I don't want to break someone's wishes, but even in EVE Online players don't have complete control over the story. They have only their pixel empires in areas outside of control of NPC Empires who own Low and High sec. Players can claim only null sec and wormhole space.
Also, because there are tens of thousands of players - there is very unlikely that super powerful group of players will form and overpower anyone else.
And EVE is noob-friendly when it comes to fleet fights. Outcome of fleet fights is determined only by tactical skill of Fleet Commander, doctrine (fleet composition) and numbers. Nothing else. You can have one month old players soldiering in fleet fights, kicking 10yo vets, and be useful as long as they can understand commands and push buttons in right order.
And I am not mentioning existence of counterplay to every tactic. Yes, for example - small and fast ships can run circles around large ships and kill them. But large ships can also have modules to catch these small ships, drain their energy dry and kill them.
Hell, EVE even allows players to do their stuff and not be bothered by gankers if they are not in mood for PvP as long as they are not completely AFK or dumb.
As you can see - neither of these options are applicable or available to Discovery. Players want to own and influence whole Sirius, much smaller population can't really prevent formation of large group or groups of players who can take over whole Sirius, becoming useful in fights takes months, mechanic and counterplay balance is not quite there.
Discovery isn't EVE Online. Discovery cannot and shouldn't be played or treated like EVE Online. Stuff from EVE Online will not work here,
