I am reporting that the R&D Department has finalized their preliminary report
for Project Warhammer, Stage I.
As the report suggests, the elements will be ready to perform as soon as deployment
to the Colorado System is complete. However, the Bureau was very displeased to
find that personal emotions have taken the place of accurate analysis inside the
report. We believe the reasons are mainly the loss of our home system, and the
heavy losses we have taken during the stand. As such, the Bureau has deemed
the report inaccurate, and has sent me to the facility to write a new report,
based on my analysis.
The Bureau has also decided that further reports will be conducted by me as well.
As such, the following is my analysis of the Department's current stage of development.
I. Element K is currently in the final stages of dry testing. Simulation will not
be possible due to it's sheer size and mass, thus real life testing will take place,
scheduled as soon as the element is fully functional in space. If it proves to be
successful, it is to be immediately moved into active service.
Dry testing suggests that the Department's decision to change their approach
regarding the purpose of the element was indeed well advised. The superstructure
has now been reinforced with the materials the Department had previously prepared
for the current replacement's structure.
II. Element T has completed dry testing approx. 72 hours ago, and is now taking
simulations. The Department has already given their approval for its active service
deployment, which will take place two hours after Element K is in space. 70% of the
manpower attributed to the development of Element T has been redistributed to
Element K. My analysis showed that Element T is much more suited to the job, much
unlike its older forefather.
The next report will contain analysis on the second stage of Project Warhammer.
Keep us informed about the project, if your analysis proves to be correct we are on a good way into the future.
We could require more information about both parts of the project, to prepare strategies for efficient use.

Agent,
As I do not have the time to appropriately contact key personnel, I'll have to request information directly from the CIS. I've sent Major Orbit to observe construction and deployment of both Elements, and he also confirms Warhammer is well on it's way to success.
As for the requested information, as you are aware yourself, most of the fleet is currently stationed in Tau 44 and is actively in battle. I would like to know whether or not our vessels will abruptly cease service or be reconstructed into the aforementioned elements. The discussion hasn't been brought up in High Command, we're just too busy, therefore I assume the President will have an answer. I'll be awaiting your reply.

We'll be short on crew, but not on material. This is a unique opportunity to modernize the whole fleet virtually overnight. That's why the Zephyr-class gets phased out at long last. The reclaimed resources will be used to replace them all with shiny, brand new equipment. To be used by seasoned crews.
