Also, remove practically all anti-fighter capabilities for capitals (not gunboats or light cruisers).
Increase DPS to 3x what it currently is, and adjust RoF for guns to 1.0 (if RoF is 2.0 then damage is 6.0x is 0.5x change)
Massive shield buff

Damage increase to LF, HF, VHF

Also cloaking for LF, HF pl0x?
maybe energy based missles and/or mines?
Please remove any weapon from NPC capital ships outside of guard systems with greater than 2300 range - Light Mortar, Light Trebuchet, Cruiser Pulse, any missiles, and most Battleship Turrets.

NPCs should not be able to shoot you before they're on your scanners.

^ THIS... it's rather important, but I don't think removing the weaponry is the answer, as they can still be rather useful inside the 2K range against Player caps...

My suggestion would be to limit the NPC targetting range to 2K, so if you can't see the NPC it won't shoot you...
