Gentleman today I come before you with regards from the Blood Dragons and my family Kijima! So lets go straight to business. I have scouted the Tau 44 on the orders of my superiors and found that Borneo is somewhat a desolate place with chances of being populated once again. Minato Harbor is outside standing watch on the planet, so as I have spoken to both of you in the past I have come before you again to make an agreement with these three parties. The Kijima family would initiate the operation “Atarashī ie” and with that said I am going to explain the further course of the operation.

Basic idea behind it is to rebuild the settlement on the planet Borneo. Professor Nerva has already agreed on helping us in this operation with his technology and a professional approach. So the operation will start as soon as you agree to these terms and write down the goods you acquire. As we already agreed we will split the settlement on the basis of 30:70 percent in the favor of the Cryter Republic. I am offering that we split the cost into 50:50 percent ratio and since there will be population of Kusari we are offering and in the slight hint demanding to have a respectable force stationed there to help us provide the sense of security to our people. Of course you will hold jurisdiction over the planet and military force shall be under your command, but we would feel much comfortable if you could grant us this wish. With that said we would offer you 2 Kusari gunboats and 2 snubs to ease your law keeping and to ensure there is no civil unrest from the Kusari side.

Directly to Mr. Aeryn Condor, I would appreciate if you could respond as soon as you can, for I would immediately inform my Daimyo that the agreement have been achieved and I would start bringing the necessary materials and labor force on the station so that we could ensure that the work is being laid as fast as possible. And if you don’t mind I would make my presence known to you from this day until its finalization, so that I can supervision the work and of course provide any help needed.

Professor Nerva Regis, I cannot express my gratitude enough to you for taking participation in this operation and I will do my best in my and in the name of my Family to make your staying comfortable, and of course to help you develop your technology even more if possible. And of course I have that sake from the last time we met, I am safekeeping it so that we can celebrate the finalization of the work and our new bond.

My friend, first I would like to thank you and your family for the hospitality you have shown me every time I came to Kusari. It is very rare that I find friends who are willing to take me in their own house and treat me like a member of their family. Domo arigatou gozaimasu.

Mr. Aeryn Condor, although we have not yet had the pleasure of meeting each other, I am sure that anyone who is a friend of the Kijima family shall be a good friend of mine.

Regarding the matter at hand, although the task of rebuilding an entire settlement is not a simple feat to pull through, I am confident that together will shall find a way to make it become reality. I have already started working on some plans for self-sustained settlement.

I have done something similar on Planet Gran Canaria ( details here ) for the Omicron Orphan Initiative. That was planned by myself, and several small teams that I hired on Canaria; the project is still expanding as we talk.

Using the combined resources of the Kijima Clan and Cryter Republic will surely hasten the process of rebuilding the settlements, and, of course will give me opportunity to develop new technologies and improve existing ones.

Watashi no namae wa Aeryn Condor desu, hajimemashite ? I do hope that I didn't butchered Kusarian language, but I got this from a Kusarian living with us on Yuma. How are you Prof. Nerva Regis?

I am Aeryn Condor, Governor of Tau 44. It is very good to hear from the Dragons after all. Since we are here in the interest of business we should proceed accordingly.

I will begin by telling you about Borneo. The planet was discovered and deemed habitable by our people when we started to settle the system. During the years we established several settlements throughout the surface that provided us with much needed space for our population. That is until the Gauls came and you know that we were forced to evacuate, leaving behind some of our units to fight a desperate battle and some of our civilians who were slaughtered by the Gallic forces. Now, we have the system back and we look to bring life into it but the Gauls didn't make that easy, they didn't attended to any of our settlements and now most of them are in ruin.

What I can do for the Dragons is to allow you to share some of our settlements with us, but there are some things that we need to discuss further. For example, we are more then happy and we would welcome any civilian that wish to settle on the planet but while they are in Crayter space they need to obey Crayterian laws and rules. Also, our Immigration Office would ensure each individual a Visa for the duration of the staying, do not worry, we do not have a time limit but is part of the system. As well, by receiving the said Visa they become Crayterian Residents, note please the Resident status, thus allowing them to keep the Dragon citizenship, if you have one like that.Another point to consider is that while they are Residents, the said visa can be retracted IF the resident in cause is breaking the law.

Now we discussed about the ratio of people. I had some second thoughts and I think that would make it a bit racist and I am not really ok with it. Let's just agree on something else. We will go on by the settlements, as many of your people want to live in a settlement, they can choose to be there. Note that at this stage I am not talking about a planetary percentage but settlement percentage. The Industry and Economy around the said settlements may vary and be based on what is needed. I hope that access on the goods produced between the Crayterian settlements and any factory build under your tutelage will be open.

Security wise, this is a bit of a problem. As you know, the Crayter Republic is having it's own Police force plus our AIT troops and they are the ones assuring the safety of our citizens. We usually trust our people and our patrols but since we discuss about a possible predominant Dragon settlement on the planet, I , as a Governor, am willing to get this compromise: the patrols should be mixed, half Crayterian Security Force, half Dragon. I do hope that you see the wisdom in my plan which would operate on the Cratyerian Codex of laws. If necessary, a Local Addentum on the Codex may be done to cover the Dragons also.

As for your offer of a fighter wing and a pair of Gunboats, that I am afraid that it have to be discussed with the Local Fleet Commander, Fleet Admiral Richards and the Government, which may take a day or two.

Now, the Location I have in mind is the tropical small continent of Palgranium, where we have around 13 settlements scattered and must say that they may need some attention before the first colonists come. A survey is a must and if Profesor Nerva wants to join our 53rd team, she is more then welcome to come.

Profesor, I am curious, what you know about us, the Crayterians? Do you wish to explore more about the complicated society and culture that we developed over the decades?

Yoi tsuitachi to watashi no sonkei to you my friends. First I will thank you professor for your provided building plans of the settlement that you have made. I am sure that Mister Condor will be pleased to see how that developed and I believe that the officials of the Cryter Republic would be grateful if you were the one preforming the work on the settlements.

Now Mister Condor, I must say that I am satisfied with the recommendation you just made, about Visa and Resident status, however may I inquire the assurance that your Secret Services or similar military or civilian structures wont use such means in their own purposes? I am sorry if you find me lacking the faith in you or your people, but it is better to be cautious and ask ahead then find it later to be a huge mistake on your behalf. So I would need to ask you of some guarantee that our citizens wont be branded to put it bluntly and that they will receive the same liberties and rights as the citizens of the Cryter Republic. On the other hand concerning the laws, I agree completely with those terms, and under such circumstances I would require the notification of said crimes and I would like that such prisoners should be delivered to the Blood Dragons and charged and sentenced to prison under our rule, so that you don't have to put up with such ignorant behavior from some foreigners. If that is agreeable from your side. For those purposes Blood Dragons would provide transport and escort ships.

As far as we talk about the population of the settlements I agree with your suggestion and as far the production facilities are concerned and built by Dragons on the planet you will be granted full police and military access to them, you are granted control over the quality and quantity of the goods and also it will be a open market so anyone from the Cryter Republic will be able to buy anything they want of it.

I am a bit iffy about it, but I will agree on the compromise you are offering. I will personally with directions from my Daimyo form a task force which will be sent to the planet to be a part of the said patrols. I will personally supervise their conduct and they will be obliged to perform their duty under your laws! Any disobedience will be swiftly punished and it wont be tolerated. Now when we talk about the settlements I have stumbled upon some blueprints we have used in the past and had them remade. They are remodeled so I would ask you if you could have a look at them and tell me what do you think about them. Also this includes Professor Regis since this is his area of expertise. Professor you are also free to make any changes to them and discuss them with Mister Condor in order to achieve the best possible solutions to overcome these problems we face today.

It's nice to finally meet you, Governor Aeryn Condor, I was currently studying all the info that I managed to find about Borneo. Unfortunately, it is really old, thus I would gladly accept your invitation to take part in the survey. I do not know a lot about Cryterians, what I know is, and do correct me if I wrong, that you are friends with Dr.Holiday. He is a dear friend of mine, we often meet to talk about humanitarian projects. Also, in the near future, he will be helping me to implement some new medical equipment that I have developed.

But enough about myself, let's get back to business.
*he looks again over the plans that Momoshiki send him* Yes, yes this might work, although I cannot be sure only after we have managed to finish our surveys.

Nevertheless, we have to start from somewhere. What I would suggest, if you would allow me, of course. *both Momoshiki and Aeryn nod in agreement*.

I was thinking that we should start with building self-suficient settlements. They are smaller, it is true, but in this case they would fit much better. This will be only a temporary situation; we must be realistic, even with our technology we will need a lot of time to rebuild.

From my point of view we have two solutions, their implementation heavily depends on the result of the survey.
1. We rebuilt the settlements using the remaining buildings as a.... framework, a skeleton should you wish to call it as such.
Pros: It will be much faster. Cons: We do not know how damaged the buildings are.

2. We start anew. We clear all the debris and we rebuild. First we shall build one high-tech self-sustained village in each site. This village will act as our corner stone for the new settlement. They will evolve with the people, in time... they will expand according to necessities.

I am pretty happy with what the Dragons are proposing and I am looking that we have a chance to put aside all the past wars between the Dragons and the Republic, wars that managed to create a drift between our people.

For the Visa and Residence Status, I must say to you that they offer you the same liberties as any Crayterian Citizen and Resident and they will have the same access to Social Services as any Crayterian, but there are some differences between Resident and Citizen which apply to all. This can be showed later on if you are interested. As for those that broke the Law, they can be shipped to any Dragon installation, if you wish. For the mixed patrols, we still think that a split patrol force on Borneo and about the space patrol, that still have to be approved by the Fleet Admiral Richards, which I can add him to this comm next time.

Doctor Nerva, I will assign a 53rd unit under the command of Richard Dean to help you survey Palgranium, they will be stationed on the Gemini Colony on Borneo.

As soon as possible. The sooner we have the survey data, the faster we can start planning our next move.
I would like to come with my Unity "Nephilim class", as it holds most of my equipment. Thus, I would like to ask for permission before I arrive to Tau-33.

If granted, I shall have to jump Kusarian Space. In order to do that I need approval from the Shogun. this is where my nice medal from Kijima will help hasten the paperwork.

Once Unity arrives there, I will be escorted by my dragon friends to Tau-44.

Yoi tsuitachi yoi shinshi. I have come before you once more to tell you that our agreement is hereby concluded. I have obtained a permission from our esteemed Shogun for professors vessel, and he may travel throughout the Kusary space with some restrictions I am afraid. Tohoku and Nagano are to be traveled through only with a Blood Dragons escort, and system of Chugoku is off limits, except in critical situations. So we have Tau 44 covered with this. I will supply you with the jump coordinates once I have established a final accord with my Daimyo.

Now to Mr. Condor, we are glad that you have explained your way of the accord with such details. We will await for Mr. Dean to join us in this communication and hand us over his suggestions and demands in terms of the patrols and security. At this moment I can assure you that we agree on terms you have set, and we will gladly start to prepare to this operation, if you agree to it.

You are clear to enter Tau 44 space, however a direct jump would not be advisable since the system is full of wrecks. I asked the 53rd to send mr. Dean and he will come in 4 days time to Tau 44.
