You can still write the story and have indies at the same time. Indies don't really influence the course of a faction. If you really 'loved' the idea, it would've happened a long time ago. The issue is power, everyone wants a piece of power on this server. The HF have always wanted less restrictions and more freedoms, whether it was equipment or faction relations, yet when it comes to making the ID public, which is a freedom for the players, you get all defensive.

It's not about power. It's about avoiding the debacle with Liberty's law where even during my time as a [LN] we had XYZ variants of a splinter-group show up, disobey orders, mess with a faction's diplomacy, and cause the faction more trouble than it was worth. I'm sure that someone like McNeo could attest to the chore that Indies can sometimes represent. It's a chore we don't have the time to handle while we're trying to set-up XYZ things internally.

Denelo's point on the matter is more like a: "If we get people a public ID, can we still dictate our own lore?"
Since if we can't, we're not going to go for a public HF-Junior ID as we're not willing to let our history and lore be given into faction-external hands of whom we know not if they even know our history in the first place.

Still, were the last point covered, if anything our proposal would be a separate public HF ID with some more restrictions to make the first bit a tad more unlikely, like no Arbiters on that ID and no leaving Liberty and the surrounding worlds. That said, in terms of lore the HF isn't big. The fleet isn't big, and we don't have the resources to fund excessive Arbiter spam nor do we've the manpower to crew another half dozen. The HF's main fleet is the stuff you can find in the faction section inside the Task-Forces thread under TF Warhammer, with one additional Arbiter being a personal one that often works together with it, and two shared low-armor non-frontline Arbiters parked in Vespucci as system guardians together with another personal one. Then there's the Lord Commander's personal flagship which is just that, a flagship.

Half of those don't see much if any use because a) we don't want bloody cap -spam- (proper use is another matter) and b) we don't have the resources in-RP to field all of them on a consistent basis for extended periods of time. That and it would just plain look silly if you had Arbiters pop up all over New York where our current fleet has proven itself time and time again and demonstrated that it's capable of handling almost everything that's been tossed our way.

To move on, if it becomes necessary I'll personally invite the LH to get their one and only Spyglass / Arbiter, the Fu Man Chu, upgraded inside Vespucci. With all those fancy new things like cloaking and docking and jumpdrives and blah blah blah it wouldn't be cool if they missed out on the fun, so if they want it, they can've it. Alternatively, someone can always model a separate one. Maybe, at least. But that's not up to the [HF].
