I am contacting you with a problem that has occurred between our forces.
My Deputy Chief encountered an Order agent roaming within Liberty and proceeded to escort them out, where your forces jumped in and attempted to prevent her from doing her job as a police officer of the Republic of Liberty. I am sending the whole report on this channel now:

I've run into a bit of a problem with the Fifth today. They were defending an Order primary fleet agent who I had ordered to leave Liberty and then attempted to escort out. The operative then ran away and I managed to catch her near Rochester, where she was assisted by an Order gunboat. They then started attacking me without warning.
Once I issued a call for backup, the 5th came and instead of assisting an officer on duty they "ordered" me to stand down, at which point I left and informed them that this incident will be reported.
I would like something to be done about this, if not I will attempt to contact someone inside the Liberty government on my own.

My name is John Armada, serving as Captain in Liberty Navy's 5th Fleet.
First of all, I would like to apologize the 5th Fleet's High Command for either overlooking your message or not finding time to reply yet.
However, in order to avoid straining your patience further, I decided to take charge of replying to you.
During my patrols I had the pleasure to meet Deputy Chief Dawn, and discuss this matter. Admiral Sader joined in later, what the outcome of this discussion was, is still a secret to me.
However, I discussed this matter with my colleagues, investigated, interrogated, in order to receive all specific information needed to actually get a clear view.
Included members of the 5th Fleet decided to "order" both, the Order vessels and Deputy Chief Dawn to cease fire and stand down, yet, the Deputy Chief kept on firing and by this, also the Order vessles did.
The pilots of the 5th were ordered to interrogate pilots and commanding officers of foreign and hostile warships, before either escorting them out or destroying their vessels, to take them to the prison stations. Deputy Chief Dawn seemed to prefer putting them into the prison first, before interrogating said individuals.
The clash of different orders including different strategies between two different organizations which both keep the duty to uphold the peace, law and order in Liberty, eventually lead to this missunderstanding.
Anyways, upon my lacking presence during this incident, I barely can decide which strategy would have worked better and if there was a chance to end violent acts in order to "negotiate" or rather "interrogiate". This is something that must be decided while being within the situation. Both, your Deputy Chief and my colleagues tried to perform their duties by executing orders, they way they did, might not have been the best.
I understand that the Liberty Police Incorporated is an own organization, which doesn't need to listen to other organizations' commands and orders, which is only logical.
Yet I would like to remind here, that a cooperation between both, the LPI and the Navy is recommended, and requests by each other should be noticed and maybe even accomplished.
This would lead to a satisfying result for both, the LPI and the Liberty Navy, as well as increase the efficiency to keep Liberty clean and safe.
With that said, I hope for a better cooperation between our two forces in future and may any further incidents be prevented.

PS.: I recommend sending messages regarding similar matters or other highly relevant topics directly to Admiral John Sader, before notifying and bothering the Department of Defense with "minor" problems such as the missunderstanding between two lawenforcing authorizies. Usually the Admiral has to take care of such incidents and needs to decide wether disciplinary measures or a trial at the military court are justified. Finally someone decided to see what the fuss is about.
By reports that I received, Deputy Chief Dawn opened fire on the Order vessels as they refused to leave the Republic. No matter. A small misunderstanding happened that lead our forces to confusion and this transmission. Anything that happens between our forces will be reported to you first. Only if needed will we contact the Government about this matter.
