To kill a base when you can't get enough battleships to grind it down?
* Keep the shield up so no one can dock on it
* Prevent base suppliers from docking on the base
* Destroy the base suppliers.
Granted, it takes longer, but it works. It's happened to 5 previous baes built in Dublin and it's currently working on the base being seiged over the last week. Shield is kept up and 14 base suppliers have been killed.
Rather than winning by destructin, it's winning by attrition...just have to have the patience & fortitude to do it.

People seem to think that base sieges are supposed to be done and over in few hours, or god-forbid a day or more. If you're serious about the siege, then be willing to put in the work rather than violating ZOIs. Otherwise, might as well get rid of ZOIs altogether.
That's totally delusional. A single transport that makes it through, because you didn't have people blockading the base 24/7, will counter hours and hours of siege. The only possible scenario in which that sort of approach works is if the owners are poorly organized or give up.
