Arbiter Wild Bill
Howdy,
Y'all don't know me an I ain't too familiar with y'all. I'd like fer us to git to know each other. Names William Hickok. Most folks call me Bill. I'm leadin Junker Congress these days. I don't reckon we've spoken 'fore today. Only form of communication with y'all I can recollect was a general comm y'all sent out to all Junkers. I was impressed how y'all stood up fer the Zoners of Freeport 11. If'n y'all ain't aware, we support Zoners in whatever way we can. Even lost a ship myself to Core pirates while carryin some relief supplies to Freeport 11. That ain't what's important here. I don't reckon we've ever had a problem with each other, but I've noticed we ain't got dockin access on y'alls stations. I'm contactin y'all to request dockin rights on y'alls stations. We're good at movin commodities 'round an bringin in what most folks can't git their hands on. Reckon we can come to some sort of arrangement?

"The People's Republic of the Sirius Coalition and the Junker's Congress has had dealings in the past under former Premier Alvin Katz with Thunder Bay Depot and the Ontario Incident. we have also encountered 'enterprising' individuals under the Junker Flag carrying out acts we found questionable. However Premier Warner, being formerly from Liberty, knows that the Junkers Congress cannot control the actions of individual Junker pilots at all times so the Premier is willing to 'cut a deal' with the Congress concerning access and trade rights within New Moscow (Omega-52 in Sirian Standard).
The shipyards of Mykolaiv are always seeking ship components, old or new, in order to keep up with production quotas. The Premier proposes that on occasion the Junkers may trade such goods and other assorted goods the Republic may find useful, in exchange for fueling the economy the Congress will be allowed to trade and travel through New Moscow. The Congress may find that the Coalition has much to offer to the Liberty 'underground' markets in terms of both alcoholic beverages and war-material surplus.
Our only conditions however are that you respect our laws while in our space and do not transport Slaves, Cardamine and other assorted contraband while within our territory. As long as you abide by the Coalition Laws than the Premier foresees no issue in allowing the Junker's Congress a Trade Visa within New Moscow and it's associated territories.
To put it shortly: Yes, we can come to an arrangement."

"The Premier just wanted you to know he has received the box of Cigars after your meeting with the good Captain Selim, he hopes you enjoy what the People's Republic has to offer and suggests you try the local Vodka. Our Quartermasters have been notified that Congress vessels are permitted to access the Coalition Market so your pilots should have no issue acquiring Vodka and Ordinance.
Enjoy your stay in New Moscow and we hope that this proves a fruitful venture to both our peoples."
