Shooting is an integral/central part of it.
Whenever someone is overpowered in that aspect, people flock to this faction like mad. From then on, things go downhill fast. And I do not want to go there again (remember Taus against unnerfed Sabres).
Balancing has a point. Of course it is never perfect.
Pretty much my opinion too. People who like to pew often go for a faction with tech that is good. So the ones with the good tech will always have more people, regardless of the strengths of other factions. I mean besides IMG and maybe Kruger how many escorts do you see in other trade factions? Compared to the Liberty Navy indies? Navy factions already have people.
Also saying "But I don't feel afraid of his ship, because I know we're the same balance wise" is silly. To be honest as someone who considers himself on the better spectrum of the average at pvp I wouldn't feel intimidated by a navy officer if his ship was better any more than I do now. Because the most important thing in pvp is player skill, regardless of ship stats.
Only way to make naval factions more feared is if we fill them with good pvp whores so it actually feels you're facing someone with years of training. Otherwise any buffs would just be an extra pat on your back when you beat them.
