As I've been flying in and around Tau-23, it felt natural to complete a full survey and threat assessment of this system first. You'll find it below, ma'am.

Stations / Stationary Warships
Java Station
Location: D/E-3
Relation: FRIENDLY*
Affiliation: Independent Miners Guild*
Description: A mining and refinery station operated by the Independent Miners' Guild, built to take advantage of the Niobium resources in the surrounding asteroid fields.
Notes: *Currently under control of the Gallic Royal Navy - three weapons platforms in a triangular formation surround the structure. All docking is off-limits to Colonial personnel.
Cali Base
Location: F-4
Relation: HOSTILE
Affiliation: Outcasts
Description: An outpost constructed in a hollowed-out asteroid, currently in use by Maltese raiding forces on transports that voyage through the system.
Notes: Typically staffed by Maltese warships and snubcraft, as well as their allies, namely Junkers and independent pirates. Caution is advised when operating near this structure. In addition, two basic weapons platforms carved into asteroids flank the structure on either end.
Battleship Guillestre
Location: A/B-4
Relation: HOSTILE
Affiliation: Gallic Royal Navy
Description: A Valor-class Battleship defending the Languedoc jump gate in Tau-23.
Notes: Current base of operations for all Royalist forces in Tau-23. Gunboat patrols are likely around the battleship itself, and Lynx and Cougar patrols can be sighted throughout the system, emanating from the massive warship. Caution is extremely advised when operating near this vessel.
Indochine Outpost
Location: C-6
Relation: HOSTILE
Affiliation: Gallic Metal Service
Description: A mining facility constructed by the Gallic Metal Service, operating similarly to that of Java Station, used for GMS convoys hauling Niobium out of Tau-23.
Notes: Current base of operations for Gallic Metal Service. Also primary power and supply source for weapons platforms guarding the Tau-31 Jump Gate. Caution is advised, although danger is limited to static defenses and light patrols.

System Analysis
Tau-23 in particular seems to be a bottleneck hub - many different groups and persons travelling in and out, whether they be patrols, traders, smugglers, slavers, what have you. This meeting ground causes it to be rather violent, and is also a breeding ground for some of our most dangerous enemies. I've compiled a list and perceived strength of our most common foes, friends, and neutrals that are active within the system:

System Analysis

Gallic Royal Navy - Based off Battleship Guillestre, the Royalists are in full force in this system, with patrols of capital ships very common near the two jump gates that they own in the system. They tend to be not as active near Java and Cali Base, but patrols there are common and likely still.
Outcasts - Basing off of Cali Base, these cardamine-sniffing slavers are pirates and outlaws, and a large threat. Being only two systems from their homeworld, the might of the Maltese is strong here, with capital ship sightings being very common. Thankfully, they tend to butt heads with the GRN more often than not, and are pacified quite nicely by the IMG as well.
Junker Marauders - A junker group that tends to use Cali Base as its base of operations, they seem to have ties to the Outcasts by supplying them with scrap and working with them to take out IMG and Colonial vessels. Their current turf war with the IMG will assist us in removing this threat from the area, and they are not well liked by the Gauls either.
Kusari Naval Forces - While not strictly an enemy at this point, their patrols are still somewhat common due to their pact with the Gauls and the presence of the Kyushu Jump Hole. Contact should be avoided where possible.
Assorted pirates - Other pirate groups or individuals tend to base off of Cali Base as well, in support of the Maltese. While not a threat by themselves, in groups they can be a serious threat. Attempts should be made to thin out this problem in the future.
Trading vessels - Non-gallic trading vessels are quite common in this sector, due to the presence of the IMG as well as being a key chokepoint for trade throughout Sirius. These vessels are preyed upon by Gaul and Maltese alike, and should be helped where possible.
Blood Dragons - The Dragons are active in the Taus, as it is almost as much Kusari as anything else. They should be avoided where possible, due to hostilities in the past.
Junkers' Congress - A junker group that passes through in convoys from time to time. While they have not done anything specific to cause investigation, their innate shadiness that comes with the Junker lifestyle should be viewed with caution.
Independent Miners Guild - The principal owners of this system, the IMG run mining and paramilitary operations within this space. While they will come to our aid against Outcasts, Junkers, and the like, if Kusari or Gallic forces happen upon the engagement, they will quickly disperse and ignore us, to "keep up the act" as it were.
Unione Corse - In recent times, the Unione has established a foothold in this system, attempting to drive back Maltese and Junker smuggling attempts and piracy forces. While being moderately successful, the Maltese and Junkers are still as populous as ever. As before, they will come to our aid as long as none of the Royalists are around.
The Council - While not necessarily the most active force in this area, they nevertheless poke into this system from time to time. We can count on them to assist us if they make a presence in this area, but it is not guaranteed that they will be available.
