⧫ The Order and Order Overwatch are added to entities considered neutral by the National Council of Malta under §1.3 of the Constitution of Interstellar Law. Order manufactured equipment is deregulated, now legal to be used by Order and Overwatch personnel. Order and Overwatch capital vessels are not permitted in the systems of Omicron Alpha, Tau, Phi and north of the armistice line in Omicron Beta, which is the stellar north of the system with Ruiz marking the middle. Order and Overwatch personnel are forbidden still from approaching the wreck of the sleeper ship Hispania, the graveyard in the Siniestre Cloud and the entire system of Omicron Phi.

⧫ Kemwer munitions are deregulated, now legal to be transported by anyone. However, due to the unknown nature of the weaponry, a ten click distance to any Outcast solar is enforced. In return, the Overwatch lifted its regulartion on Cardamine. In turn, Cardamine will not be allowed on Order solars.

⧫ The National Council of Malta pledges itself to the fight against religious zealotry and ruinous movements who wish to conspirate with the aliens against the good of Malta. To that extend, the National Council of Malta has reviewed its laws on the topic of religion and has ordained that only Christianity shall be legally protected under the law. Furthermore, the National Council of Malta will undergo perpetual efforts to keep alien infiltrators out of its reigns. As long as these individuals surrender to us, they may expect no harm to come to them.
