Your faction request doesn't list the Freelancer ID as a secondary/specialized ID. So, until the admins say you can use it well... you can't use it. If you're doing it already you're kinda breaking the rules. Just saying...
It does actually. Look under "Allowed Ship" And then under that is "Allowed Ships for Foreign Spying" and read that section. "All ships using for foreign spying, must use the FL ID and a freelancer IFF."

Use the BDM ID, or you'll never have any interesting roleplay related to your spying.

One problem with chosing the BDM ID route is getting the RM guard rep. A spy char would be a bitch to get set up if you went down that route.

I know there are some factions for which that's the only way to rep.
