Nah. If the power supply is a decent one, it should be enough to get pretty decent results. The Conroe runs quite cool, and does not consume that much power. Its not like the old Netbust based processors of old.
My computer is an XP 3000+ OC'ed to 2.4Ghz, and it has a 420W PSU. I didn't have to use any fancy cooling system. a TT Volcano 9 and stock thermal compound was enough to raise the multiplier (the mother i have allows messing with the multiplier), and take it to 2.4Ghz (From 2.1) Without touching the CPU voltage. It can go higher, to 2.6, but I have to raise core voltage to do that, and i have no need to take it any higher... yet.
You can't fry the CPU by OC'ing it. Not easily at least. It has thermal protection to avoid that kind of damage. Most of the hot component have some kind of protection against overheating.
I am one of those guys that wants to get the most possible performance from the computer without having to buy new stuff every time some new game push the limit of the system. Consider OC as the way to get extra performance for Free.
I've seen the highest load of the server recently. 26ms with 12 people in. I think they are doing missions.
