• Can engage pirates, terrorists and lawfuls within their Zone of Influence,
• Can demand credits or cargo from traders and unallied smugglers or factions,
• Can trade and escort smugglers,
• Can fulfill bounty contracts,
• Can land at the OSC Luxury Liner Hawaii,
• Cannot ally with any lawfuls except with Cryer and Kusari lawfuls against the Outcasts and their allies,
• Cannot attack Orbital Spa and Cruise vessels in Sigma-19.

Allowed ships: Fighters, Freighters, Transports, Prison Liner and Slave Liner, Gunboats.
