When you FR5 you remove the possibility for the smuggler to try again. Its a game so it makes sence. Its fun for both sides. It is just some people take things a little bit too serious when they cant manage to stop a smuggler in time.
Yes FR5 stops silent traders but I think it should only be used as that. DONT punish the successful smuggler that RPs well too.
It's really easy, Nomnom: Do not dock at any lawful station once you were caught by a police/navy. If you do, despite being told not to, you likely go down via FR5. Surrender, accept your fine, likely lose your cargo. And you can try again the next time. If you hit thrust, watch the guy rp while you exploit him being busy to get close to the dock, you have to expect the FR5.
As the chances in this very one-sided interaction for lawfuls are very slim, they will unlikely just accept "defeat", if they never had a chance. Having to make a demand and having to type 2 lines, while screenshotting to be safe against report... not even experienced players get that right, and let's not even get into how far a well-armored transport can run even under fire and make it to dock safely.
Imagine the situation of docking at a police-IFF planet like... a bank robber that runs from the police and therefore tries to hide in a... police station.
And Planets have to have Police IFF so that unlawfuls cannot dock there. It's - gameplay-wise - necessary because experience has shown that if unlawfuls can dock at main planets (which are the high selling locations), they e.g. pirate people 1 lane before the max selling point and sell there then - something that would hardly happen in reality. Furthermore it would even increase all the oorp docking, as now not only a few smuggler IDs can dock there, but everybody. And everybody would.
Try intercepting smugglers. You'll be disappointed.
I know you really roleplay smuggling and you are definitely the exception. Still, you'll likely get the same treatment due to the large majority of bad smugglers.
