Not much time have passed since the initial contact, and it has come to my attention that i can no longer sustain my current operations alone, without likeminded people who'd voluntarily follow me and support my cause as they would believe it is a just one, and a safe haven for those people to stay without concerns of being threatened by any kind of odds we, Dragons, may encounter.
As such, Tau-44 was chosen as one of the multiple locations for the beginning of the construction of our modular base, however, we just can not ignore the fact of your presence, and obviously major role in that solar system. Which is why, before we start the construction, we would like to ask for the permission of both mentioned factions, as well as for them to forward to me any concerns they have in mind regarding that modular base.
You might be concerned with what we are going to do right under your noses. Thus, i shall give you a glimpse at the concept of a brand new clan forming within The Shogunate.

As by now, the Clan is unrecognized by neither The Shogunate, neither other Clans, through it have already gained significant support from their neighbors in self-claimed Tau-44 system and are currently in process of negotiations with Natio Octavarium, Crayter Republic and Ouroboros about further collaboration and support.

Many things about this are interesting to me.
This appears to be a return of the progressive Dragons of the turn of the century. A welcome change.
You have our agreement, which is of course contingent on Crayter also allowing it. Tau-44 seems like an unusual location, however, being fully outside Kusari. This isn't an objection, but simply a point of curiosity - why did you choose Tau-44?
We would also like to minimize combat in Tau-44. Obviously repelling Gallic and Kusari scouts is encouraged, but beyond that we would prefer if engagement be kept to self-defense. That being said, this is predominantly their space by law and claim, so that is really more of a request than anything.

That is indeed a right question you have brought up. Why would we even bother with building our modular base so far from main theatre of Kusari struggles?
The reasoning of such decision is as simple and prosaic as it gets: while you have pretty much correctly noticed "the return of the progressive Dragons" - our bretheren certainly not going to welcome it as much as you do. All of them are awfully conservative, followers of the old ways, where's the only mean to beat the opponent while preserving Dragons' honour is to turn him into a cloud of space dust - or honourably die trying, while we will do our best to stick to more peaceful ways - unless forced to do otherwise.
I suppose you pretty much understood our current position: not acknowledged by anyone, we have to stay away from all the prying eyes, both Samura puppets and our bretheren, as we are not certain on how they are going to react to our appearance.
Of course, your desires have been noted. We shall keep the combat restricted to self-defence and assistance to Natio Octavarium and Crayter Republic forces. Your request have been noted, Minister.
However, as an extenstion of this agreement, we would like to request logistical support for the modular base. This barely includes basic supplies, but rather the commodities we will be unable to get our hands on due to law enforcement of most houses being not too fond of us, Blood Dragons.

Indeed, while the basic supplies are readily-available thanks to the local Zoner populations, some more exotic needs can be difficult.
Some of the components you will need to source from someone else - the fusion diodes, for example, are not something we can readily get. The Rheinwehr has a history of violent objection to our presence, you see. I would suggest Junker or Zoner contacts for situations like those.
For the rest, I believe the Octavarium Mercantile Guild would welcome another contract, so if these plans proceed with Crayter's consent I'll pass the details along to them.

There is no need for granting permission to trading ships as our laws does not prohibit trading ships in any way unless carrying contraband, even then you can apply for contraband goods license. Our primary shipping and engineering Corporation, Integral Systems Engineering, may help you regarding supplies as much as possible. All you need is asking for that.

At the current state, the base requires 78 thousands units of Hull Segments and 20 thousands units of Industrial Hardware for two Storage modules respectively. All the deliveries shall be paid for as the import prices have already been established. In the upcoming days we are going to get in touch with Independent Miners Guild to see if it is possible to establish the resources extraction contract with them regarding Tau-23 mineral resources, Niobium and Beryllium, to be precise, to make the base open for export as soon as possible.
The modular base is Sekigane Depot, located in Tau-44, grid square 3A, veiled by the Sumatra Cloud.
I also feel like inquiring about the procedure of acquiring the contraband goods license. Not that we are going to use it right away, but this might come in handy in the future.
