I'm still confused about the supremacy of either here - like the IC/GC thing - could a GC kill your IC to stop it docking? Surely if rheinland outlawed synth for all Cryer couldn't be shot for it, because why's it even on the I'd otherwise?

The "Can lawfuly do XXXX" part is only for a matter of server rules, not inRP ones. For example a universal shipping ID'ed ship landing on a Liberty Rogues base is ooRP, and someone caught doing that can be reported for 6.9. The only thing the IDs mean by the "lawfully do XXX" is that ships doing it won't get sanctioned for it, RP consequences CAN be a punishment, such as the ship's destruction, or filling an FR5 against it.

I think the point is, he's not obliged to take tea and biscuits with you and debate Rheinland's internal domestic policies. The Bundschuh was founded on the principle that Rheinland's law enforcement (and government) is totalitarian and oppressive... but when they act it, you're complaining?
