I think this is specifically meant to bring a boost to the police factions, since they are currently a "less then Navy" bunch.
You make a decent point, but I don't think that personal computers are very analogous to trade lanes, which are more like... highways in space. Also, Ageira doesn't make hundreds daily - it's more like the inverse. Construction has to be slow and meticulous, in order to match the pace of gate/lane development between vanilla and current disco.
Rather, what I should have said originally: use of this system for cargo items specifically important to a particular faction.
