arrest while requesting money from them in order to house the prisoners on LPI's factories. The Vice department has it's own Recruitment and Information pages and is expected to work independently from the rest of the LPI, having their own ranking structure and their own report channels. That being said, the Vice department's functions are still under the Commissioner's jurisdiction.

Logistics, LGX- designator
The Logistics department is the one responsible for the flow of goods, and prisoners, within the LPI. Members automatically gain access to LPI's logistics vessels, at the rank of Police Officer and are able to fly ships belonging to the Logistics department from that point onwards. The Logistics department does not have a ranking system of it's own or a requirement for joining.


Precincts

Precincts are specific territorial areas of operations for the Police. Officers are expected to operate in the area belonging to the precincts they are assigned to, however operations outside of it are not forbidden.

New York Precinct - NYP
The main bases are Planet Manhattan and Fort Bush. New York is the capital system of Liberty and by far the most patrolled, seeing significant pirate activity from all criminal organizations operating in Liberty as well as many smugglers. The NYP covers the systems New York, California, Colorado, Texas and Pennsylvania.

California Precinct - CP
The main base is Planet Los Angeles. The San Diego Border Station was home to the California Precinct until its destruction by the Gallic Navy, a matter that belongs to the past after the Border Stations rebuilding was complete. California Precinct also dispatches patrols into the Liberty-controlled parts of Magellan and Cortez systems. The CP covers the systems of California, Cortez, Magellan, Ontario, Pennsylvania and New York.

Texas Precinct - TP
The main base is Planet Houston. The LPI prisons Huntsville and Sugarland are in this system. Veteran officers are assigned here to ensure the safety and security of our prisons. The TP covers the systems Texas, Virginia, Bering, Hudson, Kansas and New York.

Colorado Precinct - CP
The main bases are Planet Denver and One Police Plaza. Colorado is home to the Denver Research Institute as well as Pueblo - one of the main Ageira manufacturing plants. Colorado also houses the Police training facility at Battleship McNeil Island and the highest security prison in Liberty - Attica Supermax. The CP covers the systems Colorado, Kepler, Galileo, Ontario and New York.

Pennsylvania Precinct - PP
The main bases are Planet Erie and Philadelphia Station. Pennsylvania is a frequent target of raids by the Rogues and Xenos against the mining operations in the Ralston Ice Fields. The PP covers the systems Pennsylvania, Kansas, California and New York.
