To develop and safeguard the health of the Discovery Freelancer community, official server, and forums.
To be fair and treat all players equally independent of their level and faction alignment.
Not to mix server roleplaying with server administration in any way.
Not to ignore any cases of server rule violations that are reported.
Server Administrators will impose sanctions on players for violating these community rules and for any actions that harm server gameplay. To file a report for behavior that violates the rules, you may do so here. You can ask questions about the rules in the official clarification thread here
The intent of these rules is for everyone to be excellent to one another and to use common sense. Keep fair play in mind and have consideration for others. It's a game, and nothing is gained or lost save for the experience. Credits can be re-earned and ammunition replenished. If you become infuriated, step away. If you make a mistake, apologize.
1.1 - Materials that are: abusive, adult / pornographic, advertising, defamatory, discriminatory (e.g. racist), graphic, law-violating, obscene, political or vulgar are not allowed.
1.2 - Flaming, insulting, trolling or harassing other players is not allowed. In-character swearing and insulting is allowed except when excessive.
1.3 - All text / communications must be in understandable English.
1.4 - All character, faction, ship or station names must be easily readable and roleplay appropriate. The use of profanity, country tags, memes, pop-culture references, non-English letters, or excess symbols is not allowed. For examples, see here.
1.5 - Disconnecting from the server during a player interaction in space or in a jump hole/jump gate is not allowed. If you disconnect while in-game, post here as soon as possible.
1.6 - Threatening others with sanctions or impersonating community staff is not allowed.
1.7 - Pictures that exceed 700px width or signatures that exceed 700*250px*3 MB are not allowed on the forum.
Roleplay and IDs:
Discovery Freelancer 24/7 RP is a roleplaying server. Roleplay is mandatory on the game server and in roleplay sections of the forum. Roleplay is taking on the persona of a character and acting or responding in the way the character would.
2.1 - OOC (Out Of Character) chat in Local/System Chat is not allowed.
2.4 - Attacking POBs (Player-Owned Bases) without valid roleplay / siege declarations (Attack Declaration Thread) is not allowed except as provided here.
2.5 - Characters that are ponies, furries, or direct imports (characters taken from other franchises) are not allowed.
2.6 - Every character must have only one type of ID equipped and must play according to the role and restrictions of that ID. Additional restrictions may be highlighted in red on ship, commodity, and equipment infocards. If ID restrictions and allowances conflict with the server rules, the ID overrides the rules (except 2.8 and3.4).
2.7 - Only one (1) ID is allowed per tag except for official Wild factions. Faction tag rules can be found here.
2.8 - All IDs can:
Claim rewards for kills within their Zone of Influence on bounty boards.
Attack Nomads and Wild ID ships within their own Zone of Influence.
Attack Nomads and Wild ID ships to defend allied or neutral ships outside their own Zone of Influence.
Attack others to defend allied ships within their own Zone of Influence.
Attack others in self-defence.
Defend ships of the same affiliation anywhere except in cruisers or above outside of ZOI.
Have ZoI in Earhart
Can pirate any NON ALLIED players for the following resources: Cerulite Crystals, Chirodebris, Cryo-Organisms, Dark Matter Cores, and Organic Capacitors whilst in Uncharted Systems.
"Alien(s)" - AI, Nomad, Vagrant, or Wild ID ships.
"Allies" - Ships of the same non-Generic affiliation or ID; Ships defined as your ID's allies on the in-game faction rep sheet; Ships working under a valid escort contract; or Ships you are currently flying in group with.
"Combat Ship" - Fighters, Bombers, Bustards, Capital Ships; Freighters or Transports carrying equipment in a Cruise Disruptor slot and using an ID or affiliation that is considered hostile by your ID); or Bounty Services (being paid to attack a target or assist in a fight).
"Contract" - Agreements for services with payment of credits or cargo.
"Hostile" - Ships defined as your ID's enemies on the in-game faction rep sheet or Ships or factions that have been subject to Faction Right 5 and set hostile to your faction.
"Nomad" - Vagrant, or Wild ID ships.
"Nomad Equipment" - Nomad faction guns, equipment, or consumable items (ammunition); Wild faction guns or equipment.
"Nomad Materials" - Artifacts, Sorted Artifacts, Xeno Artifacts, Nomad Power Cells, Dark Matter Cores, Nomad Remains, and Azurite Gas.
"Piracy" - A demand issued to another ship, which can be attacked if it fails to comply. Piracy can include requests for credits and cargo or a roleplay requirement, such as following a reasonable instruction or answering a question.
"Trade Ship" - Freighters and transports except as described under Combat Ships.
Combat and Piracy:
3.1 - Players are considered to be ''PVP Dead'' if they die during a PVP encounter or dock while hostile combatants are within docking message range of other players. A "PVP Dead" player must:
Leave the system the fight took place in, not carry cargo, and not engage in any interaction for one (1) hour unless provided otherwise in-game ("PvP Death Period"). Other players must allow a PVP Dead player to leave the system. (See also 3.2)
Not re-enter the system they died in on or attack the player(s) they died to on any of their characters during the the PvP Death Period.
3.2 - If a player docks in a Transport during a PVP encounter, they may remain in the system for the sole purpose of trading only. They may not attack anyone unless in self-defense. This restriction lasts for the PvP death period.
3.3 - All piracy demands to characters or Player Owned Bases must be cumulatively reasonable. Orders to halt/stop are not a demand; if the target chooses to ignore the order, it can be engaged without further demands. If the target complies with the demand(s), the demanding party must not interfere with the target any further during the same interaction unless provoked. The reasonable demand requirement applies to the server and roleplay areas of the forum.
3.4 - Transports mounting equipment in a Cruise Disruptor slot are not counted as Transports for the purposes of ID engagement lines.
Bounty Hunting and Bounty Boards:
4.1 - All bounties must be posted in a Bounty Office forum and have a minimum value of $10,000. Players must submit bounty claim within 7 days. Board owners must pay outstanding claims within 14 days of submission.
4.2 - Open blanket bounties may only be issued by official factions or unofficial factions that are sponsored by an official faction. An official faction can only sponsor one unofficial faction blanket bounty at a time. Out-of-roleplay sponsorships will not be valid.
4.3 - All bounties must specify which characters, tags, or IDs are hired to claim a bounty before it can be collected. Characters with a Bounty Hunters Guild ID may claim on Police, Military, and Corporate bounty boards without registration unless the board specifically states otherwise.
4.4 - Characters registered on a bounty board must be at least neutral to their employer and hostile to the faction that is bountied. This requirement does not apply to individual bounties. Board owners are required to verify that hired characters have suitable reputations.
4.5 - Characters with a Freelancer ID or Bounty Hunters Guild ID may be hired on the spot in game by players with non-generic IDs to engage in combat. Parties involved in combat must be made aware of such hiring.
4.6 - Characters or groups using a Freelancer ID or Bounty Hunters Guild ID may only collect on a self-sponsored bounty if is open for non-members to collect. All other factions using non-generic IDs may sponsor internal bounties, blanket or individual, that are only open to members of the player faction.
Cheating and Exploits:
Modifying your Discovery Freelancer installation or using third-party tools to gain advantage over other players is strictly forbidden and will result in deletion of in-game assets or/and a ban. This also includes specific cases such as:
5.1 - Running the game with uncapped frame rate that exceeds 155 FPS. Computers running uncapped frame rates must use a third-party program to limit the FPS below 155. Tutorial.
5.2 - Intentionally ramming a capital ship with a smaller ship to ''flip'' it or ramming a capital ship to ''catapult'' your ship away from it.
5.3 - Intentionally self-killing, team-killing, planet-diving, or sun-diving during Combat Event Plugin enabled battles in order to prevent the opposing team from scoring points.
5.4 - Connecting to the server with more than one character at a time (Multiboxing).
5.5 - Suicide Trading.
5.6 - 'Baiting' hostile ships into attacking you outside of your Zone of Influence to bypass ID restrictions.
Depending on the rule(s) violated or circumstances of the violation, examples of sanctions may range from a warning, a fine, loss of equipment, probationary periods, and/or bans of varying duration.
A "Permaban'' is intended to remove a Player and his Server Assets from the Community for an indefinite amount of time. All in-game Assets are removed, including shared characters. Only shared faction ships that have been ship-locked are may be exempted from this on a case-by-case basis. Permanent Bans are appealed by submitting a request as provided here.
Only share access to your accounts, ships, equipment, etc. with people you trust as you bear all risk of their loss.
General Rules
- Base construction must be in accord with the roleplay of the constructing ID.
- Siege declarations must be in accord with the roleplay of the attacking ID.
- Any attack declaration must be made 24 hours in advance of the attack starting. Attack declarations are valid for two weeks, and upon expiration, the base may not be subject of another attack declaration for four weeks.
- POBs built in House space, as listed below, are subject to House laws and fees.
- POB locations and IFFs should be considered permanent upon construction. If exterior circumstances require changes to them, they can be requested here. Such requests will be reviewed on a case-by-case basis.
Core 1
- Core 1 POBs may be attacked by any ID within ZOI and with reason to do so, upon posting an attack declaration. Attack Declaration thread. .
Core 2+
- Before a player/faction attacks a Core 2 base (or higher), they must provide roleplay on the forums which is linked in their attack declaration post. Attack Declaration thread. .
Core 4
- Players/Factions that have proven responsible and productive role playing members of the community for at least two months as Core 3, may request to have their bases upgraded to Core 4. If player/faction wish to upgrade to Core 4, they must file for a request in this subforum. Once approved the base will receive the blueprints required to update the base.
Core 5
- Official factions that have proven responsible and productive role playing members of the community for at least three months as Core 4, may request to have their bases upgraded to Core 5. If factions wish to upgrade to Core 5, they must file for a request in this subforum. Once approved the base will receive another set of upgrade blueprints.
- With the upgrade to Core 5, wear & tear damage on the base will be disabled.
- Only one Core 5 base per official faction is permitted. If officialdom is lost, the Core 5 upgrade will be downgraded to Core 4.
An official faction requires at least 3 active players and 3 days of activity per quarter. Factions that do not meet these requirements are considered suspended.
If a suspended faction fails to meet the requirements in the subsequent quarter, it loses its official status. If the requirements are met, the faction will be considered on probation for the subsequent two quarters, during which failure will also result in the loss of its official status.
AFKing on ships with tracked official tags is not allowed. The activity contribution by such ships may be zeroed and the faction may lose officialdom for repeated violations.
Official factions are required to have an open feedback thread on the forums and are expected to respond to sincere feedback from the community.
All rules and regulations concerning faction creation procedure and home system claiming are listed in Faction Creation Rules thread. Server Administrators also reserve the right to limit recruiting for certain official player factions for a certain period of time to keep server factions balanced.
Faction Right 1. Official player factions have authority over players of the same NPC affiliation, as long as RP justification is provided. This authority applies in forums and in-game, and applies to player faction diplomacy, and strategic and tactical direction, however, exercise of that authority, on the forums and in game, is restricted to official faction members with the rank of the official faction leader and second in command(s) of the faction. The authority may be exercised through the use of in-game in-RP orders, which, if not obeyed, can result in in-game in-RP consequences (arrest, court martial, and even "lethal" force in extreme circumstances). Official player factions cannot, under any cicrumstances, require another player to follow non-canon RP if that player doesn't want to. In case of IDs with multiple official factions, this right can only be used if the faction leader of each make a unified decision to exercise it.
Faction Right 2. Once a faction achieves official status, they will receive their downpayment back.
Faction Right 3. Official player factions who have planned an event (with at least 24 hours notice on forum, here) can restrict participation of others in that event as they see fit as long as it does not severely limit any other factions' activities in their own ZoI beyond any sense and/or provide utterly unfair protection to the faction from otherwise logical roleplay consequences.
Faction Right 4. Official player factions have the right to bounty or attack any player who is using their technology without the faction ID or permission from the official faction, regardless of their diplomacy toward the faction of the ship in question. In case of IDs with multiple official factions, gaining permission from one of the official factions would suffice, and once a technology is granted by one official faction, the other official factions should treat it as approved technology as well. In this case, factions are advised to keep a public record of their approved technologies for the purpose of better coordination with other official groups of their ID.
Faction Right 5. Official player factions may request that the reputation of a player's ship be changed to hostile with respect to their NPC faction. These requests must be posted within the Violation Reports subforum, and include link(s) to valid forum roleplay, as well as actual interaction between the character and the official faction. In case of IDs with multiple official factions, this right can only be used if it has support of every official faction of the ID, but in case of disagreement between the factions involved, they can post an appeal to the Server Administrators to review the situation and come to a decision.
Groups that have been subject to the use of FR5 by another faction, may treat this faction as hostile targets, except for transports, within their Zone of Influence.
The House Governments of Bretonia, Gallia, Kusari, Liberty, and Rheinland, will be made up of the faction leaders of every Official Police, Military, Intelligence, and Corporate faction with an ID classification belonging to that house. All of these leaders will have equal votes in their respective governments, and their proceedings will be supervised by staff in DiscoveryGC Official Discord government channels.
For the purpose of server rules, the following ship categories are defined:
Fighters: Light Fighters, Heavy Fighters, Very Heavy Fighters, Super Heavy Fighters and Bombers
Freighters: Trader ships with cargo holds smaller than 650 units
Transports: Trader ships with cargo holds larger than 650 units, including Liners and Frigates
Cruisers: Destroyers, Cruisers and Battlecruisers
Battleships: Battleships, Dreadnoughts, Juggernauts and Carriers
Capital Ships: Gunboats, all Cruisers and all Battleships
For the purpose of Zone of Influence ("ZOI") rules, systems are classified in the categories below.
All IDs have ZOI in a system containing a base belonging to the same IFF (excluding Player Owned Bases , POBs).

Bretonia
House Space: New London*, Cambridge, Leeds, Manchester, Newcastle
Rheinland

House Space: New Tokyo*, Hokkaido, Honshu, Kyushu, Shikoku.
Gallia
House Space: Ile-de-France*, Burgundy, Champagne, Languedoc, Orleanais, Picardy.

Definitions House Space
House Military, Police, and Intelligence factions may enforce roleplay consequences upon any players, factions, and POBs found breaking House Laws within House Space.
Uncharted Space
Factions with ZOI in systems bordering an Uncharted System have their ZOI extended for the duration of the connection.
All Systems
All Factions remain bound by their respective ID restrictions and allowances. In case of a conflict, the ID overrides server rules. Exceptions to this are listed in the server rules. The allowances of your ID are only valid within the listed ZOI unless specifically stated otherwise.?
Appeals can first be submitted 6 months after ban date.
Appeal must be posted in the Player Requests subforum using the form below.
Appeal must contain a clear understanding of why the ban was handed down in the first place.
Appeal must contain an explanation for the behavior that lead to the ban.
Appeal must contain why that behavior will no longer happen again
If an appeal fails, 6 months must pass before another appeal can be initiated, unless stated otherwise.
If an appeal passes, the member is assigned the Probation Usergroup for 6 months, during which their forum and server behavior is evaluated. This includes Alt accounts used for RP.
If during this period the player has broken forum or server rules, their participation as a community member is re-evaluated and may result in a warning and reset of the probation timer, or, the reinstatement of the ban depending on the context and severity of their transgression.
