I think if you are making a faction (official or not) or even just having the same tag (which I guess would classify as a faction) then you have to follow the restrictions of your primary ID, even if you have a secondary ID mounted.
There's nothing stopping people from working together without a tag, but you should keep it within RP while doing so (no Outcasts and Corsairs helping each other etc.)

I think it's a reasonable enough rule, need to avoid turning things into a clan-war server more than it already is, and letting people use multiple IDs for a buddy group gets close to that.

To be safe, keep to single ID + eventualy freelancer ID for ship your character would use for non-faction related business (you propably wouldn't bring Soviet-made combat ready tank to family meeting in USA/anywhere else)
